    Iraqi Kurds won’t declare state ‘without telling Turkey’

    Kurds will not surprise Turkey with the establishment of a possible independent state, according to Kurdistan Regional Government (KRG) Natural Resources Minister Ashti Hawrami.

    “Our relationship is strategic, not opportunistic. Therefore, with any steps we take, whether confederation or some form of independence or something else … I don’t think our leadership will do anything without Ankara being fully aware. There shall not be any surprises for anybody. There will be very continuous, fraternal consultation,” Hawrami said.

    “We are mindful of doing things properly. We have to consider if any decision we take might affect somebody else, so there will be at every step full consultation. I don’t think there will be any surprises either way,” he said.

    Hawrami’s statement came as Iraqi Kurds have seized on recent chaos in Iraq to expand their autonomous northern territory to include Kirkuk. KRG President Masoud Barzani visited Kirkuk last week and said there was no going back on autonomous Kurdish rule in the oil city.

    “Looking at the map, you have to think ‘where is our future?’ Is our future with the Islamic State of Iraq and the Levant (ISIL) or with Baghdad, who doesn’t even send our budget. Today Iraq needs Kurdistan more than ever,” Hawrami said.

    Hawrami visited Ankara on June 26, accompanying KRG Prime Minister Nechirvan Barzani.     The minister also said Turkey did not have any share over oil payments. “Turkey has a transit fee and payment for services. This is the normal international procedure … I am using your territory, your pipeline and terminals, so I have to pay something for that. But do they get a cut from KRG’s oil? No, absolutely not. If they would like to buy, they can do so like everybody else at the same price. We would love to sell it to them as well,” he said.

    Asked whether the Obama administration was reluctant to approve the sale of Kurdish oil, Hawrami said the United States seemed to be confusing centralized control and the unity of the country. “The way I will put it is that they wrongly equate the unity of Iraq with centralization. Therefore, big issues like oil are to be controlled by Baghdad, and they see that if it is decentralized it won’t work. What they have forgotten is that we have a Constitution which actually says this state is a federal state. So they seem to be mixing up central control and the unity of the country. Nobody wants to be ruled by one section of Iraq. Our Constitution says we have to have a fair say. Since we are not getting that, we have a right to act according to our Constitution. The U.S. is actually not anti-KRG. But they are just not helpful by saying it has to be through or with Baghdad,” he said.

    U.S. Secretary of State John Kerry visited Arbil last week and urged Kurdish leaders to stand with Baghdad in the face of an insurgent onslaught that threatens to dismember the country.

    New system needed

    Hawrami said Iraq needed a new governing system. “I think whatever happens, it is clear that Iraq has to be governed differently than the last three-four years. It needs to settle into some kind of confederation or federal system. Whatever we had before was not functioning, and we cannot go back to that system again. I don’t see that happening,” Hawrami said.

    Asked about the status of Kirkuk, Hawrami said there should be a referendum soon. “My president repeated few times that the issue of Article 140 in practice has been solved. But legally, very quickly people should be asked whether they want to be part of this region. However, when you ask the gunmen, most of them say that they are not ISIS, and that they would fight ISIS if it tried to impose its authority on them.

    Yet at the same time, everyone asserted that there are foreign fighters of Arab and Western nationalities, indicating the strong presence of ISIS. What can be inferred from these reports is that there is a general and very clever coordination between the various types of armed groups and that they have agreed to hide under the ISIS heading for various reasons, including the use of psychological warfare to terrorize the Shiite street.

These areas do not have much in the way of law enforcement. Salaries are not being paid and traffic police are absent, as are other aspects of public order.

    Some of the displaced have returned to their towns because they are no longer afraid and because they faced difficulties settling in the Kurdistan Region of Iraq. The people in the cities were surprised to see that their fellow citizens had been recruited by armed groups and appeared among the ranks of the fighters.

    The public reaction to what happened is complex. On one hand, people feel better because the fighters removed the concrete barriers put up by the military. Their lives are easier without being insulted and blackmailed as before. On the other hand, the people don’t trust this stability. They know that this temporary alternative is not an ideal solution and involves several problems that will soon emerge, and the fighters have begun collecting taxes — paid as protection money — in some areas.

    It is interesting that the fighters are trying to present a very different picture from the image of ISIS in Syria, either because they have learned from their previous experiences or because the issue is much more complicated than just ISIS. Sources confirmed to Al-Monitor that religious minorities are not being harassed. Despite that, most minorities left those areas because they fear and mistrust the fighters. Also, there has been no attempt to impose Sharia, and the gunmen only distributed a statement asking the citizens to comply with Islamic law.

