    YES THIS IS GOOD!!! VERY GOOD!! This is coming from the KUWAIT GAZETTE!! This is for the record!!! BUT... the UN Security Council is meeting on this very thing at the end of June and ONLY THEY can REMOVE Iraq from chapter 7. Lets see what happens. As we all know there is a lot of corruption and infighting going on. So Im not sure they will or will not go for Iraq's removal at this time. (But Im still excited to see KUWAIT saying this)



    Iraq fulfills Chapter VII commitments to Kuwait - Sheikh Sabah Al-Khaled

    BAGHDAD, June 12 (KUNA) -- Kuwait and Iraq will inform the United Nations that Baghdad has fulfilled its commitments towards Kuwait as per UN resolutions relevant to Saddam Hussein's occupation of Kuwait in 1990, the two countries' foreign ministers of announced Wednesday.


    In a joint press conference with Iraqi FM Hoshyar Zebari, Kuwaiti Deputy Prime Minister and Foreign Minister Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah said that Kuwait has reached agreements with Iraq on their sticky issues to pave the way for ending Iraq's Chapter VII status


    "An agreement on the maintenance of border markers has been inked during foreign minister Zebari's recent visit to Kuwait," Sheikh Sabah Al-Khaled said, adding that "representatives of the two countries will meet UN Secretary General Ban Ki-moon to hand him a copy of the agreement to be deposited at the UN." The Kuwaiti top diplomat also noted that Kuwait has agreed on moving a number of the files from the Chapter VII to Chapter VI of the UN Charter.



    THE UN WILL BE IN CHARGE OF MOVING IRAQ FROM CH 7 TO CHAPTER 6.. This decision lies in their hands. Lets be cautiously hopeful. ~ RED LILY ~



    "We have agreed on moving the Kuwait POWs, missing persons and confiscated government archives from Chapter VII to Chapter VI and apprised the UN Secretary General on that agreement also." Sheikh Sabah Al-Khaled affirmed that Iraq has fulfilled its commitments under the UN Chapter VII.


    "The UN Secretary General will present his report (on Iraq's implementation of its commitments toward Kuwait) mid this month to be reviewed by the UN Security Council before the end of the month, by this, Iraq would have fulfilled its commitments as per Chapter VII," stated the Kuwaiti minister.


    Sheikh Sabah Al-Khaled expressed Kuwait's support of Iraq's moving to Chapter VI.


    "We will be very pleased with Iraq's removal from Chapter VII to restore its status as a pillar of stability and progress in the region." He pointed out that the senior Kuwaiti delegation's visit to Baghdad on Wednesday signals the start of a new chapter in bilateral relations.


    "This visit opens new doors for bolstering bilateral relations and cooperation in popular and cultural domains." For his part, Iraqi foreign minister Zebari hailed both countries' agreement to fold the old chapter of their relations and to open up a new one based on mutual respect and cooperation.


    "We have reached impressive results today," Zebari said at the press conference, adding that Iraq and Kuwait's permanent UN delegates will meet with the Secretary General to brief him on the outcome of the talks.


    He expressed gratitude for the Kuwaiti government's support of Iraq to end its Chapter VII status.


    "We seek to build on these achievements and are looking forwards towards normal relations and a real partnership between the two countries," he said.


    Zebari, however, underlined that the only commitment which has not yet been completed is that of the war compensations.


    "Iraq still owes Kuwait USD 11 billion, and, if Iraq decides to pay the remaining amount in one batch, it will immediately find a complete exit out of Chapter VII."


    Meanwhile, Zebari also noted that talks had touched upon means to boost economic, investment, sports, parliamentary and cultural cooperation, after an earlier signature of six agreements and memorandums of understanding during official talks between HH the Kuwaiti Prime Minister Sheikh Jaber Mubarak al-Sabah and his Iraqi counterpart Nouri al-Maliki.


    Kuwait's Deputy Prime Minister and Foreign Minister Sheikh Sabah al-Khaled al-Sabah and Iraq's Foreign Minister Hoshyar Zebari signed a memorandum of understanding between Saud al-Nasser al-Sabah Kuwaiti Diplomatic Institute and the Iraqi Foreign Service Institute. The two officials also signed a cultural protocol.


