Public Information Notices (PINs) form part of the IMF's efforts to promote transparency of the IMF's views and analysis of economic developments and policies. With the consent of the country (or countries) concerned, PINs are issued after Executive Board discussions of Article IV consultations with member countries, of its surveillance of developments at the regional level, of post-program monitoring, and of ex post assessments of member countries with longer-term program engagements. PINs are also issued after Executive Board discussions of general policy matters, unless otherwise decided by the Executive Board in a particular case.


On May 13, 2013, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation with Iraq.1


Background


Iraq is exceptionally rich in oil, but its economy suffers from severe structural weaknesses, such as a small non-oil sector, a dominating role of the government in all areas of the economy, and a poor business environment. Nevertheless, partly thanks to the increase in oil production since 2003, Iraq has achieved a rise in GDP per capita from $1,300 in 2004 to $6,300 in 2012 in a very difficult security and political context. During this period, Fund program engagement with Iraq was instrumental in maintaining macroeconomic stability—even though progress on structural reforms and job creation was mixed.

REMEMBER THAT A COUNTRY"S CURRENCY RATE OF EXCHANGE IS BASED ON A COUNTRY'S GDP.. WE SEE HERE THAT IRAQ'S GDP HAS INCREASED GREATLY!! THIS IS GOOD NEWS FOR US.. HOWEVER, THEY MUST BE ABLE TO "MAINTAIN" THIS. WE CAN ONLY WATCH THIS PLAY OUT. IF IRAQ'S POLITICAL STABILITY DOES NOT IMPROVE, THEN IT GOES TO FOLLOW THEIR ECONOMY WILL NOT STRIVE THE WAY IT NEEDS TO. NOTICE THE NUMBER OF YEARS ABOVE, 2004 to 2012.. MOST OF THAT TIME, THE US WAS STILL OCUPPYING IRAQ AND SHABIBI WAS STILL GOVERNOR OF THE CBI... ~ RED LILY ~


Recent macroeconomic developments have been broadly positive. Economic growth has reached 8.4 percent in 2012 and is expected to rise to 9 percent in 2013 as oil production increases to 3.3 million barrels per day (mbpd). Inflation has declined from about 6 percent at end-2011 to 3.6 percent at the end of last year, and should increase only slightly in 2013. International reserves of the Central Bank of Iraq (CBI) rose from $61 billion at end-2011 to $70 billion at end-2012, and fiscal reserves held at the Development Fund for Iraq (DFI) have increased from $16.5 billion to $18 billion.


THE MONEY IRAQ IS USING TO REBUILD THEIR COUNTRY'S INFRASTRUCTURE ~ RED LILY ~

Thanks to higher-than-expected oil revenues and the under-execution of the investment budget, fiscal surpluses reached almost 5 percent of GDP in 2011 and 4 percent in 2012. However, with a break-even oil price of about $100, fiscal performance is very vulnerable to oil revenue shocks—either from oil price declines or export shortfalls. Furthermore, fiscal discipline weakened over the past two years, with poor budget planning and execution, large off-budget spending, and low investment execution rates. The 2013 budget includes large unfunded commitments, increasing fiscal risks, including the possible depletion of fiscal reserves, if the budget were to be fully executed.


AFTER READING AS MUCH AS I CAN ABOUT THE IMF AND WORLD BANK, IT IS MY OPINION THEY WILL NOT GIVE IRAQ THE GREEN LIGHT TO RV UNLESS THEY PROVE THEY CAN PROPERLY RUN THEIR COUNTRY AND BECOME RELATIVELY STABLE POLITICALLY.. WITH PIPELINES BEING SABOTAGED OR SHUT DOWN DUE TO EXPLOSIVE DEVICES OR BECAUSE THE CENTRAL GOVERNMENT WILL NOT PAY OIL DUES, WHY SHOULD THEY? This is only my opinion. I AM NO EXPERT. The policy of a de facto peg to the U.S. dollar provides a key nominal anchor to the economy, and the nominal exchange rate in the official market has remained stable since 2010. However, since late 2011, the authorities enforced existing exchange restrictions and introduced new restrictions in response to concerns about money laundering and illegal foreign exchange outflows related to the increased demand for foreign exchange. As a result, the spread between the official rate and the parallel market rate—which had been up to that point below 2 percent—started to climb, passing 9 percent in May 2013.

