Political conflict in Anbar disrupts reconstruction and delay the return of displaced persons

08/06/2016
Today the Iraqi forces engaged in the liberation of the remaining areas of Anbar province from Daash group. With the liberalization of maintaining a series of political battles appeared to take control of the government. President controversy going on between some of the tribal leaders and the Sunni Waqf on the one hand and between the Iraqi Islamic Party, which runs the province since 2005, on the other hand. This dispute is not in favor of al-Anbar province, which is facing a humanitarian crisis.
The first battle included about Anbar rule of the Sunni Waqf Islamic Party, who are vying for re-displaced to Ramadi, although the city is not safe yet and filled with explosives.
At the beginning of February 2016 and during his Friday sermon at the Grand Mosque for the first time after the liberation of the city, the head of the Sunni Waqf called on the displaced people to return to the city, where he was appointed Prime Minister Haider Abadi, head of the Sunni Endowment to be the supervisor of the return of displaced persons, although local officials have warned that the entire city clearance packaging may take six months at a minimum.
However people are Sunni stop has listened and began to return. This has made politicians calling for the need for the return of the displaced also to the city. The result was that dozens of people were killed and suffered injuries due to improvised explosive left by Daash, causing a public competition between the Islamic Party and the Sunni Endowment, where he accused the Islamic Party, the Sunni Waqf that he is responsible for the fall of the victims.
Re Chairman of Waqf claim ridiculous it is that the Islamic Party was planting containers in the city to hinder his work as an administrator for the return of displaced persons. It ended up down the Sunni Endowment.
Next page of the battle was between the conservative Suhaib al-Rawi and elders and members of the provincial council in trying to dismiss him. It began when Sheikh Ahmed Abu Risha, members of the Council called themselves Reform Bloc name and accused the governor of financial mismanagement and not to help the displaced.
And support of the Sunni Endowment, the opposition, while the Islamic Party - which belongs to the conservative - and the bloc headed by Jamal al-Karbouli solution for a long time in parliament. To fend off criticism in mid-June of the Islamic Party and the mass of the solution of solving the parliament asked the provincial council and the holding of early elections in Anbar.
Opposition received a vote on the dismissal of the narrator in June 28. And raise the narrator won a lawsuit on July 27, after which he will discharge the Council to get rid of his opponents. Even if he does not have to earn the narrator survival in office.
On the other hand, the disposal of the Council and the election of a new one because the vote will not get a lot of displaced people is currently possible. This means that the tides between the parties will continue in the foreseeable future because both parties feel resent.
Resentment of the Islamic Party in Anbar is not new, it came to power in 2005 through a nomination for the post, while most of the other parties boycotted the elections of the provincial council in that year as a result of their opposition to the US occupation and the new Iraq, taking runs the province since then.
In 2006, the Islamic Party and faced the challenge of the Awakening movement, composed of elders gray resentful of his reign. Later he joined the party to the protest movement that began in 2012 against Prime Minister Nuri al-Maliki and the central government, but then capsized alongside Baghdad angered many.
Now this difference is due to appear after the liberation of Anbar Daash. Trying to rival parties to paste the scourge of conservative Islamic Party but failed so far, as have given an invitation displaced people to return to the province and it is not safe backfired, and the failed attempt to get rid of the governor, bringing the two sides deadlocked and waiting for the next row through which Asttien swooping to undermine the other party.
All of this comes at the worst time, as Fallujah and the central government Mvelstan not and can assist displaced or rebuilding the liberated areas. It is scheduled to take place before the provincial elections next year, and for the Anbar could be delayed until the return of the majority of the displaced to their homes.
This would prolong the competition for several months.
