    Mosul / NINA / Voters' number in Nineveh province rose dramatically and unexpectedly, according to a source in the IHEC's Office of Nineveh.

    The source told the reporter of the National Iraqi News Agency / NINA / that the number of voters at polling stations in Nineveh province recorded a high and unexpected proportion despite the unstable security conditions in the province and insurgent threats to voters.

    The source added that the centers in the Nineveh are still registering thousands of voters since the early hours of the opening of polling stations and under the supervision and protection of the tight security.

    Ramadi / NINA / A source in the IHEC in Anbar province confirmed the low voter turnout at the polling stations and the ratio of up to 20 % .

    The Secretariat General of the Cabinet reported in a statement received by All Iraq News Agency ''The Cabinet decided to announce the holiday as of next Sunday dated on 27/4/2014 till the Sunday that comes after it dated on 4/3/2014 preparing to conduct the parliamentary elections in Iraq.''

It will be interesting to observe whether the currency auctions will continue during the government holiday over the next seven ( 7 ) days. ***

    Iraq’s Kurds Keep One Eye on Iraqi Elections, Another on Local Polls

    Party leaders see the provincial councils as a step to win popular support for future national polls.

    ERBIL, Kurdistan Region - For the second time in seven months Iraqi Kurds head to the polls on Wednesday, this time to elect new representatives for the Iraqi parliament and provincial councils for their own autonomous Kurdistan Region.

    Five major Kurdish parties are vying for voters, with rivalries divided into geographical areas where each party feels it has strongest support.

    The largest Kurdistan Democratic Party (KDP) enjoys a strong popular base in the Kurdish capital of Erbil, where it sits in the Kurdistan Regional Government (KRG), and in Duhok. The Partriotic Union of Kurdistan (PUK), meanwhile, is most confident in Sulaimani province and the Garmiyan region.

    The reformist Change Movement (Gorran), born after breaking away from the PUK in 2009 and newly powerful after beating the PUK in Kurdish legislative elections in September, has supporters across Kurdistan. But its strength also lies in Sulaimani, where it once held the governorship.

    The Islamic Union (Yekgirtu) and the Islamic League (Komal) have also entered the election campaign full scale. Yekgirtu has historically fared well in Sulaimani, and to some degree in Duhok. Komal’s voters are seen scattered in Erbil and some of the smaller towns in Sulaimani province.

    The Kurdish parties face a double challenge and are fighting on two fronts: Each wants to get as many candidates into provincial councils, while trying to not lose sight of the seats in the Iraqi parliament.

    The last election battle for local councils in Kurdistan was fought some 10 years ago.

    In Erbil, Governor Nawzad Hadi from the KDP is fighting to hold on to his post. His campaign has focused on pointing to the development seen in the capital under his watch. He boasts new highways, a modern airport, shopping malls, public parks and community services.

    In Sulaimani, where residents complain they lag behind the capital in public services and new infrastructure, candidates from Gorran and PUK are fighting neck-and-neck for the governorship.

    Haval Abubakir, who is running for Gorran, has never held public office. But his regular media appearances, which he used to criticize the PUK and the government in general, have gained him popularity across the region.

    But over the past several weeks he has also been fighting a campaign to clear his name against accusations that he was once a member of the ousted Baath party, and that he had praised former dictator Saddam Hussein in an official publication. The PUK has dug up documents from two decades ago to use against Abubakir. He rejects the accusations, maintaining he had only contributed apolitical poems to the magazine, and never endorsed the Baath party.

    Abubakir’s colorful background aside, the PUK candidate for the post of governor is almost equally popular. Aso Faraydun has been a member of the PUK for years, and boasts a past as a Peshmarga fighter.

    An online Rudaw poll last week showed Faraydun with 56 percent of the vote, against Abubakir’s 41 percent, a 15 percent lead.

    The competition between Gorran and the PUK intensified in recent weeks after an agreement was signed between the KDP and Gorran on forming a new government, granting Gorran the ministries of Peshmarga and finance, and the position of parliament speaker.

    That agreement was perceived by the PUK as a plot to undercut it: Until the parliamentary polls last September for the Kurdish parliament, PUK was Kurdistan’s second-largest party, and KDP’s ally in the KRG.

    The reason for the heated election battle is a new set of laws that will grant provincial councils more powers and freedom to handle their budgets. Party leaders see the provincial councils as a step to win popular support for future national polls.

    Meanwhile, Kurdish leaders are mindful of the Iraqi parliamentary polls, where they currently have 57 seats, won in the 2010 elections.

    The Kurds’ best hope to retain these seats lies within the Kurdistan Region and the surrounding provinces of Kirkuk, Diyala and Nineveh, where there are large Kurdish populations.

    Though Kurdish parties are running separately in the Iraqi polls, they will likely form their own united bloc to face their Arab rivals in the Iraqi capital.

    The Kurds are not in a position to challenge other Iraqi parties in the center and south of the country, where the fight is between the Shiite and Sunni groups, led respectively by current Prime Minister Nuri al-Maliki and Ayad Allawi.