Over the medium term, Iraq’s macroeconomic outlook will continue to be driven by developments in the oil sector. Staff projects that oil production will rise gradually by about 400-500 thousand barrels per day per year, reaching 5.7 mbpd by 2018. Overall, growth is projected to remain above 8 percent and inflation at 5–6 percent over the medium term.


Risks to the macroeconomic outlook remain high. They include (a) weak policy implementation, particularly in the fiscal area;

SO PLEASE UNDERSTAND THIS, THE IMF NOT ONLY LOOKS AT THE "ECONOMY"... They look at ALL THINGS THAT MAY EFFECT THE ECONOMY AS WELL~~ "WEAK POLICY IMPLEMENTATION" could be implementing ,UCH NEEDED BANKING LAWS AND TARIFF LAWS... THE POLICY OF POWER SHARING... THE POLICY OF THE DEMOCRATIC PROCESS ETC... ~ RED LILY ~

(b) further deterioration of the political and security situation;

IT IS DANGEROUS OVER THERE. NOT MANY PEOPLE OR COMPANIES WANT TO RISK THEIR LIVES TO MAKE MONEY... NOT MANY COMPANIES WANT TO INVEST IN A COUNTRY THAT IS CONSTANTLY BLOWING THINGS UP.. I realize that is a way of life for them over there BUT there is NO DOUBT things have gotten worse since we pulled out INSTEAD OF remaining relatively stable. COMMON SENSE. ~ RED LILY ~

(c) a larger-than-projected decline in global oil prices; and (d) delays in developing Iraq’s oil fields and oil export capacity, possibly due to security issues but also insufficient investment in oil infrastructure. These risks can translate into lower oil revenues, deterioration in the fiscal position, pressures to use CBI reserves for fiscal purposes, and higher inflation.


"INSUFFICIENT INVESTMENT": ASK YOURSELF THIS QUESTION.... Would you want to set up shop in a country, INVESTING YOURSELF/COMPANY, in a country, where you may get bombed? AND, if your company did get bombed, would you not want LAWS IN PLACE that, AT THE VERY LEAST, WOULD OFFER SOME SORT OF COMPENSATION TO YOU IF THAT HAPPENED??

"EXPORT CAPACITY": IM SURE THEY NEED TO PUT UP MORE OIL WELLS AND PIPELINES ETC... HOWEVER, think about the IMPORTS AND EXPORTS..... THEY HAVE YET TO AMEND THEIR TARIFF LAWS AND THIS HAS BEEN A REQUIREMENT FROM THE BEGINNING. YET THEY HAVE NOT MOVED ON THIS ISSUE. THERE HAS BEEN LOTS OF TALK, BUT NOTHING SOLID PASSED AS LAW TO MEET THE REQUIREMENTS AS PUT FORTH BY THE IMF, WTO, WB, & UN. ~ RED LILY ~


Executive Board Assessment


Executive Directors commended the authorities for maintaining macroeconomic stability in a difficult security and political environment. With risks remaining high, including from oil price volatility, they stressed the need to build fiscal buffers and further strengthen the institutional framework. They urged the authorities to step up reforms to develop the private non oil sector to help generate employment and inclusive growth.


Directors emphasized the need to implement sustainable fiscal policies and address risks from oil revenue volatility. Rationalizing current spending—including public employment, energy subsidies, the Public Distribution System, and transfers to state owned enterprises—is needed to create space for priority social spending and public investment and to accumulate buffers. Enhancing public financial management and avoiding quasi fiscal operations by the state owned banks are also crucial. Directors noted that fiscal rules could provide a framework for fiscal policy over the medium term.



