Shiite alliance is falling apart .. internal conflicts spirits fired the rhythm of the electoral propaganda

IMN / Nasser wrote Beauty: Deputy for the Liberal bloc that half the members of the Chamber of Deputies of the State of Law coalition did not attend the meeting of the Council of Representatives, which foiled read the General Budget Law, as Deputy for the rule of law that members of the National Alliance, "all of whom will attend the" Today.

The MP said the Liberal bloc in parliament, Awad al-Awadi, it should be members of the National Alliance, "all of them" attendance at a meeting on Tuesday, in order to complete the quorum and allow the opportunity to read the second reading of the draft budget.

He said al-Awadi said that "members of the state law did not attend the" only half of them in yesterday's session, adding that "we need to we were 10 deputies," to achieve a quorum. He described the situation as "Almtlki" by state law, until they find a "pretext and an excuse for failure to provide services," and commenting on the failure to approve the budget. Al-Awadi said, "We demanded the presidency of parliament announcement Almngabh names." He expressed surprise at "some of the blocks that talk in the media about things that do not apply in a practical way."

The comments drew deputies to the presence of clear signs of disintegration of the National Alliance and the worsening conflicts between its components especially with the launch of the campaign.

Bloc MP for the citizen, Hassoun Fatlawi, stressed that to achieve a quorum session of parliament today, "the special second reading of the draft federal budget, is linked to the presence of all the deputies of the National Alliance."

Fatlawi added that "the presence of these representatives will complete the quorum for the session, because the number of deputies of the National Alliance 159 deputies." He stressed that "the members of the National Alliance, are absent from most politicians to attend meetings of the House of Representatives."

A parliamentary source likely earlier in the absence of a quorum for the special meeting of the Council of Representatives

He said, "There is a political bloc, including the rule of law to be working on the Council of Representatives only, to discuss the budget for fiscal 2014, such as reading and a second approval." He pointed out that "most MPs are busy now and election propaganda campaign, which kicks off on Tuesday, and thus the sessions that will be held quorum is not achieved, especially those that contain clauses controversial within its agenda." 1

The suffering of the National Alliance, which is the largest parliamentary bloc, of conflicts between state law and the blocks close to it, on the one hand, and the mass of citizens and allied with them, against the backdrop of a number of issues, including the allocation of quotas in the provincial elections, and harassment by the Prime Minister on the movement of a number of members Coalition.

In the meantime, the president of the parliamentary Finance Committee, Haider Abadi, the failure of the Tripartite Commission, set up by the presidency of the parliament to resolve differences over the budget between Baghdad and Erbil, in arriving at any conclusions.

Abadi said that the main sticking point centered on oil exports from Kurdistan.

The Kurdistan Alliance refused to commit Arbil to export 400 thousand barrels for the SOMO government presented a proposal to export 100 thousand barrels across the company until they reached an agreement with the federal government.

Head of the list of national partnership combines the Sadrist movement, Bahaa al-Araji, saw that the failure of the House of Representatives in the completion of the legislative procedures of the budget "evidence that the building blocks for this board to consider its interests and partisan preference to the national interest."

The load blocks parliament responsibility as "they are the tools that have weakened this council, which is seen as all Iraqis to achieve their interests through legislation that must be implemented by the government."

Chairman of the parliamentary bloc citizen, Baqir al-Zubaidi, said that "for the first time in Iraq up to the general budget of the House of Representatives in the month of January," referring to the delay in the Cabinet transmit them.

Zubaidi said that "the budget bill came from the Council of Ministers on the subject is incomplete five dollars in addition to other topics." He said the "current year budget amendments came out in the second month, and continued to the end." Al-Zubaidi and ruled that "there is a conspiracy by the government on the subject of delay to send the budget to the House of Representatives." 2

The current year budget may read the first reading amid continued boycott united bloc and the Kurdistan Alliance for meetings of the Council. It was scheduled to be read a second reading of the budget Sunday, but a lack of quorum led to the postponement of the hearing to Tuesday.

