    Parliamentarians: America's emergency renewal reveals Washington's fears of the collapse of the political system in Iraq

    AS LONG as Iraq is under chapter 7 and renews the SOFA, WE can go in anytime without approval of the UN.. WE KNEW they would have some problems getting along and trusting each other.. SO it is no wonder this is moving so slowly.. WE HAVE TO HELP these people to learn to WORK together for unity and peace within their own deggum country... SINCE we ONLY pulled out at the end of 2011, this is ALL NEW to these people. TRUST is going to take time. HOWEVER, with MALIKI in charge, it will take even longer IMO.. MALIKI knows nothing about DEMOCRACY.. He wants to be KING of the Arabs IMO.. I do not see what the US saw in this guy.. the only thing I CAN THINK OF, is they put MALIKI in that role because they KNEW he would be the next in line to try to TAKE OVER. PERHAPS the US put him in there to KEEP A CLOSER EYE on him.. BUT GEE WIZ.. HOW MUCH MORE PROOF DO THEY NEED? ARE THEY PAYING ATTENTION? ~ RED LILY ~

    We are not referring here to differences and settlements that have reached between the legislative and executive branches in the judicious democratic experiments. The latter are the ideal way to make sure that performance is controlled, and vitality and transparency are added to political life.

    The developments regarding the aggravated and tense relationship between the various branches of power in Iraq are completely different. They did not only lead to the stagnated and ineffective performance of all branches, but they have also resulted in serious social and security repercussions, and in the use of the available issues in the conflict for political purposes.

    There are also reasons that led to this reality. The legislative and executive branches were selected based on a [certain] vision of representation or sectarian quotas. Based on that, the premiership went to a Shiite, the post of speaker of the house of representatives to a Sunni, whereas the Kurds assumed the role of the president, who is supposed to make sure that powers are separated and they coordinate with each other in accordance with the constitution.

    In its turn, this distribution has affected the performance of the branches themselves. These positions have begun to reflect the tendency of the sect and group controlling them, instead of representing the view of each branch.

    Iraqi President Jalal Talabani’s absence — as a result of illness — is probably one of the reasons behind the exacerbation of the recent crisis. Talabani has constantly served as the safety valve in the relationship between the various branches. This is despite that he has not practiced his full constitutional powers in this regard, and has relied on his personal character and ties with the various parties to reach previous significant settlements.

    At present, Iraq stands at a crossroads. Maliki not only accuses the parliament of obstructing his government’s performance, but also confirms the presence of [MPs] involved in terrorism, and believes that the recent security breakdown was caused by the legislature.

    In turn, Nujaifi not only accuses Maliki of controlling the country’s security and political decisions, along with hindering the parliament’s role, but he also believes that he is responsible for all of the recent security and political meltdowns.

    The judicial branch is not excluded from this conflict. It is sometimes accused of surrendering itself to the will of the executive branch, and sometimes of giving in to the will of political parties and threats from within parliament.

    Months have passed without the Iraqi parliament holding an active session in which they were able to discuss the real crises. These sessions — which were held from time to time, with this or that bloc boycotting — were merely a formality, and did not provide any genuine proposals.

    The government has been subjected to major setbacks, and Maliki admitted that social peace is truly threatened.

    As a result, cooperation has not taken place between the branches of government in Iraq. It is unlikely that any political solution will be reached without this cooperation. The alternative [solution] that has been implemented for years is that the legislative institution — which represents the backbone of the modern Iraqi state — has practically handed over its decisions to the leaders of major [parliamentary] blocs, who prefer making or cutting communications with each other outside, not inside, parliament. Moreover, the blocs’ leaders have chosen not to communicate with each other and postponed current differences until the next elections were held.

    The intrinsic problem is that elections — which are scheduled for early 2014 in Iraq — are not likely to lead to genuine and decisive changes regarding the weight of political blocs or major shifts in the views of their social groups. Therefore, postponing a solution to the crisis and failing to achieve balance and cooperation among the branches, to have a clear road map for the future, will probably represent the name of the game in the future, as it does today.