FISCAL RULES... WHO IS GOING TO MAKE SURE THEY FOLLOW THE RULES? They need a constant presence acting as a mediator and educator to the government IMO. They do not UNDERSTAND THE RULES. THEY ARE STILL TOO BUSY ARGUING, FUSSIN, FIGHTING, POINTING FINGERS, THROWING SHOES ETC... ~ RED LILY ~

Directors supported the objective of the Central Bank of Iraq (CBI) to liberalize the foreign exchange market and the recent steps to simplify market regulations. Further measures are needed to liberalize fully the supply of foreign currency, with the objective of lowering the exchange rate spread, removing distortions, and complying with Article VIII of the Fund’s Articles of Agreement.

Directors considered that strengthening the Anti Money Laundering/Combating the Financing of Terrorism (AML/CFT) framework, in line with the Middle East and North Africa Financial Action Task Force (MENA FATF) recommendations and FATF standards, would be more effective than restricting foreign exchange in curbing money laundering and terrorist financing.


Directors agreed that a stable exchange rate, supported by a high level of international reserves, provides a valuable anchor in an uncertain environment. They agreed that the two tier architecture of prudent management of CBI reserves and use of the Development Fund for Iraq (DFI) as a de facto oil stabilization fund is appropriate. They urged the authorities to continue to rely on the DFI to help stabilize government spending and ensure oil revenue transparency.


Directors highlighted the importance of a stable financial sector in developing the private sector and diversifying the economy, and were encouraged by recent progress in strengthening banking supervision and restructuring the Rasheed and Rafidain banks. They encouraged the authorities to ensure a level playing field for public and private banks by opening to private banks access to government business.


More broadly, Directors emphasized that fostering growth in the private non oil sector requires improving the business environment, investing in infrastructure and social capital, reforming state owned enterprises, and enhancing public service delivery. Judicious use of the country’s oil wealth can help address these pressing challenges.

Improving the authorities’ capacity to implement reforms will also be critical.

And these will be refined as gold is in order to perfect them and make their garments clean... We as humans being are our own worst enemies... You are welcome Swan2013... There is more that I would share, but there are many who have a difficult time handling the Truth about what our future holds... There is a plan in place... And there is a time frame before we begin the process of going into the darkest hour mankind has ever faced... I truly believe that this RV will be the catalyst for all this... When it begins, the clock will start... We as believers will either take this time and strengthen ourselves in the Lord, while warning others... Remember that there is duality within the bible... Our Messiah came, and He will return... The event that took place during the time of Joseph is key to all of this.. Remember that they experienced 7 years of plenty, followed by 7 years of famine... I believe once this RV takes place, we will 7 years to prepare for the 7 years of the famine of Word... Remember that the tribulation is 7 years... Before the 7 year tribulation takes place there will be a transition period in between the years of plenty, and the actual 7 year tribulation... This transition period will be a trial for the saints of God as well... But for those who are prepared, with our inmost being always filled with the Holy Spirit... This is symbolized by the 5 wise virgins whose lamps, and vessels that were continually filled the oil... During this transition period between the 7 years of plenty and tribulation the 5 foolish virgins go out to fill their lamps with those who sell.... Meaning that they go to the wrong source to receive the Holy Spirit.. Instead of going to God on a personal level, these 5 foolish virgin play "church," and think they are prepared to enter into the marriage supper of the Lamb... Only then are they admonished by Jesus by Him declaring to them "I do not know you."

So the bottom-line is will we be ready Spiritually when our world is turned upside down.... No one knows the hour, or exact day of our Messiah's coming, but we can discern the time frame as we watch biblical prophecy unfolds... Not knowing the exact day or hour does not mean the saints of God cannot discern that the day draws near... This NWO will see the demise of the US as we know it... Another world power that will fall do to sinfulness, and the practice of it within our nation on a grand scale...

Our God has held back the forces of darkness by the power of His Holy Spirit... Many tend to think our military strength is the source of our being a powerful nation... But a great many nations have fallen that have possessed great military's.... God will break the pride of any nation when He so pleases... Even at its height... We are no different, and will not be judged as such either... God is just in all that He does... It is all in His timing... Our responsibility is to ensure our strength is in Him... Not in the flesh, and the things thereof... Encouraging one another as God's prophetic Word is fulfilled...