The official spokesman of the white bloc, MP Aziz Shareef al-Mayahi, spoke about the political blocs, unnamed, accusing it of punishing the Iraqi people through the delay in approving the federal budget for fiscal year 2014.

Mayahi said in a statement that "the budget does not represent a gain for the party or a block or a component, which is the foundation upon which the Iraqi state and its institutions not to mention the laws that citizens waited too much, activated associated passage of the budget directly."

He added Mayahi that "the insistence of some political blocs to boycott parliament sessions devoted to the budget it is only an apparent reference to the desire of those parties to punish the Iraqi people to serve the goals of narrow partisan, and the implementation of the directives outside parties striving to thwart the democratic experiment in Iraq."

He considered that "the style of procrastination and distorting facts become clear to the citizens and the Iraqi street, especially that of previous experiments produced a work to serve the people who move within a loop suspicious parties to serve the well-known hostility to Iraq and its people."

He stressed Mayahi "the need cohesion of the people and to punish those who work hard to climb on their shoulders and their blood, and have a firm position either to go out in demonstrations rejecting the style of fraud and theft profiteers citizen or punished in the next parliamentary elections through the shot down and debunk those masks that Kano hiding behind" .

RED LILY ~ Looks like everyone is too focused on WINNING the elections than passing the budget for the citizens and the source is assuming there will be LACK of quorum tomorrow as well since the election tour starts tomorrow (Tuesday) IMO.

1 most MPs are busy now and election propaganda campaign, which kicks off on Tuesday, and thus the sessions that will be held quorum is not achieved, especially those that contain clauses controversial within its agenda.

I remarked a bit on this yesterday and it seems we are seeing more articles confirming my suspicions be they right or wrong. Knowing Maliki, it would not surprise me if they are using the budget during this election year to further ostracize the Kurds publicly in hopes of rallying the citizens against the Kurds. Conspiracy theory? Or strategic planning by Maliki? You decide.

2 "there is a conspiracy by the government on the subject of delay to send the budget to the House of Representatives."

Chattels ~ I remarked yesterday that it would be interesting to observe which item of business was read first in the Parliament today. It does now appear that there are rules of order and procedure " games " going on in the Parliament. Likely led by Nujaifi as Speaker / President of the Parliament. It is likely that the Budget Second Reading was never " officially " on the agenda of parliament for today. ***

    *** To wit :

Verbal alteration in the parliament because of the Budget

NINA / A verbal altercation erupted between Kurdish MPs and the MP of the state of law, Yassin Majid due the request of state of law to include the budget in the agenda of today's meeting.

The meeting of the Council had started before noon today and the agenda did not include the budget law. The session has adjourned for a half-hour to discuss about including the budget according to the request of the state of law.

Kurdish MP: we are still boycotting the parliament's sessions

NINA / The MP, of the Kurdistan Alliance, Mahma Khalil confirmed that his coalition is still continuing boycott meetings of the Council of Representatives , which includes the budget law, until an agreement between the central government and the province .

Khalil told the National Iraqi News Agency / NINA / : "The province has agreed to export oil at a rate of 100 000 barrels per day through SOMO company, and this approval as a gesture of goodwill , therefore we are awaiting a positive response officially by the federal government in order to share in the sessions that include the budget law . "

He explained , "The Tripartite Commission formed by the Parliament failed to reach any solution , thus problems between the Governments of the center and the province remain without any progress , we are in Baghdad waiting for the final agreement so as to participate in the discussion of the budget law ."

The House of Representatives has finished in the sixteenth of last month, the first reading of the draft law on the federal budget for 2014 in the absence of the MPs of the Kurdistan and Muttahidoon .

Chattels ~ The notion that the Kurds are remaining in Baghdad because there is a already a " completed" agreement on the budget and oil / gas issues seems fanciful and imaginary to me. More likely electoral " propaganda "to demonstrate the Kurds earnestness to be present to the needs of the people in passing the budget. ***

*** Does the following suggest an atmosphere of agreement ? :

Parliament session witnesses heated debates among Kurdish female MPs, SLC MP

(AIN) –The parliament session witnessed heated debates between Kurdish female MPs and MP, Yasin Majid, of the State of Law Coalition.