    Nonetheless, the Kurds are allowed by the constitution to send their MPs to the Iraqi parliament, where they once again focus on passing or stopping legislature that might be detrimental to the Kurdistan Region in the north.

    Kurdish MPs in Baghdad have often been criticized by the public for obvious lack of power against an Arab majority, mainly blamed on partisanships and internal divisions. However, they have stood united against Baghdad’s decision to cut Erbil’s budget, procrastination over passing an important oil and gas law and foot-dragging over Article 140, which is supposed to decide on large swathes of disputed territories claimed by both the Arabs and Kurds.


    Wednesday’s elections take place at a importune moment for Kurdistan, where political parties are finalizing their deals for a new government. The regional parliament only held its first session on Tuesday. The polls will most certainly slow down the process of forming the long-overdue government in Erbil, still undeclared more than seven months after elections.

    Washington, DC - “Kurdistan Is a Model for Iraq.” That is the title of an op-ed Masoud Barzani,

    president of Iraq’s Kurdistan Region, wrote in the Wall Street Journal six years ago.

    “Our difficult path to a secular, federal democracy is very much inspired by the U.S.,” he wrote.

    In deed, Kurdistan has archived something that remains a dream for most

    Iraqis: security. In a region plunged by turmoil, terrorism and sectarian

    warfare, the oil-rich Kurdish enclave has stayed largely stable and peaceful.

    But some disagree with the notion that Kurdistan is a democratic model for Iraq. They accuse the region’s leadership of being corrupt and failing to protect the rights of journalists and women, for instance.

    So how democratic is Kurdistan?

    To discuss this subject, Rudaw's Namo Abdulla talks to:

    - Denise Natali, one of the foremost experts

    on Kurdish affairs here in Washington, DC. She has followed the Kurdish

    issue for more than two decades. Dr. Natali, who currently teaches at the

    Alongside elections for the Iraqi parliament, the autonomous Kurds are also voting for local councils.

    ERBIL, Kurdistan Region – Nearly 3 million Kurds in the autonomous Kurdistan Region head to the polls today to elect members of provincial councils and deputies for the Iraqi parliament.

    “We are going to the polls today in a democratic process,” said Nechirvan Barzani, the Kurdish prime minister, after casting his ballot in the capital, Erbil.

    “These elections are very crucial for Iraq and for the Kurdistan Region,” said Barzani. “I hope this process goes through calmly.”

    Compared to the rest of Iraq, where the fear of violence and terrorist attacks looms large, the Kurdistan Region enjoys better security. However, security has been tight for weeks
    .
    Alongside elections for the Iraqi parliament, the autonomous Kurds are also voting for local councils for the first time in about a decade.

    The Kurdish prime minister encouraged people to go to the polls and “practice their democratic right.”

    “This is a great victory for democracy in Iraq and the Kurdistan Region,” he said.

    Meanwhile, the head of the Change Movement (Gorran), Nawshirwan Mustafa, urged people to “participate in the elections with enthusiasm,” as he cast his vote in Sulaimani.

    Mustafa’s party fared well in the September polls for the Kurdish parliament and how is eying the post of Sulaimani governor and seats in the Iraqi parliament.

    In Baghdad, Iraqi Prime Minister Nuri al-Maliki cast his ballot at a polling station at al-Rashid Hotel.

    He, too, encouraged Iraqis to go to the ballot boxes. and vote for competent candidates. “The structure of the next government relies on people’s participation in today’s elections,” he said.

    Maliki is hoping for a third term in office, though local and some international observers find it unlikely in the face of growing dissent against the Shiite premier.

    Maliki’s Kurdish and Sunni rivals accuse him of promoting a sectarian agenda and “authoritarianism.”

    However, speaking to the media shortly after voting, Maliki tried to brush aside such accusations. “Our condition for any coalition is the integrity (of Iraq) and non-sectarianism,” he declared.

    Iraq’s Sunni regions are particularly determined to see the prime minister out of office. Some tribes in Anbar province have even taken up arms against Iraqi troops in the past several months.

    Even on election day, Maliki was mindful of the tense situation in the Anbar cities of Fallujah and Ramadi, where Iraqi troops have been fighting insurgent groups for more than a year. He vowed to bring an end to the fighting there, saying, “We do not hesitate to use force against al-Qaeda and the extremists.”

    Today’s elections are as crucial for Maliki as they are for the Kurds and the Sunnis.

    The prime minister and his Dawa party will need more than 50 percent of the votes in order to form a government.

    In the 2010, elections he secured his post thanks to the Kurds, who lent him their support -- a move they soon regretted and which was described by many as a political blunder.

    Kurdish leaders say that Maliki reneged from an agreement he signed in Erbil in 2010, pledging to pass an important oil and gas law stuck in the Iraqi parliament, and work to implement Article 140 of the constitution, which aims to decide the fate of vast swathes of disputed territories.