So if look at this year as the beginning of the 7 year countdown, 2020 will be a year to look upon as the beginning of the unraveling of the Old Order of the world, and the process of preparing the world for the NWO... This time frame will more than likely entail WW3, and the beginning of the 4 horseman of the apocalypse... These 4 horsemen, and what they bring with them will take away 1/4 of the earths population as indicated within chapter 6 of Revelation... Through war, famine, pestilence, and the beasts of the earth this will occur... And this is just the transition period before the NWO comes to full fruition... This time frame does not include the 7 year tribulation... Whose last 3 and one half years will witness the rise of the beast or man of sin who will declare himself to be God... Demanding worship, and for those who bow down before his image to receive a mark upon their right hand or forehead...

But during this whole prophetic time God will be looking for those who respond to Him in receiving reconciliation through His Son Jesus Christ for the remission of sin, and to live eternally with Him in His kingdom... There is more which entail information I have received from those who have been involved with personally with this Satanic system that pervades this world... Their message, which they convey through motion pictures, music, and commercials, does seem to indicate that something dramatic is going to take place this year... A countdown which will lead to the year 2020 as I indicated earlier in this post...

I can provide this information in a later post if any are interested... It is out there for those who have "eyes to see, and ears to hear." We must not allow ourselves to be blinded by the affairs of this world, and become spiritually drunk from the wine of her fornications... Her being the whore or Babylon of Revelation chapter 17... She has caused many to stumble, and is leading the majority of this world into the worship of the false messiah.. Through sin is she successful... And look what we see propagated commercially by various means in our world... Satan is not called "the prince of the power of the air" for nothing...

I would like add what I was discussing earlier in my previous post about how messages are sent out to those in the know via the media in various ways... In this case it would a commercial that was shown earlier this year during the AFC championship game.. Yes, I am a football fan...

So the music played is "Sympathy for the Devil" by the Rolling Stones during this commercial... The voice in the commercial declares "something powerful is coming Feb. 3, 2013... As this is being said it displays one headlight on the Mercedes Benz in the likeness of an eye... The all-seeing eye or the eye of Horus... Basically Satan's eye... It is on the back of our dollar bill as well on the top of the pyramid.... Occult symbols... Satan loves symbols which is one of the main reasons why God declares to us in His 2nd commandment not to make unto thee graven images... Our whole society is filled with images nowadays... So basically you have a message sent out to those in the know about another message that will be on display on Feb. 3, 2013... Which was Super Bowl weekend...

This next commercial, which was aired on Feb. 3, 2013, features William Dafoe, Kate Upton, and the singer Usher within it... Dafoe plays the devil within it and offers this young man a deal... Just as Satan did with Jesus Christ, and has done with various individuals throughout history for fame, fortune, and power... Selling one's soul to the devil does come with a price though... As many have found out... And that price does entail promoting his sin filled agenda, and at times ones own life... Again the song played throughout this commercial is "Sympathy for the Devil." Coincidence.... Planned folks, believe me...

So you will notice towards the end of the commercial Dafoe asks the kid about sinning the contract or selling his soul for the vision he just had shown him... Fame, fortune, going to Las Vegas (sin city).... Before the young man answers he looks outside the window, and the men placing putting the finishing touches on the billboard... The price of the Mercedes advertised on the billboard is what is displayed... And that price is 29,900... Now those involved in the occult are fixated with numbers.. Very important to them... If you add all 5 of these numbers together you come up with the number 20... 7 years (a number of completion) from this year will be the year 2020... The young man refuses the offer, and the devil goes away... This rejection is key... Why?... Because it is basically stating that it is not time for Satan's plan to be enacted....

I do not know if any of you saw the movie "The Dark Knight Rises" last year.... During the movie it was stated that the lead character, Bruce Wayne, had been in seclusion for 8 years... And after this 8 year period chaos ensues in Gotham City... Gotham City within this story line is likened to New York City in reality.... Why 8 years?... And if you add 8 years from last year you of course come up with 2020... The title Dark Knight again is another reference to Satan the devil... Since he is the leader of those being lead by his dark ways...

