    ERBIL, Kurdistan Region – Najmaldin Karim, the powerful Kurdish governor of Kirkuk, has caused a stir inside his Patriotic Union of Kurdistan (PUK) by submitting his name for the Iraqi presidency, but without the party’s consent.



    A PUK official confirmed that Karim had submitted his candidacy. The office of the presidency declined to comment on the issue, and calls to Karim himself went unanswered.



    Karim is a close friend of Jalal Talabani, the PUK leader and Iraq’s president, who has been in Germany since a stroke in December 2012.



    As news about Karim broke on Wednesday Hero Ibrahim Ahmed, a PUK leader and Talabani’s wife, said the party had not finalized its nomination for the presidency.



    Kosrat Rasul Ali and Mala Bakhtyar, two senior PUK leaders, said in a statement that, “Only the political bureau has the authority to nominate PUK’s candidate for the presidency, and no one else.

    Rasul and Bakhtyar were not alone in their reaction. Hakim Qadir Hamajan, a member of the party leadership, also said that only the party can choose the candidate.



    “Only the person chosen by the PUK leadership will be the PUK and Kurdistan’s candidate for this post, and for this we will talk with all Kurdish and Iraqi parties,” he said.



    According to a political agreement among the various Iraqi factions, the post of the president goes to the Kurds, and specifically to the PUK, while the premiership goes to the Shiites and the post of parliament speaker is reserved for a Sunni.

    Early Life

    Barham Salih was born in 1960 in the city of Suleimaniyah in Iraqi Kurdistan. After he joined the Patriotic Union of Kurdistan (PUK) in 1976, his political activism led the Baathist regime to arrest him twice in 1979 on charges of involvement in the Kurdish national movement. The Special Investigation Commission detained him for 43 days in Kirkuk, during which time he was tortured. In spite of this persecution, he managed to finish high school with a grade of 96.5%, the highest in Kurdistan and the third highest in Iraq.

    Political repression forced Barham Salih to leave Iraq for Britain. As a member of the PUK in Europe he was in charge of PUK foreign relations in London. While he continued his political struggles, he took a Bachelor’s degree in Civil Engineering and Construction at the University of Cardiff, graduating in 1983, and went on to receive a Doctorate degree in Statistics and Computer Applications in Engineering from the University of Liverpool in 1987. After leaving university he worked as an engineering consultant for a European company.
    Political Career

    Barham Salih was elected member of the PUK leadership at the first conference of the party after the liberation of Kurdistan from dictatorship in 1992, and was also chosen to head the PUK office in the United States. Following the first parliamentary elections in the same year, he became the representative of the newly-formed Kurdistan Regional Government (KRG) to the US. During his time in America he was very active in improving Kurdistan’s relations with the West and his vigorous campaigning against Saddam Hussein’s dictatorial Ba’ath regime helped to influence decision-makers in Washington.

    The PUK leadership asked Barham Salih to take over as Prime Minister of the KRG from 2001 to 2004. During his premiership he made every effort to improve the standard of living and the quality of services in the Region. He won praise from the Kurdish people for his ambitious economic development programs at a time when the Kurdistan Region was facing two sets of sanctions. After the fall of the Baathist regime, he became Deputy Prime Minister of the Interim Iraqi Government in mid-2004, Minister of Planning in the Transitional Government in 2005, and then Deputy Prime Minister in Nouri Al-Maliki’s cabinet after the 2005 elections. In addition to his role as Deputy Prime Minister, he was also in charge of the economic portfolio and Head of the Economic Committee.

    Barham Salih is well-known both within Iraq and in the international community to be politically moderate and open to different views and opinions. To help represent the Iraqi Government abroad, he launched “the International Compact with Iraq”: an initiative which aims to bring Iraq and the international community together to help Iraqis meet their goals of building a prosperous, democratic, and federal country, at peace with itself, neighboring countries, and the wider world. He was nominated by the Kurdistan leadership to head the list of candidates for the Kurdistan parliamentary elections, which were held on 29 July 2009.

    He supports all aspects of civil society and is particularly active in promoting education. He chairs the Iraqi forum, which comprises national figures from across the spectrum of Iraqi society. The Forum includes the Waaedoon (Promising) organization and the Hiwa project, both of which support talented students in Iraqi universities. He founded the American University of Iraq – Suleimaniyah, a private university offering American-style liberal-arts degrees, and sits on its board of trustees.

    Prime Minister Salih is married to Dr Sarbagh Salih, a women’s rights activist, and they have a son and a daughter. He is fluent in Kurdish, Arabic and English.

    Up till the Kurdish uprising of 1991, Barham Salih was an unknown figure in Kurdish politics. But he had good relations with Jalal Talabani’s family. He is one of the politicians made by Talabani. There are many politicians in the Patriotic Union of Kurdistan (PUK) who have become prominent politicians with Talabani’s support, including Salih.

    Until 2009, when he was authorized to form the sixth cabinet of the Kurdistan Regional Government (KRG), Salih was a great supporter of Talabani. He had the leader’s full confidence, in particular after the separation of Nawshirwan Mustafa. Salih was a good balancer, and Talabani prepared him as his successor.

    After 2009, relations between Salih and Talabani’s family started to fade, to the point of strong rivalry with Hero Ibrahim Ahmed, Iraq’s first lady. The recent election, marginalizing the role of Salih in PUK’s leadership and the control of power within PUK by Hero Ahmed, are no longer party secrets. They are all well-covered by the media.     Salih is making concerted efforts to come out of the PUK congress as the party leader. However, it has to be noted that a large portion of PUK’s capital is under the control of Talabani’s family, and marginalizing Hero and her influence is substantially more difficult than what people think.

    Even if Salih is selected as the PUK general secretary at the congress, his power over the party will be equal to his power over Sulaimani during his premiership from 2009-2011. Therefore, it seems that the “Talabani doctrine” will remain for Talabani’s family, and those who believe in it.

    Those, like Salih, who are convinced that the party needs to be reformed and that it should count for its votes among the living -- rather than counting its martyrs and the number of conflicts it has fought -- in the near future might find a different path. Do not be surprised if Salih cannot tolerate the PUK in its current form. He has a place guaranteed in the Kurdistan Democratic Party.

    BAGHDAD / NINA / the head of the Ahrar parliamentary bloc, Moshriq Naji guessed that Barham Salih, deputy head of the Patriotic Union of Kurdistan is the strongest candidate for the presidency of the Republic.

    He told the National Iraqi News Agency / NINA / that "the two leaders of the Patriotic Union of Kurdistan, Barham Saleh and Najimalddin are vying for the post of President of the Republic."

    Naji said, "it is likely the Kurdish Alliance finishes the matter of the candidate for this post before the next parliamentary session devoted to select the president next Wednesday."
