    New Iraq PM Haydar al-Abbadi kept his promise to present ministerial candidates for portfolios not included in the recent vote on his new cabinet, but the Iraqi parliament proved uncooperative. As a result, only one minister, for water management, was approved in today’s session. Crucially, all key security ministries remain vacant.


    The most contentious nominations related to the defence and interior ministries. With respect to defence, the name of Jabir al-Jabiri, an Anbar politician with considerable popular backing and past ties to the former finance minister, Rafe al-Isawi, has recurred for some time as the nominee of the Sunni coalition in parliament. Conversely, it was something of a surprise that Riyad Ghrayb, a Shiite chameleon who has gone from a past with ISCI to the State of Law bloc and the faction of Hussein al-Shahristani, was put forward in the last minute. Before that, it had largely been thought that Badr would present a candidate, even after their original nominee, Hadi al-Ameri, was found by most other parties to be too unpalatable in such a sensitive position. As late as yesterday, a modification of the Badr proposal was presented in the shape of “independents” that might be acceptable to Badr, such as Ahmad Chalabi and Qasim Dawud. Today, the Shiite alliance held a last-minute meeting before the parliament session without being able to agree internally on a candidate.

    There are regional and international dimensions involved, too. It has been suggested that the Iraq interior ministry struggle is a reflection of the contradictive relationship between the United States and Iran in the region as a whole, with Iran backing Badr candidates in Iraq and the United States – finally in possession of some real leverage because of the ISIS threat and Iraqi requests for American military assistance, and tacitly in alliance with Iran against ISIS – strongly objecting to this.

    It is noteworthy that during the parliament session today, Abbadi implored the chamber to approve the nominees whereas parliamentarians of the Shiite alliance (whom Abbadi himself represents) voiced opposition to a vote, saying the interior minister at least should be internally approved in the Shiite alliance first. Deputy speaker Humam al-Hammudi of ISCI at one point tried to stop the vote according to the official parliamentary record.

    Whereas the voting record hasn’t been tied down to individual MPs or even parties, the patterns suggest that parts of the Shiite alliance may have voted No and possibly that there was a revenge No in the vote on the State of Law nominee for tourism (Ali al-Adib). Interior minister Riyad Ghrayb got 117 out of 245 votes, Jabir al-Jabiri 108 out of 251, and Ali al-Adib got only 78 out of 250 votes. By way of contrast, a Sadrist nominee for the water ministry was approved with a more resounding 162 out of 250 votes. Altogether 285 MPs were in attendance, probably a reflection of the realization that a simple majority could have settled the matter of the security ministers and have them approved if those who were against Jabiri and Ghrayb had simply absented themselves.


    Parliament adjourned until Thursday 18 September but it is unclear whether Abbadi will come up with new nominees by then.
    It cannot be stressed enough that these final components of the Abbadi cabinet are among the most important decisions relating to the new Iraqi government as a whole – and as such far more significant than the plethora of international gatherings that are currently going on in the name of defeating ISIS in Iraq. Experiences from Yemen suggest that airstrikes will eventually hit someone that shouldn’t have been hit. In that kind of context, only a durable political coalition in Baghdad can prevent the situation from fragmenting completely. The absence of agreement on security ministers was a key reason the second Maliki government remained so shaky throughout its term, and it is likely this issue, more than anything else, that will seal the fate of the new, so far partial, government put in place by Haydar al-Abbadi.

    The Iraqi parliament failed to choose defense and interior ministers in its Sept. 16 session, refusing the candidates suggested by Prime Minister Haider al-Abadi. The session was adjourned for two days and the issue was suspended from the agenda until further notice.

    During the session, no one asked how the Iraqi parliament had voted Sept. 8 for Abadi as prime minister, general commander of the armed forces and acting minister for the ministries of defense and interior, but refused to vote for Abadi’s candidates to assist him in his mission.


    Abadi had firmly told the parliament that he would not be able to manage the security file without ministers of interior and defense, nominating candidates he found appropriate. The leaders of the parliamentary blocs asked for more time to deliberate.

    The fact of the matter is that Iraq does not have time for stalled deliberations among the leaders of the political blocs. Abadi does not have endless options for his government, and the very real danger of IS, which is nearing Baghdad, threatens to jeopardize Abadi’s entire government.

    Still, the Iraqi leaders insist on settling the issue by slicing the two most critical ministries in Iraq up like a pie for political sharing, and believe they have the time to do so.

    The world is getting ready to start a war against IS, and Iraq will be its main battlefield. Before Abadi proposes another list of new candidates for consideration in the next session, the Iraqi political forces should redefine the objectives of the ministers of interior and defense. The tasks of these two ministries require wide coordination with the international alliance against IS, and they will take part in rebuilding the Iraqi army and police and preparing them to fulfill their security roles.