    In the lead-up to today’s vote, premier Barzani said that these elections will change the political map of Iraq. This was echoed by Muhammad Faraj, head of the Islamic Union (Yekgirtu), who said after voting: “I ask everyone to come and vote. Even those who have decided not to vote, I tell them to change their minds. This is where change is going to happen.”

    A major difference between this and previous elections is special electoral cards provided by the Electoral Commission for eligible voters, aimed at preventing fraud and speeding up the voting process.

    But Rudaw correspondents have reported that card-reading machines have malfunctioned at a number of polling stations across the region.

    ERBIL, Kurdistan Region – The Kurdistan Region’s parliament elected its speaker, deputy and secretary on Tuesday, paving the way for a new Kurdish government, which has been delayed for months since elections last September.

    Yousef Muhammad of the Change Movement (Gorran) was confirmed as speaker by 84 votes, Jaffar Eminki of the Kurdistan Democratic Party (KDP) was elected deputy speaker by 78 votes and Fakhradin Qadr from the Islamic League of Kurdistan (Komal) was confirmed as the secretary by 73 votes.

    The voting process triggered a walkout by MPs of the Patriotic Union of Kurdistan (PUK), who questioned the timing of the vote, just a day before Wednesday’s Iraqi legislative elections and council polls in Kurdistan.

    "The timing of the session is unsuitable, and it was not by consensus, charged MP Salar Mahmoud from PUK's Green faction. "We think the process does not serve unity, and we declare we don't vote for this unhealthy process," he added.

    At a news conference after the voting, the new speaker said the KDP candidate for premiership, Nechirvan Barzani, would be tasked to form the next cabinet.

    “After forming the parliamentary committees, KDP's candidate Nechirvan Barzani will be tasked to form the government on Sunday," Muhammad formally announced.

    The speaker vowed to broadcast all sessions of the parliament live in the interests of transparency. “We want people to be aware of the sessions immediately," Muhammad said.

    PUK was supposed to get the post of parliament secretary, but that was filled by a Komal candidate, after the PUK refused to offer a candidate for the position.

    The new deputy speaker reaffirmed that the PUK would get its own share if it decided to take part in the government. "The post of the secretary of parliament will be talked about by KDP's negotiation delegation (with PUK)," said Eminki.

    The PUK has officially remained undecided about participating in the next government, as it insists on getting the interior ministry, a request rejected by the KDP so far.

    In an interview with Rudaw this week, Premier Barzani said that nothing was final, and that there was no “red line” on any posts for the PUK.

    Yusuf said Mohammed, head of the Kurdistan Parliament on Tuesday that Iraq's new priority legislation of laws that serve the citizens and preserve their rights, stressing that they will strengthen the supervisory role of the Parliament and make parliament sessions directly for all to see.

    Mohammed was speaking at a press conference after the session he was elected president of the parliament on the mass change, accompanied by his deputy, Jaafar Ibrahim for the Kurdistan Democratic Party and Secretary of the Parliament Fakhruddin able block the Islamic group.

    Mohammed said at the conference which was attended by "Twilight News" that "a new era of Democratic Action check in Kurdistan and we hope cooperation with parliamentary blocs that have a real participation in the Presidency in this current session to achieve the bulk of its promises to the people of Kurdistan."

    Kurdish newspaper said Tuesday that the United States will not hand over Iraq's aircraft "F-16" fighter scheduled to arrive after five months in Iraq by Iraqi military sources.

    The newspaper quoted "Media" Weekly sources, she informed decision-making positions in the military in Iraq, saying the United States is now working on Iraq's non-delivery of these aircraft in the current period and deferred to 2015.

    He added in a statement during casting his vote today that: " Today, the electoral process has held after some gambled not to or managed ," noting that " the elections was held previously in the presence of foreign troops , but today, for the second time we are having great success without the presence of any foreign troops ."

    He continued: "Some said they would target people to prevent them from participating in the elections , but the people has challenged by exercising their right to hold elections because it guarantees life and hope , and the elections will be a deterrent and slap to those who bet on not hold it."

    Maliki expressed his happiness for the percentage of the vote of the security services , which was amounted to 91% , calling on people to go to the polls to choose the best because "choosing the best list and the best person is an essential to build the state 's future ."

    He said: "We all will be in parliament to agree on the state-building and I call on everyone to leave the past behind and start to build a state on a national basis ."

    He demanded a fair observation on the electoral process , "since some people are betting on a forgery , which definitely will not be , and there will be no problems and the elections will prove its integrity and we will not accept any challenge the integrity of the elections."

    He explained that " forming the government depends on the participation in the elections , and state-building on the basis of the change without a clone of the previous governments and to be a majority government made up of all the political forces representing all Iraqi components ."

    On the crisis of Fallujah , al-Maliki said that "the crisis will be resolved soon with double directions, politically by Anbar sons with the security forces and the second direction is military , and we will not give up in the face of ISIS or allied with it."