    In place of Iraqi courts, the fighters established Sharia courts that are presided over by mostly non-Iraqi clerics. The gunmen also try to punish anyone who is hostile to the citizens.

    This, however, doesn’t mean that the insurgents are peaceful. Along with the picture described above is a scene of widespread death and destruction. The militants are targeting specific addresses and killing their targets without mercy. Their targets are Shiites — the Iraqi army — and the Sunnis who sympathize with the government, such as members of the Sahwa forces and others.

    Regular government employees and police officers must go to the militants’ headquarters and repent, and they are given a paper attesting their innocence. The names of those individuals are registered for later reference in case they return to dealing with the government, in which case they would be killed.

    The execution methods vary from a shot to the head, the gunmen’s most humane method, to beheading from the front or the back. Some gunmen, for religious reasons, tried to damage Mosul’s archaeological sites, including the tomb of the famous Muslim historian Ibn Athir and some statues of famous Muslim personalities.

    Kirkuk has been among the so-called “disputed territories” that Erbil and Baghdad have quibbled over for more than a decade. The fate of Kirkuk and the other disputed lands was supposed to be decided in a 2007 referendum that never took place.

    But Kurdish Peshmerga forces moved into Kirkuk and other disputed areas of the same province -- as well as in Nineveh and Diyala -- after the Iraqi army largely collapsed when jihadi-led insurgents began an advance across Iraq nearly three weeks ago.

    Meanwhile, the ISIS declared an Islamic state Sunday that stretches from the provinces of Aleppo in Syria to Diyala in Iraq, with their commander Abubakr al-Baghdadi named the caliph.

    In the predominantly-Turkmen village of Bashir south of Kirkuk on Sunday ISIS fighters repulsed two attacks by the Shiite Badr militia, killing and wounding more than 50 militiamen and capturing 20.

    Iraq’s Kurds have always seen Kirkuk as the capital of a future homeland.

    But Kurdish independence has had few supporters in the West, with Washington among the opponents.

    A rare support came Sunday from Israel’s Prime Minister Binyamin Netanyahu, who called for the establishment of an independent Kurdistan as part of a broader alliance with moderate forces across the region.

    Tomorrow's Press / Maysan opened Trade Bank of Iraq on Sunday, a new branch in the province of Maysan, under a plan prepared for the opening of six new branches during the current year in the provinces that need banking services.

    The director of the Commercial Bank in Maysan Muhammad Ali for "tomorrow's Press", "The opening of a branch of the Commercial Bank in the province will contribute to facilitate financial transactions and revitalize the banking sector there."

    Trade Bank of Iraq (TBI) (Arabic: المصرف العراقي للتجارة‎) is a publicly owned bank headquartered in Baghdad, Iraq.

    The Trade Bank of Iraq was established in 2003 by the U.S. Administrator to Iraq Paul Bremer, originally to finance trade deals and replace the oil for food program.

    TBI is owned by the Iraqi government itself but operates as a commercial bank with a virtual monopoly on letters of credit for government purchases, giving it immense political leverage over the Iraqi government.

    Its chairman was a nephew of well-known Iraqi politician Ahmed Chalabi. Hussein Al Uzri (Arabic: حسين عصام الازري) was appointed by Bremer and kept the position under successive Iraqi administrations. Al Uzri is the founder and first Chairman of Board of directors and President of the Trade Bank of Iraq, until his unwarranted summary dismissal on 2 June 2011. He is the Grandson of Abdul Amir Al Uzri, an Iraqi politician in 1950 when Iraq was a kingdom, who served as a minister several times and as an ambassador to Iran.     In June 2011, Reuters reported that Al Uzri was named in an arrest warrant by Iraqi authorities. As yet no details of the allegations for the dismissal, or supporting evidence, have been presented.

    Many inside and outside Iraq believe that this action is politically motivated. A British adviser to the bank's board, Sir Claude Hankes, condemned the move by Prime Minister Nuri al-Maliki's government as "political skulduggery". He said the bank had resisted efforts by members of the government to try to make it undertake "improper banking transactions".

    During Hussein Al-Uzri’s stewardship, the bank grew from nothing to be the largest bank in Iraq. It now has international banking relationships with a total of 134 banks in 39 countries who have together provided TBI with substantial lines of credit. These banks include JP Morgan, Deutsche Bank and Standard Chartered. TBI has been audited by leading western firms from foundation, Ernst & Young for the first five years and then PricewaterhouseCoopers, who gave an unqualified report for 2010.

