Kurdish leader: Iranian-American conflict over the presidency in Iraq

    11-11-2013 | (Voice of Iraq)

Erbil: Shirzad Shikhani Baghdad: Al-Sharq Al-Awsat
In the silence of the Patriotic Union of Kurdistan (PUK) led by Iraqi President patient Jalal Talabani about the appointment of his successor as president of Iraq, because of conflicts within the leadership about the likely candidate to assume office at the next session, despite the preponderance Dr. Barham Salih, the frequency of the Patriotic Union of dictating this post Throughout the past few months, as well as his failure to agree on a particular candidate for the next session, some of the impetus parties Iraqi Shiite and Sunni to take the initiative to acquire an important position in isolation from the Kurds. According to the Kurdish leader, the «there gentleman's agreement between the current Prime Minister Nuri al-Maliki (Shiite) and Iraqi Parliament Speaker Osama Najafi (Sunni) to recover the position in favor of Sunni Arabs, handing the presidency of the Council of Representatives of the Kurds on the grounds that this is the appropriate location for them».
Although the Iraqi constitution did not recognize the principle of quotas or sectarian distribution of the positions of the sovereign in Iraq after Saddam Hussein, it was there knew prevailed during the last eight years, which assume the Kurds the presidency against the prime minister for the majority Shiite and the Presidency of the Council of Representatives of the Sunni Arabs.
While the U.S. administration has tried four years ago, bringing a Sunni Arab figure in the site Talabani, who was elected by Parliament as the most powerful political figure at some point after the fall of the former regime, the understandings last minute enabled Talabani of the second term did not supplemented because of a stroke.
In the absence of long-Talabani and the receipt of reassuring reports about his health refers to his inability to heavy exercise of his functions as President of the Republic, even if part of the recovered, the behind-the-scenes talk going on this sensitive position. And refers Kurdish leader, who requested anonymity, told Al-Sharq al-Awsat that «most of the leaders and Iraqi politicians are aware of the existence of an agreement between Prime Minister Nuri al-Maliki and Parliament Speaker Osama Najafi in this regard. He added: «There is a tendency among most Iraqi leaders to re-position the Sunni Arabs, and the convergence that took place recently between Maliki and Najafi contributed to a gentleman's agreement between the two men spend the nomination Najafi for the presidency against the third term of the owners at the head of the Council of Ministers, and the U.S. administration supports this approach, because it Basically I tried four years ago to check it, but collided with the desire of many Iraqi leaders in that period in the nomination of Talabani, in addition to winning then collision between Shiite and Sunni blocs that the U.S. foiled this scheme. Today, there is a chance for the success of this initiative backed by the U.S. administration.
The Kurdish leader that «Against this stands Iran deduced from the nomination of a personal Sunni for the presidency of Iraq, and put the name of the President of the Kurdistan region, Massoud Barzani, to assume the position and insists upon, and the Iranian position stems mainly from sectarian conflict in Iraq, they do not want President Sonia increases the strength of the year , dedicated leader of a united them, as it seeks to keep the role of the Sunni what it is today, and do not want to highlight the leader of the new Sunni in Iraq, and Iran's insistence on Massoud Barzani is due to it is an attempt to thwart the planned American re-year to interface ruling the country ». He continued: «for the position of Iraqi leaders, Maliki, led and supported the direction the U.S., because it is in line with the ambitions in the third term, then he would prefer to deal with the head of a Sunni Arab close to it, rather than having to deal with a discount tried underestimated or dismissed by pulling trust him in parliament. Accordingly, I expect that the coming months would witness a struggle rages between the two teams; U.S. and Iran, in the absence of any leadership role (National Union), who was the job of the basic share during the previous years.
The Kurdistan Democratic Party (KDP) led by Barzani have already responded to speculation in this regard, stressing that «to talk about this subject has not been inside the party leadership, and Barzani is still president of the region».
And asking the leader of the Iraqi List, to which he belongs Najafi denied the existence of 'understanding' on the president. He said the appearance of al-Janabi, a member of parliament for the bloc «united» led by parliament speaker told «Middle East» that «this talk untrue, and there is no such agreements, although this is up to the next parliament which will decide the options for that». He added that «premature to talk about these things from our side at least.
Role, ruled out the leader of the coalition of state law and close to the leader, al-Maliki that «there are clear understandings and agreements in this regard form under the table. The leader, who asked not to refer to named told «Middle East» that «the President of the Republic is a must be resolved, and may be a matter of discussion between the presidents of parliament and ministers; because this is linked to the future of the country are either there are understandings specific, I think that the issue may be exaggerated, or may disclose Kurdish fears no more.