Just this weekend I saw another movie which peaked my interest because of its story line... The movie was entitled "Now You See Me"... It was based on magic, hypnosis, deception... Well, this movie did not disappoint when it came to messages being sent... It was as if they were recruiting those involved in witchcraft who were serious about their involvement in it... In the end it emphasized those willing to go all the way, and do anything ask of them... Not wanting mediocrity within the ranks... Does not our Lord God require the same from us... Not being lukewarm in our calling...

Anyway, those individuals who made it through would be invited into the "eye of Horus." And this "all seeing eye" was on display throughout the whole movie... It was lighthearted in some respects but filled with messages throughout... And again, at the beginning of the movie, the number 7 was on display... Again key, IMO, to what Satan will be allowed by God to do in 7 years... The four people focused upon within the movie had the title 4 horsemen of the apocalypse... Why?... I believe the focus was upon what would occur in 7 years.... The financial system within the US would go through a period of upheaval before collapsing completely... These 4 individual traveled to Las Vegas, New Orleans, and finally New York City... These 3 cities are filled with sinful practices... So it would stand to reason within these 3 cities could begin the process of dismantling the US... Will the Super Bowl be played in New Orleans in 2020, as it was this year?... Will something dramatic take place at that point?....

I know this reads crazy... But what is reality can be hard to imagine at times... Which is why many do not understand, nor believe the prophetic Word of God... But these conspiracies have always been planned throughout the centuries... And allowed by God to take place because of the sins of mankind.. For He punishes evil with evil... Mankind has brought destruction upon ourselves because, as a whole, we do not listen to our Almighty Creator...

I do not know why I was fixated on these things... I do not seek fame, money, or a following at all... All glory goes to God... But if our Savior is showing me something, is it not my responsibility to share it with my brethren... As a warning to prepare for what has been prophesied to transpire centuries ago... None of you know me from Adam... So you have every right to think I am a kook.... But as we draw nearer to this RV we have to prepare for ourselves spiritually for what I believe to be a diversion or distraction with the wealth that many Christians in this country will experience... Do you find it kind of odd that many of us who have invested in the dinar are believers in Christ Jesus... And look how long this has taken to actually become a reality... God knows better than we, and this event, IMO, is key to a timeline that has been set by God... Again being biblical, and as in the time of Joseph... 7 years of plenty, to prepare for 7 years of famine... Only this time our focus must be on the Spiritual side of things... Not the flesh... This is going to serve as a test... What will we do with this instant fortune once it has come to pass... Will we be as King Solomon?... Allow for the physical side of life to lead us astray, and weaken us spiritually... Especially our standing with God!...

Look at the church of Laodicia in Revelation chapter 3... Christ Jesus chastened them because they thought they were in need of nothing... When in fact these who were within this spiritual frame of mind were spiritually wretched, poor, blind, and naked... A very serious rebuke by our Savior... One we cannot take likely... It will all boil down to whether or not we will be wise virgins or foolish ones... Our relationship with God is essential to all of this... Do we trust and obey Him, or do we stumble because of the flesh?... The choice is ours!.... Choose wisely friends... Sorry for the length of my posts... With all the political wrangling going on within this region, it would better serve Maliki if he would ensure the enacting of the economic reforms needed in order to get Iraq into a position of prosperity to make the people happy... Which is why I believe that there is more to this than what meets the eye... Sometimes if we look too closely we tend to miss what is really going on...

Maliki is on a leash... He is prime minister only because he has been allowed to be... This RV event is going to be big folks once it transpires... In more ways that one... And not just on a physical level... Which is why I believe that God is in control ultimately... He knows there are many having difficulties financially... But just as we are on His watch when it comes to prophetic events, what happens when this transpires will more than likely be a catalyst for a change in the disposition of mankind that the bible describes as "in the days of Noah." Where evil prevailed, and many a godly man succumbed to the desires of the flesh... When you have time read the 2 letter of Peter.. Short, but to the point of where we from a historical standpoint... Spiritually speaking....