    J. P. Morgan Chase has been selected to operate a bank the United States is creating in Iraq to manage billions of dollars to finance imports and exports.

    J. P. Morgan will lead a group that includes 13 banks representing 13 countries to run the bank for three years, said Peter McPherson, the top United States economic adviser in Iraq.

    Operating the bank, the Trade Bank of Iraq, will give banks access to the financial system of Iraq, which has huge oil reserves; foreign bank companies have not operated in the country since a policy of nationalization in the 1950's and 1960's.     JPMorgan Deepens Iraq Business After Citi, Standard Chartered

    • JPMorgan Chase & Co. (JPM) is the latest international bank after Citigroup Inc. (C) andStandard Chartered Plc (STAN) to expand business in Iraq as OPEC’s second-largest producer boosts crude oil output and rebuilds its economy.

      JPMorgan signed a one-year agreement yesterday to help the Trade Bank of Iraq finance imports of goods and services, John Gibbons, managing director and EMEA regional executive for the New York-based bank, said in an interview in Baghdad.

      “Our focus is to open more letters of credit through the Trade Bank of Iraq on behalf of the government and its ministries,” he said.

      Iraq, with the world’s fifth-largest proven oil reserves, is modernizing its infrastructure and energy industry after decades of sanctions, war and neglect. It produced 3.2 million barrels a day of crude in June, according to data compiled by Bloomberg, and targets output of 3.5 million barrels by the end of the year. The government is boosting spending by 18 percent in 2013 to $118 billion, and the International Monetary Fund forecasts an annual economic growth rate of 9 percent, the fastest after Libya among 18 countries in the region.

      Iraqi officials are in talks with international banks about the opening of offices and branches in the country, Abdul-Basit Turki, acting governor of Iraq’s central bank, said today in an interview in Baghdad.

      “It is a rich market and the investment opportunities are huge,” Turki said.


      Banking Growth

      Foreign banks were barred from the country until after the 2003 U.S.-led invasion ousted the government of Saddam Hussein. Today, 15 international banks operate in Iraq, competing with seven state banks, 23 private lenders and nine banks operating under Islamic rules, according to the central bank’s website.

      Citigroup plans to open representative offices and branches in Baghdad and the cities of Basra and Erbil to benefit from an estimated $1 trillion of infrastructure spending, Mayank Malik, the U.S. bank’s chief executive officer for Jordan, Iraq, Syria and the Palestinian territories, said in a June 27 interview. The lender is among international banks seeking to finance a pipeline to export Iraqi oil and natural gas through Jordan, Nateq Balasem Khalaf, deputy director general of Iraq’s State Company for Oil Projects, said July 4.

      Standard Chartered has said it will open branches this year in Baghdad and Erbil, followed by a third office next year in Basra, a southern oil hub.


      Import Payments

      BI chairman and president Hamdiyah Al Jaff said in an interview in Baghdad yesterday. JPMorgan helped set up TBI, the country’s largest bank for trade finance, to facilitate imports needed for Iraq’s postwar reconstruction.

      Banks in the country are set for growth in earnings and assets as a surge in lending in Iraq outpaces much of the Middle East, according to Singapore-based Sansar Capital Management LLC, which runs a fund with $30 million invested in Iraqi equities.
      Iraq’s rising oil exports and a drop in the prime lending rate to 6 percent from 17 percent in 2008 are feeding the expansion. The five largest privately owned banks boosted their combined net income by 207 percent from 2010 to 2012 and more than doubled earnings per share.

      Iraq’s stock exchange drew investors in February when mobile operator Asiacell Communications PJSC listed after a $1.3 billion share sale, in the Middle East’s biggest initial public offering since 2008. The country’s two other mobile operators, Zain Iraq and Korek Telecom, plan to sell shares in IPOs to comply with their license requirements.

      Iraq is the biggest oil producer, after Saudi Arabia, in the Organization of Petroleum Exporting Countries.

    ``Iraq will become important to these banks,'' McPherson told reporters in Washington in a conference call from Baghdad. ``These banks were making a view on the future of Iraq.''

    Operating the Trade Bank of Iraq will give banks access to the financial system of Iraq, the world's second-largest holder of oil reserves, where foreign bank companies haven't operated since a policy of nationalization in the 1950s and 1960s.     An Iraqi, most likely from a government ministry, will be selected to run the bank. ``We expect an Iraqi to be the chief executive officer and most of the employees will be Iraqi,'' McPherson said. J.P. Morgan will train bank employees.