Iraqi Kurdistan in Turkey find an unexpected ally in their quest for independence

    11-11-2013 | (Voice of Iraq)

    Erbil: Ben van Huvelin
While the rest of Iraq sliding into a downward spiral of escalating violence, seeks the Kurdistan region, which enjoys autonomy, to ask for help from an unexpected ally, Turkey, to achieve the dream of the long-awaited independence.
And acting Kurdistan region already, in many ways, as an independent state, providing the Kurdish authorities all public services, and it has its own army and controls its own borders, including the southern border of the heavily fortified with the provinces with the Arab majority, but that most of the government buildings in Arbil, the capital of region, raise all the Kurdish flag, not the Iraqi flag and the new generation of young people did not learn the Arabic language at all and speak only Kurdish language.
But the Kurds up to the present time are still closely linked to Baghdad because they rely on the Iraqi treasury in most of their regional budgets. But that could change quickly. Leaders have abandoned the Turks and Kurds for the hostility between the two sides continued for many years, and apply now a partnership agreement in the field of energy and occurred earlier this year, and it is expected that this agreement will provide for the Kurdistan region independent flood of oil revenues.
Step key first plan was a pipeline going directly to Turkey, away from Baghdad's control, and work will begin by the end of the year, according to the Minister of regional resources for the Kurdistan region, drastically, who said: «It is our duty as Iraqis create lines for the export of oil and gas to secure our future» .
But Iraqi Prime Minister Nuri al-Maliki and the U.S. administration expressed concern about the emerging alliance between Turkey and the Kurds, stressing that it would further undermine stability in Iraq even more. The two sides across the Iraqi and American concern about the possibility of worsening ethnic tensions with the Arab majority in Iraq, especially among those who live across the disputed border between the Kurdistan region and the rest of Iraq, as a result of growing national trend among Kurds. Leaders of the Kurdistan region of Iraq tried to allay the fears of Iraqi officials and the Americans and gave assurances that they do not intend to secede formally from Iraq even if they put the foundation for the expansion of autonomy, a Kurdish official said a senior «Independence is ambitious in the heart of every Kurd, but must be strategically».
Ironically, to turn Turkey into a key factor in achieving the Kurdish dreams, and after that Turkish leaders had opposed in the past, political autonomy for the Kurds of Iraq, fearing it could encourage the Kurdish minority in Turkey to seek separation.
Turkey has sent troops in 2008 to the southern border and launched ground attacks on Kurdish militants in Iraqi territory, prompting the president of Iraqi Kurdistan, Massoud Barzani, to the threat of a violent response. However, Turkey's policy towards the Kurds the right by a radical change, as improved relations at a time saw Turkey the growing economic opportunities in Iraqi Kurdistan, including a lot of exploration oil fields untapped, while Turkey needs to cheap energy and in large quantities to continue to grow Economic hurry. The Turkish Prime Minister Recep Tayyip Erdogan was signed in March last year with the Prime Minister of the Kurdistan region of Iraq, Barzani, a comprehensive convention for energy and spend exploring oil in many parts of the region and to facilitate the export of oil and natural gas through pipelines, but most of the details of the agreement remained secret But senior officials in the Turkish government, asked not to be named because of the political sensitivity, talked about outlined and confirmed the signing of the Convention.
And away from the oil sector, contribute to Turkish companies in the conversion of Erbil, one of the oldest continuously inhabited cities in the world, to the capital of an ambitious trade is dotted with skyscrapers on the horizon. The Turkish company has, over the past five years, the construction of an international airport, and two luxury hotels, and Pools closed for expats and a administratively شاهقا park dubbed «Empire World».
But the agreement oil raised the alarm in Washington, and when he visited Erdogan United States in May, stressed President Obama to oppose the administration of this Agreement, according to government officials, one American and the other Turkish, talked about the meeting, but they are not authorized them to speak to the media. The White House urged Turkey to rework the agreement to address the concerns felt by the central government in Baghdad, which claims control over exports and the development of oil fields.
But this proposal was not resonate with those who are still memories are filled with memories of the repressive policies of the previous governments of Baghdad. Kurds believe that one of the main benefits of the alliance with Turkey is in force expanded federal interpretation of the Iraqi constitution, which claims the Kurdistan region which almost complete independence. He said Falah Mustafa, head of the Department of Foreign Relations of the Kurdistan Regional Government: «We have learned the lesson of history, it has strengthened our natural resources of our strength and our position and political Oznna».
The regional government has signed more than 50 contracts with dozens of oil companies, including Exxon Mobil and Chevron. But the closed borders of the Kurds are able to convince their partners in the private sector to spend billions of dollars worth of oil production if there is a reliable way to transfer all of this crude oil to international markets, and this means pipelines. The Kurds have signed a number of interim agreements with Baghdad to export oil through the Iraqi federal infrastructure. But Baghdad, which refuses to condone the independent oil ambitions, accepted the crude oil to the Kurdistan region in the time that it blocked most of the expected returns. Turkey has provided guarantees to receive Iraqi Kurdistan direct sales revenues of oil and gas, bypassing Baghdad. The company began «Botas Turkish state-owned construction of a gas pipeline towards the Turkish border, according to a senior official in the Turkish energy sector, who requested anonymity because of the political sensitivity. Under the terms of the agreement, which was signed in March, the Kurdistan region will export about 10 million cubic meters, at least of natural gas annually - enough to meet the five requirements of the Turkish gas consumption at the moment.