    Moreover an agreement on environment was signed by the Kuwaiti Foreign Minister and the Iraqi Minister of Environment Sarkoun Slewa. An agreement on education and scientific research is to be signed by the Kuwaiti Foreign Minister and the Iraqi Minister of Education Ali al-Adeeb.


    An agreement on aviation services was signed by the Kuwaiti Minister of Communications Salem al-Uthaina and the Iraqi Minister of Transportation Hadi al-Amri.


    Furthermore an agreement on economic cooperation was signed by the Kuwaiti Deputy Prime Minister and Finance Minister Mustafa al-Shemali and the Iraqi Minister of Finance and Planning Ali al-Shukri. (end) ahh.rj.ibi KUNA 121931 Jun 13NNNN

    Baghdad currently pays five percent of its oil and gas revenue into a special UN fund that pays the compensation.


    "If we continue at this pace, I think that in 2015, after paying all the war compensation, Iraq will be completely removed from Chapter 7," Zebari said at a news conference in Baghdad.


    He was referring to a section of the UN charter which allows for sanctions ranging from economic measures to an arms embargo.


    Iraq and Kuwait have in recent months been taking steps to resolve longstanding disagreements, including asking the UN to start repairing border markers and working to reach a settlement on a dispute between the two countries' state-run airlines. — AFP

    Otaibi: UN Security Council to approve law of relieving Iraq from 7th Chapter June 27

    Baghdad (AIN) -The UN Secretary-General Ban Ki-moon expressed satisfaction at "growing momentum" for full normalization of the Kuwaiti-Iraqi ties that was recently crowned by the visit of the Kuwaiti Premier Sheikh Jaber Mubarak Al-Jaber Al-Sabah to Baghdad and the signing of some pacts.

    A statement by the Kuwaiti News Agency (KUNA) quoted Ban as saying "What's been done in the past weeks is an accomplishment," after his meeting with both Permanent Delegate of Kuwait at the UN, Ambassador Mansour Ayyad Al-Otaibi, and his Iraqi counterpart Mohammad Ali Al-Hakim, yesterday, where they handed over a signed memorandum of understanding concerning the establishment of a joint committee for tackling the border issues.

    Prior to the meeting with the two envoys, Ban had telephoned the Amir of Kuwait, Sheikh Sabah Al-Jaber Al-Sabah, and the Iraqi Prime Minister, Nouri Al-Maliki, to express his satisfaction at the improvement of the bilateral ties.

    Al-Otaibi quoted Ban as saying that "this was the first time he held a joint meeting with the Kuwaiti and Iraqi sides." Ban continued, "Things are going onto the right direction. Disputes over the implementation of the Chapter VII obligations have drained the efforts of the UN Security Council; nonetheless, things are greatly improving," giving credit to the wise leadership of both countries.


    The UN will ensure that all pending issues between the two countries will come to a closure, Ban affirmed.

    Al-Otaibi thanked the UN chief for all exerted efforts through his recurrent visits to both countries to ensure leaving a "positive footprint in bilateral ties." He noted that the Kuwaiti delegation in New York is in contact with members of the UN Security Council over a draft law that will be approved June 27.

    The draft law will end the tenure of the High-Level Coordinator for Iraq/Kuwait missing persons and property, Gennady Tarasov.

    The issue of the missing persons and property will be assigned to UN Assistance Mission for Iraq (UNAMI) and it will be included in Chapter V not VIII on the UN Charter.


    On his part, the Iraqi envoy Al-Hakim said the Kuwaiti premier's visit "marks history" and Iraq will be faithful to all international commitments towards the state of Kuwait even if the Iraqi government changes.

    "We are looking forward to a tremendous cooperation with Kuwait that included exchange of visits and investments," he noted.

    The Secretary General of the United Nations, had telephoned with the Emir of Kuwait, also on the same subject before that receives representatives of Iraq and Kuwait in the international organization to request the kimono remove Iraq from Chapter VII of the UN Security Council.

