    Clans play decisive role in Iraqi elections




    In the Yusifiyah region, south of the Iraqi capital, Baghdad, Sheikh Jassem al-Klabi plays host, on a nearly daily basis, to candidates for parliamentary elections scheduled for April 30. This hosting comes as part of social gatherings where clan loyalty intermixes with political affiliation.

    Any time you visit the sheikh, you will find him busy with preparations for meetings and banquets. He is constantly talking about losses and gains resulting from his endorsing this candidate or the other. Yet, most of the time, Klabi, and others like him, wind up endorsing the clan’s candidate before anyone else.

    Everywhere in Iraq, clan “politicization” is well underway, in light of the prevalence of electoral illiteracy, which transforms the clan into an avenue for the dissemination of propaganda.

    Saad El Fares, the son of elders from the Bu Sultan clan of the Babel province, south of Baghdad, told Al-Monitor, “Iraqi politicians resort to the clan because its influence has played a decisive role in many a member of parliament reaching parliamentary office. It is the norm to choose a candidate from among your kin.”

    The clan’s role does not stop at influencing electoral preferences in the countryside alone. Clan influence has spread to the cities — among them Baghdad — as a result of clan standards becoming part of the prevalent culture in light of the great decline of the civil state’s presence. This is a reactionary social reversion that returned Iraq to a bygone era when clans played a pivotal role in determining the shape of events.

    Candidates even brag today about representing their clans, whereby the title that follows their name has become one of the symbols denoting social and political status.

    Since its inception, the Iraqi state has resorted to the clans to bolster the country’s stability. This was done through winning over clan leaders, appointing them to governmental posts or bestowing upon them power and authority. Moreover, the post-2003 Iraqi state has utilized clan influence to deter outlaw gangs.

    Speaking to Al-Monitor, sociologist Qassem Mohamed painted a negative image of the role clan leaders have played since 2003. “They have been adept at the practice of political and social hypocrisy by endorsing candidates with whom they are related, or candidates who provide them with spoils and privileges,” he said.

    However, the head of the Iraqi National Congress, Ahmed Chalabi, told Al-Monitor that political candidates resorting to their clans was “logical behavior” and that “it was only natural for candidates to rely on the popular bases available to them in the areas where they reside, and through the clan to which they belong.” He added, “Otherwise, promises made by all other factions will depend on the choices made by the citizens alone, who are capable of distinguishing (the real promises) among them.”

    On the other hand, Sheikh Abdul Hussein Naji of Najaf told Al-Monitor, “The clan imposes itself politically, particularly during elections. For it carries the decisive vote.”

    It is evident that clans in Iraq are an influential social force. But the problem lies in how to positively direct this force in a manner conducive to the ascent of competent and experienced politicians, instead of paving the way for candidates to succeed based solely on clan considerations and interests.

    On a similar note, academic and leftist author Jabbar al-Kawaz explained to Al-Monitor that the complex bond between clans and politics were due to “politicians resorting to clans because political parties have been emptied of their social and cultural content as a result of the prevailing insecurity. This has transformed the clans into providers of safety for the masses.”

    For his part, Iraqi author Hamid al-Kafai told Al-Monitor, “The electorates in advanced societies voted on the basis of announced electoral programs. But, in underdeveloped countries, it was the clan that provided candidates with their political platforms.”

    At the same time, Kafai said, “Resorting to clans in general was indicative of the state’s weakness and a testament to a lax understanding of citizenship.”