Iran nuclear deal key to political solution in Syria

US Secretary of State John Kerry provided an upbeat assessment of the marathon talks held in Geneva between the P5+1 countries and Iran on a nuclear agreement, saying the negotiators made “significant progress” and that “we are closer now, as we leave Geneva, than we were when we came.” A follow-up meeting is scheduled at the political directors level for Nov. 20. The negotiations deadlocked over French concerns about Iran’s Arak heavy water facility, as Laura Rozen reported for Al-Monitor from Geneva.

Summary⎙ PrintDespite significant progress in the Geneva nuclear talks over the weekend, time may be short, given the opposition of Israel and some in Congress, with implications for Syria.

    Posted November 10, 2013

It's not surprising that given the complexity of the issues involved, and three decades of mistrust, that a deal was not reached in just the first round of nuclear negotiations since Hassan Rouhani became president of Iran on Aug. 4.

While the talks are moving with impressive speed, time is not on anyone’s side. The Obama administration understands the sensitivity of the current phase of talks. Kerry appealed to Congress and "others in the world" to "understand that you need to give diplomacy the chance to exhaust all the remedies available to it if you are ultimately going to exercise your ultimate option, which is the potential use of force ... We know the clock is ticking. That is part of what makes this urgent.”

The Obama administration has asked Congress to hold off on new sanctions on Iran. The Senate will soon take up the National Defense Authorization bill, which is considered “must-pass” legislation. Senators opposed to a deal with Iran are expected to offer amendments to limit President Obama’s authority to waive sanctions or add more sanctions on Iran.

Sen. Carl Levin, D-Mich., chairman of the Armed Services Committee, who will manage the bill’s passage, opposes further sanctions on Iran at this time. He told Al-Monitor’s Barbara Slavin on Nov. 1 that “We should not at this time do something on top of what we have done.”

Sen. Tim Johnson, D-S.D., chairman of the Senate Banking Housing and Urban Affairs Committee, which has authority over the Senate version of Nuclear Iran Prevention Act, which passed the House of Representatives by a vote of 400-24 in July, told The Hill Thursday that he would hold off on a decision to mark-up of the bill until he is briefed on the outcome of the Geneva talks.