    58 Banks Bid


    The bank will start off with $5 million in cash and a $95 million line of credit from a fund controlling Iraqi oil revenue operated under the auspices of the United Nations, McPherson said. Final details of the contract are being negotiated with a signing anticipated in September.

    A total of 58 banks expressed interest for a contract that will yield ``a very few million dollars'' in fees to the winning consortium, McPherson said. The J.P. Morgan group was chosen because it was judged to be able to run a ``high quality, cost efficient'' operation, he said.

    ``We are pleased that the Coalition Provisional Authority has selected the J.P. Morgan consortium to help establish and operate the trade bank in Iraq,'' said Joseph Evangelisti, a J.P. Morgan spokesman. ``This is a critically important assignment.''
    An analysis of Federal Election Commission data compiled by the Center for Responsive Politics shows that J.P. Morgan Chase gave $105,705 to President George W. Bush's campaign in 2000, making him the fourth-biggest recipient of Chase political contributions since 1990.


    Bush Contributions


    The contributions came either in the form of direct donations from individuals who work at Chase or through the bank's political action committee, the study shows. The Center for Responsive Politics is a nonpartisan group that studies the effects of campaign contributions on public policy decisions.

    In May, U.S. Treasury Secretary John Snow said he called on J.P. Morgan Chairman William Harrison and other former business associates for support on the Bush administration's proposed $726 billion tax cut. Citigroup Inc. Chairman Sanford Weill, whose bank led a group that did not win the Iraq trade bank contract, also was contacted by Snow.

    In 2001, Harrison and Weill were among Wall Street executives meeting with President in the aftermath of the Sept. 11 terrorist attacks.

    Along with J.P. Morgan, other members of the winning bank group are Australia and New Zealand Banking Group, Standard Chartered PLC, National Bank of Kuwait SAK, Bank Millennium SA, Bank of Tokyo-Mitsubishi Ltd., San Paolo IMI SpA, Royal Bank of Canada, Credit Lyonnais, Caja de Ahorros y Pensiones de Barcelona, Standard Bank Group Ltd., Akbank TAS and Banco Comercial Portugues SA.


    Other Bidders


    Wachovia Corp., Bank One Corp., Bank of America Corp. and ABN Amro Bank NV also bidded for the contract.
    At least one member of the group has recent experience with Iraqi banking. Credit Lyonnais, France's sixth-largest bank, maintained relations with Saddam Hussein's bankers after the Gulf war, partly in hopes of profiting if it became legal to do business in Iraq again, bank executives have said.

    Iraq's biggest bank, state-owned Rafidain Bank, owns 3.23 percent of Union de Banques Arabes et Francaises, which is 44 percent owned by Credit Lyonnais and run by the Credit Lyonnais executives.

    The U.S., which invaded Iraq with U.K. help in March, is trying to rehabilitate the country's economy and financial system which has been devastated by three wars in as many decades and almost 13 years of United Nations economic sanctions that ended in May.
    Ayatollah Mohamad Baqir Al Hakim, one of the top Iraqi Shiite clerics, was killed today along with ``dozens'' of others in a bombing at a venerated mosque in the holy city of Najaf, an aide to Governing Council member Ahmed Chalabi said.

    BAGHDAD / NINA / A parliamentary source within the political negotiators to choose the Presidency of the Council of Representatives, said that there is a near agreement on choosing presidency of the Council and vote on it at the coming meeting on Tuesday.

    The source told the National Iraqi News Agency / NINA / "it was agreed on choosing the Presidency of the Council of Representatives of the third term , and the candidate for the Speaker is Salim al-Jobouri ,Head of the Human Rights Commission in the former House of Representatives".

    He added, "It has been agreed on choosing, MP of the National Alliance, Hummam Hamoudi, first deputy speaker, and the Kurdistan Alliance MP, Mohsen al-Sadoun, the Second deputy."

    The source explained that the candidates of the Presidency of the Council of Representatives will be shown for a vote in the first session of the Council to be held on Tuesday.

    A source within the Wataniyah bloc stated to AIN "The Wataniya *** bloc nominated the head of Diyala Hawiyatida bloc, Saleem al-Jobouri, for the Speaker's post."

    For his part, MP, Mohammed al-Karbouli, of Motahidoin Alliance headed by the former Speaker, Osama al-Nijaifi, stated "Motahidoin Alliance and the other blocs nominated Nijaifi and Jobouri for the parliament Speaker's post where both of them are not supported by the majority of the Sunni political blocs."