    Turkey Puzzled by US Stance
    On Exxon-KRG Oil Deal

    Turkish officials are dismayed hearing about US concerns that Turkey’s decision to sign an agreement with ExxonMobil in northern Iraq is perceived as a threat to Iraq’s unity. Noting that it is ExxonMobil, a US company, that is going to do the exploration work in the Iraqi Kurdistan Regional Government's (KRG) area, the Turkish side is curious why the Obama administration would want Turkey — a country that is more than 80% dependent for its energy needs on outside sources — to turn its back on newly rising opportunities in its neighborhood that will help it to diversify its energy portfolio, while giant US oil and gas companies are exempt from such criticism.

We have a large population and we don’t have our own homegrown energy resources to match our needs to keep up with the growth,” a Turkish official told Al-Monitor. “ So what it is exactly that the United States wants us to do — that we don’t work with Russia, Iran and Iraq! So, who should we buy our energy from?”

    The Wall Street Journal, however, reported on May 14, “US officials fear setting a precedent to let regional governments strike independent resource deals could destabilize [Iraqi Prime Minister Nouri al-] Maliki’s government during a time when sectarian violence in Iraq is mounting.” The Wall Street Journal also went on to write: "'Our position on energy trade from Iraq has been consistent and remains unchanged: The United States doesn’t support oil exports from any part of Iraq without the appropriate approval of the federal Iraqi government,' said Caitlin Hayden, a spokeswoman for the National Security Council."

    Turkish officials, however, argue that if the Obama administration is worried about rising sectarian conflict in Iraq, they should point fingers at themselves and take responsibility as the former occupier of the country — but not blame Turkey for anything that goes wrong in Iraq. “The problem is in Baghdad, not in Ankara,” one Turkish official told Al-Monitor.

    The signing of the agreements does not mean that these resources will be available for consumption on the market tomorrow. It is going to take time, and much can change in Baghdad’s relations with the Iraqi Kurds before then. “We are just watching out for our best interest.”

    Awadi describes political scene in Iraq as “Vague, complicated”

    Baghdad (AIN) -MP, Ihsan al-Awadi, of the State of Law Coalition described the Iraqi political scene as “Vague and complicated.”

    Speaking to AIN, he said “The vision is not determined yet through the recent disputes and it is not definite also towards which direction, the political scene is heading.”

    “There are disputes, boycott and contradictions in the political process,” he added.

    “The issues need to be restructured because the dialogue has been stopped in the last stage the thing that harmed Iraq a lot and complicated the political scene,” he concluded.

    It is worth mentioning that Iraq witnesses escalated crises and multiple disputes where Baghdad and other provinces witnessed bombings that killed and injured dozens of citizens.

    White House reveals contact details between Biden and three Iraqi leaders

    Shafaq News / The United States expressed concern about the escalation of violence in Iraq, stressing its support for the government of Prime Minister, Nuri al-Maliki in his battle against what it called as terrorism.

    “U.S. Vice President, Joseph Biden confirmed Washington's support for the government of Nuri al-Maliki in the battle against terrorism,” White House statement briefed by “Shafaq News” stated.

    The statement added that was mentioned in a telephone call between Biden and al-Maliki

    Biden expressed “the continued support from the United States to Iraq in its battle against terrorism."

    Biden also urged Maliki to communicate with all political formations in the country.

    The statement talked about Biden’s contact with the President of Kurdistan region, Massoud Barzani on Thursday praising the decision of the ministers and Kurdish MPs to stop their boycott of the central government that they started in March, and resuming work in Baghdad.

    Biden also expressed to Iraqi parliament speaker, Osama al-Nujaifi
    on the concern about the security situation in Iraq, stressing “the need for the Iraqi leaders to abandon all violence and work to marginalize the extremists”.

    The demonstrations continued yesterday in several Iraqi cities as Friday prayers were performed under the slogans to protest the policies of Prime Minister, while the unified prayer was performed in the capital, Baghdad called by al-Maliki, at the time Washington expressed its concern about the increasing violence in the country.

    Barzani and Biden discuss situation in Iraq