    They face a critical mission to save Iraq, protect its unity and its territories and prevent social collapse. The security collapse and lack of vision by the security and military forces must be urgently remedied, and the parliament's failure to choose the security and defense ministers amid the international race to form an anti-IS alliance suggests that progress will not come quickly enough. Even when the parliament does succeed in forming these ministries, the practice of appointing individuals to positions based on personal and political relationships does not bode well for success.

    The negotiations among blocs over this issue have become a bidding war. In only one week, several names were proposed; some of them more realistic than others. More names have been added daily to the political auction.

    The ministers of defense and interior should not be selected on the basis of personal relationships. Instead, certain requirements should constrain the choices for these two positions, away from factional considerations. Their election should not breed divisions between the parties, blocs and figures, but bring them together to work.

    MONTREAL, Canada – “Indiscriminate” Iraqi air force attacks meant to wipe out Islamic State forces have killed dozens of civilians, including 24 refugee children housed at a school near Tikrit at the start of this month, according to an international rights watchdog.



    “This is not an isolated incident. We have documented a pattern of indiscriminate attacks from the air in which civilians have died,” Fred Abrahams, special advisor at New York-based Human Rights Watch (HRW), told Rudaw in a phone interview.



    “The death toll is high from these cases. At least 75 civilians have been killed and hundreds of others have been wounded in 17 airstrikes,” he said.



    HRW has called on the Iraqi government to promptly probe a September 1 airstrike it says hit a school near Tikrit housing refugees. At least 31 civilians, including 24 children, were killed in the raid, which also wounded 41 others, according to the rights group.



    The al-Alam Vocational High School was housing displaced people who fled Tikrit after the Islamic State (IS, formerly ISIS) militants took control of the city in mid-June, HRW says.



    “The death toll is high from these cases, at least 75 civilians have been killed and hundreds of others have been wounded in 17 airstrikes,” according to Abrahams.



    HRW called for a probe a day after Iraq’s Shiite Prime Minister Haider al-Abadi ordered the army to stop shelling militant-held populated areas to minimize civilian casualties.



    “Unlawful” attacks, Abrahams said, have been reported within IS-controlled areas in Fallujah, Beiji, Mosul, Tikrit, and al-Sherqat, with Sunni Iraqis the primary victims.



    “The government is trying to fight ISIS but it is going to create more enemies among the Sunni population if it is not more careful and is only targeting compounds,” Abrahams said.



    Abadi issued on order on September 11 to halt Iraqi air forces strikes on neighborhoods with civilian populations. But the bombings have continued in Anbar province, where a hospital was hit.



    Iraqi officials have given “a very weak explanation” for the questioned air attacks, Abrahams said. He added that, while subsequent airstrikes have not been investigated yet, they are “definitely concerning.”



    Iraq’s government has told HRW that the explosion that hit the school was from a vehicle nearby that was transporting militants. The strike on the vehicle caused an explosion that was “far larger than normal,” the government said, because of the explosives the car was apparently carrying.



    “All of the witnesses we’ve interviewed, people in the school and in the neighborhood, nobody spoke about a car and actually the witnesses said the missile hit in the middle of the courtyard, not on the outside where there was any car,” Abrahams said.



    The civilian casualties by the Iraqi air strikes reveal “a level of unprofessionalism that puts civilians in danger,” Abrahams said. He added that orders to shoot, when it was unclear whether the targets were military or civilian, was “unacceptable.”

    Leaders from the autonomous Kurdistan Region announced plans for a referendum in July, amid tensions between Erbil and Baghdad over oil revenues. A new government under Prime Minister Haider al-Abadi is aimed at bridging Iraq’s ethnic divides to tackle an Islamist rebellion.



    “There is a decision from the Kurdish leadership to stay in Iraq. The idea is to hold a referendum for independence; it was at a time when the dispute was very high with the Iraqi central government,” Masum said.



    A sectarian Sunni group of more than 30,000 fighters, known as Islamic State (IS) or by the acronyms ISIS or ISIL, has persecuted minorities while imposing caliphate rule across swathes of Sunni-majority areas straddling the Iraq-Syria border.



    “Other (extremist) organizations are interested in one state, one boundary, one border. ISIS is different. ISIS is an international terrorist organization,” said Masum.



    “They are interested in the whole world. Others have specific target against one authority, But ISIS has an aim to form a state that brings together the entire Middle East – and this is where the danger comes from.”



    US President Barack Obama says IS can be defeated with US-led airstrikes and by arming and equipping Kurds, Iraqis and moderate elements of Syria’s opposition as ground forces. Critics say he lacks reliable allies, over-depends on air-power and has no plan for ending Syria’s civil war.

    The UN's refugee agency, UNHCR, says that more than 144,000 Syrian refugees, mostly Kurds, have sought refuge in southern Turkey’s since September 19, after fleeing an IS advance around Kobane, also known as Ayn al-Arab, in northern Syria.

    “The camps built for Syrian refugees are now full. Displaced people are living in schools, church compounds, and unfinished buildings,” Grisgraber said on Friday. “At one centre, we saw displaced people sleeping 35 to a room, with some even living on the roof.”