    Baghdad / NINA /–Foreign Minister Hoshyar Zebari confered with Robert Steven Beckeroft the U.S. ambassador and Simon Collis the British Ambassador to Iraq together at the headquarters of Foreign Ministry today the ongoing deliberations in the Security Council to issue a new resolution by the S. C about Iraq’s fulfilling of its international obligations to Kuwait as a prelude to move Iraq from the provisions of Chapter VII of the UN chart.


    According to a statement by the Ministry of Foreign Affairs, “Zebari pointed out during talks with the two ambassadors that Iraqi government especially the Foreign ministry will expand its consultations with five permanent members and all members of the Security Council during the coming period to help and support Iraq in its endeavor.

    The Permanent Representative of Kuwait to the United Nations, Mansour Ayyad Al-Otaibi said a draft resolution to lift Iraq from Chapter VII Security Council meeting at the end of the current month will pass without hindrance. “


    The Agency quoted the Kuwaiti official Kuna news about Al-Otaibi said “The Kuwaiti delegation in New York with UN Security Council members on a draft resolution presented today is expected to be adopted in the 27 of this month without hindrance.

    “The project will terminate the mandate of the high-level Coordinator in Kuwait [Gennady Tarasov] who was in charge until the end of December 2012 for Kuwaits missing property but keep matters under the umbrella of the United Nations by Aleph to the United Nations Assistance Mission for Iraq [us] with the Kuwaiti demands under Chapter VI and VII of the Charter”.


    And Al-Otaibi said “those issues relate to matters purely humanitarian and not threaten international peace and security at all so there is no justification for placing them under Chapter VII which deals exclusively with the maintenance of international peace and security and to take measures and economic sanctions and authorize military action and this is unlikely to happen with Iraq.”


    He noted that “the relations between the two countries now have evolved and we count on the cooperation of Iraq in the humanitarian file acceleration because without the cooperation of Iraq there will be no progress.”


    The Kuwaiti official said that “the message sent by the Deputy Prime Minister and Foreign Minister Sabah Khaled Al-Hamad Al-Sabah at the end of last may, the United Nations Secretary-General and the President of the Security Council that included Kuwaiti demands to maintain the specificity and sensitivity of the autonomy of the two files,” stressing that “the draft resolution will reflect this.


    “The Kuwaiti demands include the appointment of a special administrator in UNAMI to continue these files should not mandate the mandate of UNAMI and related reports should be on separate files periodic reports llionami.


    Al-Otaibi said that “the United Nations Secretary General Ban Ki-moon had two connections with the leadership of Kuwait and Iraq Tuesday night expressed his happiness and congratulations on the best developments in relations between the two countries.”


    He noted that “the meeting today with the Secretary-General of the United Nations with Iraqi Ambassador Mohammed Ali Hakim is the first time the Secretary General met with a delegation of Iraqi-Kuwaiti joint and Ki was very happy to meet”.


    Representative of Kuwait described the United Nations what happened in the past weeks in the relations between the two countries “with the latest visit of Prime Minister Jaber Mubarak Al-Hamad Al-Sabah to Iraq on Wednesday signed four agreements and two memoranda of understanding.


    Al-Otaibi said the “differences that were on the level of implementation of Security Council resolutions and commitment that have not exhausted the United Nations much time and effort but things” going in the right direction and relations between the two countries has improved significantly and this is due precisely to the wisdom of the leadership in the two countries. “


    “The Secretary General stressed the keenness of the United Nations to do everything possible to end the remaining files and praised Kuwait for their responsiveness and flexibility in resolving bilateral issues also praised Iraq’s cooperation in the implementation of the remaining commitments, in particular the border.”


    Al-Otaibi said he thanked the Secretary General for his contribution to and role in tackling a number of matters and that his frequent visits to Kuwait and Iraq in recent months have had a positive impact on achieving progress. “


    A Kuwaiti delegation headed by Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah has visited Iraq on Wednesday at the head of a high-level delegation and signed several agreements and memorandums of understanding during the talks announced Iraqi and Kuwaiti officials that the turmoil of a battle or fight requested United Nations meet their Ki and informed agreement of the two countries and that Iraq has implemented all the obligations imposed on it under Chapter VII as the resolutions of the Security Council and to request the Secretary-General of the United Nations communicated to the Security Council for lifting the terms of Chapter VII of Iraq.