We tend to forget we are flesh and blood... Subject to the weaknesses that come with it... Technology has changed, but not mankind's tendency to lean towards evil... Especially during times of prosperity... We mean well, but our hearts can be deceitfully wicked.... Basically God's way of saying we can fool ourselves, and be manipulated spiritually if we let our guards down... Satan is relentless in his quest to destroy the spiritually lives of believers... We must remember that... And as I read many of the blogs involved in this investment, the majority seems to be believers in the bible...

Keeping it in perspective, we must understand that this is temporary... A tyrannical governance is on the horizon folks... When sin breeds more sin, tyranny rises... This is God's way of punishing evil with evil... In other words, we get what we deserve when God judges us... Because His judgments have and always will be right... So while we await this RV, our Father in heaven will decide when it is best to allow it to be implemented... We must not neglect our spiritual lives even if all of our needs are being met physically... And we must not fool ourselves into believing that we deserve this event, or that we have earned it... God shows mercy despite ours transgressions... As the Jesus Christ pointed out Himself, "It is easier for a camel to go through the eye of a needle, than for a rich man to enter into the kingdom of God."

So while we plan to invest for the long term in hopes that we can set aside for our children, and their children, remember the parable of the rich man who stored up much... Yet when he died it came to nothing... We came into this world with nothing, we will die with nothing as well.. Give to those who are truly in need... Remembering the orphans and the widows... Remembering that the time draws near for the return of Jesus Christ... But before our Savior makes His triumphant return, the world will be in a position of self-annihilation... Once again God will have to save us from ourselves...

There is a spiritual problem in our country... A problem than no amount of money can fix... Physical mammon has never been able to remedy the spirit in man that is troubled... God knows this, but mankind has not been able to figure this out for the most part... Hence the very reason our world is in such terrible condition... In fact history has proven that wealth has caused many a person to stumble, rather than help them... King Solomon is a prime example of this...

We must make sure we do not hoard this wealth... For this Babylonian system will soon be destroyed as God decrees in Revelation chapter 17, and chapter 18... Destroyed by the most tyrannical leader the known world will ever know... The bible refers to this king as the "man of sin," the beast from the abyss, or bottom-less pit... Fairy tales to some, but a reality for believers in the Word of God... Which is why we must not neglect so great a calling...

We must continue to bear in mind that our Savior declared that His kingdom is not of this world... If it were He would have overthrown the Roman Empire which had enslaved 1/4 of the known world during His ministry in the flesh... Kingdoms have risen, and fallen as God has decreed... But a sure sign we are in the time before His return is the rise of technology, (prophesied in the book of Daniel chapter 12, knowledge increasing, people traveling to and fro with ease), and the implementation of a Global economy, political system, and a soon to follow religious system... This is what God has allowed as we near the end of this age... Our Creator has allowed for mankind to exhaust every form of governance in order to prove that we cannot govern ourselves... 6,000 years has proven this... He will continue to allow things to progress so as to finally prove to a stubborn creation, save those who strive to listen, that we cannot live without Him being our King... Hence the reason for the return of Jesus Christ... To establish His righteous order to a rebellious mankind... Again, save those who listen to Him now, and in ages past...

Pray unceasingly as our God and King has instructed us to do... In the end His Spirit in us will be the only strength we will be able to rely upon... Those things which are of the flesh (including wealth) will not help us as He can... Our Savior should be our best friend... He is the only One we can truly place our full trust in... Blessings, and again thanks to all of you for your diligence... No matter what, in the overall scheme of things, God is in control... And frankly I am glad... That should put our inmost being at ease...

What I write, I speaking to myself as well... Loving the brotherhood we share in Messiah, and just trying to help us all keep it in perspective... We, who are in Christ Jesus, are ambassadors for the kingdom of God... Not for the kingdoms that exist in this world... All of the nations that now exist will be like chaff once our Lord and Savior returns...