The nuclear agreement has other key detractors. As Ben Caspit reported from Jerusalem, Israeli Prime Minister Benjamin Netanyahu slammed the agreement as the “deal of the century for Iran” and engaged in a testy exchange with Kerry as Kerry was en route to Geneva.

Negotiations with Iran are not just essential to implementing safeguards to assure that the Islamic Republic does not produce a nuclear weapon. Iran is also critical to progress in regional security, beginning with Syria. Iran has offered time and again to help end the war. Iranian Foreign Minister Javad Zarif told Al-Monitor on Sept. 30 that “If we resolve the nuclear issue, it would pave the way for the resolution of other issues.”

The Syrian tragedy gets worse by the day. US Assistant Secretary of State for Population, Refugees and Migration Ann Richard told Barbara Slavin that “half the population is suffering” and that she has “never seen anything of the scale and scope” of the humanitarian crisis in Syria."

The real life consequences of a military solution to "level the playing field," as Prince Turki Al-Faisal told Al-Monitor last month, are to prolong the war and magnify the suffering. No other responsible party, including the US, Russia, the EU, the UN, or any international relief agency, argues that a military solution has a chance in Syria, except to make a terrible situation that much worse.

Fehim Tastekin reported from the meeting of Syrian National Coalition of Syrian Revolutionary and Opposition Forces about whether to attend the Geneva II peace conference on Syria. Tastekin wrote that SNC sources told him “Saudi Arabia is impeding the Geneva II talks in retaliation for US rapprochement with Iran. For the Saudis, the SNC has become an arena to settle scores with the United States." He added, "The wing that is against Geneva [II] is under Saudi influence. There are 15 of them. But the general sentiment is not to challenge the international community. Making a decision now is risky. We say we must first persuade the military wing. We think the military wing did not fully grasp the framework drawn up in London. We favor deferring making a decision.’”

The frustration with the a divided Syrian opposition is not limited to UN Joint Special Representative for Syria Lakhdar Brahimi, who said on Nov. 5 that “the opposition is … has a very difficult time, they are divided, it is not a secret to anybody, and they are facing all sorts of problems, but they are working very, very hard to get ready.

The New York Times' Anne Barnard wrote that a “growing number of Syrians on both sides of their country’s conflict, along with regional analysts and would-be mediators, are demanding new strategies to end the civil war, based on what they see as an inescapable new reality: President Bashar al-Assad is staying in office.”

Barnard reported that “quiet attempts are being made to set up unofficial talks, some with State Department backing. In one last month that did not involve the Americans, Abdullah al-Dardari, who was ousted from the Syrian government in 2011 and is now a United Nations official, held a meeting in Beirut of about 170 Syrians from opposing sides in the conflict.”

Saudi Arabia may be finding itself increasingly isolated in its hard-line backing for a military solution in Syria. Turkey, for example, is signaling a newfound pragmatism in its regional approach because of its failed policies in Syria. Semih Idiz wrote of the "return of Turkey’s ‘zero problems policy,’ including new efforts to build bridges to Baghdad and Tehran, and an overdue crackdown on its border with Syria, which has been a weigh station for terrorist forces fighting the regime in Damascus."

Amberin Zaman, in an interview with Saleh Muslim, the co-chairman of Syria’s most powerful Kurdish party, the Democratic Union Party (PYD), reported, “Turkey’s alleged proxy war against the PYD might be over. Fresh fighting erupted between the YPG and ISIS [Islamic State of Iraq and Syria] around the border town Ras al-Ain in late October. Yet, according to Muslim, "There have been no jihadist fighters coming from Turkey as before. Turkey has ended its support for the jihadists. That is how things look now and we very much hope this state of affairs will continue."

It is worth noting that the Obama administration’s policies of avoiding military involvement in Syria and engaging Iran have strong popular support, at least according to the last two polls taken in late September. A CNN/ORC poll revealed that 76% of Americans favored diplomacy with Iran to prevent Iran from developing nuclear weapons. A CBS News/New York Times poll reported that 68% of Americans do not believe the US has a responsibility get involved in the war in Syria.
