"US war crimes" in a report to the "International Criminal"

Prosecutors said at the International Criminal Court in The Hague, on Monday, that there is an initial grounds to believe that US forces committed war crimes in Afghanistan, and in secret detention facilities in other regions, in 2003 and 2004.
Prosecutors in the report said that there is " a reasonable basis to believe" that US troops tortured prisoners in Afghanistan and in detention facilities belonging to the CIA in other regions in 2003 and 2004.
He wrote prosecutor 's office says , "members of the US military forces offered apparently at least 61 detainees to torture," and added that CIA officials apparently tortured 27 others are trapped.
The prosecutor 's office headed by the Prosecutor of the International Criminal Court, Fatou Bensouda, said he will decide soon whether it will seek to carry out a full investigation.
Full results of the investigation could lead to charges for the individuals and the issuance of arrest warrants. The International Criminal Court is not charged unless the local authorities do not deal properly with the allegations.
The results on Monday , an important step in the examination of the court , which lasted for ten years of conflict in Afghanistan, and could lead to a severe reaction from the US administration.
The report said: "The alleged crimes are not individual excesses of a small number of individuals (..) It 's apparently committed in the context of approved interrogation techniques in an attempt to extract intelligence information."
The United States occupied Afghanistan and patrolled in large areas of them during the hunt for the Taliban and al Qaeda after ten atheist attacks of September 2001.
Prosecutors said other crimes may have been committed in facilities belonging to the CIA in Poland, Lithuania and Romania , because the people who were captured in Afghanistan, claimed they were taken to these sites.
The report concluded that includes all the preliminary tests carried out by the Court to the reasons to doubt that all the warring parties , including the Taliban and the Afghan government committed war crimes.
The International Criminal Court was established in 2003 to prosecute the most serious war crimes and crimes against humanity.
The United States has opposed in the era of President George W. Bush 's court which is not a member of it, but Afghanistan, Lithuania, Poland, Romania , the members of which gives the court jurisdiction over crimes committed on its territory.
