    Iraqis see some irregularities in provincial vote

    BAGHDAD (AP) — Iraqi election monitors on Sunday reported multiple irregularities in the country's first provincial vote since U.S. troops left, but were unclear as to whether results would be affected.

    In an initial report, two non-governmental organizations, Shams and Tamoz, said over 300 irregularities had been recorded by the seven thousand monitors they had sent across Iraq to cover Saturday's polls.

    The vote was a key test of Iraq's short experience with democratic elections because it was the first one run since the U.S. withdrawal in December 2011. Allegations of vote fixing are not uncommon following elections in the country.

    In one instance, Hoger Jato of Shams said some security force members had helped specific campaigns while on duty, with some advising voters at polling centers on who to support. Elsewhere, electoral commission employees reportedly failed to check the identities of voters, allowing them to cast ballots on behalf others.

    The groups did not say whether the irregularities were widespread enough to significantly affect the election's outcome.

    On Sunday evening, a bomb went off in a popular kebab shop in Fallujah, 65 kilometers (40 miles) west of Baghdad, killing eight and wounding 25, according to police and hospital officials. They spoke on condition of anonymity because they were not authorized to release the information to reporters.

    Violence has ebbed sharply since the peak of Sunni-Shiite fighting that pushed the country to the brink of civil war in 2006 and 2007. But insurgents are still able to stage frequent high-profile attacks.

    Earlier in the day, Iraqis began counting votes, unloading hundreds of ballot boxes from trucks and tallying the figures in the heavily guarded counting centers. Employees of the country's independent electoral commission went through the ballots under supervision of political party representatives.

    Votes are first manually sorted before being entered into a computerized system. Final results are expected in several days.

    Despite widespread violence in the run-up to the election that left at least 14 candidates dead, Saturday's voting was mostly peaceful. A few mortar shells and small bombs struck near polling centers, wounding at least six people.

    The turnout stood at 51 percent, the same as at the last provincial elections in 2009. When some eligible voters complained they did not find their names on the voting rolls, the election commission blamed them for not updating their information.

    Hours after closing the polls, the U.N. Special Representative, Martin Kobler, praised the vote as well-organized and peaceful.

    "Credible elections are critical to the country's stability," Kobler said in a statement.

    The voting took place in 12 of Iraq's 18 provinces. Voting was not scheduled in the ethnically-mixed province of Tamim, where ethnic groups have not reached a power-sharing deal. The last election for local officials there was in 2005. Elections were also delayed in two provinces because of unstable security conditions, and the country's autonomous three-province northern region was not included.

    Thousands of candidates from 50 electoral blocs are vying for 378 seats on provincial councils. The Iraqi constitution does not give wide powers to provincial councils, but they have some say on security matters. They also negotiate local business deals and allocate funds.

    Speaking to AIN, he stated “The remaining time for the current parliament’s term is one year so it is too early to speak about postponing the law drafts endorsement to the next rotation of the parliament.”

    “There is enough time for the parliament to endorse many laws,” he remarked.

    “Some laws involve many problematic points and they took a long time pending like the Oil and Gas, Parties and Infrastructure laws but this does not mean they will be postponed,” he concluded.

    Hawijah calls for "Jihad" to topple Al-Maliki and the Constitution

    Saddam’s Brethren Get Organized

    AL-HAWIJAH, Iraq—A decade after U.S.-led forces overthrew Saddam Hussein’s regime, some of his associates and followers have banded together with other Sunni groups to launch the most substantial bid for Sunni power since the strongman’s downfall.

    Radicals such as Saad Sami al-Obeidi want to bring an end to the political system established in the years after U.S.-led ground forces first rolled into Baghdad on April 9, 2003, and paved the way for a fragile pan-sectarian democracy.

    Mr. Obeidi, a former regime loyalist who spent months in U.S.-run prisons in Iraq for planning attacks against American soldiers, is a leader of a movement—dominated by mass protests and attracting militant Sunnis as well—that has swept through Iraq’s Sunni Arab-dominated provinces.



    “Baghdad we’re coming,” read a banner at a recent antigovernment protest in the northern town of al-Hawijah, where Mr. Obeidi is one of the local leaders of the armed wing of Saddam’s now-banned Baath Party.

    The goal: upend the country’s post-Saddam power-sharing arrangement, which many Sunnis see as dominated by Shiites and under the sway of Iraq’s Shiite-majority neighbor, Iran.

    “The Americans…left behind remnants of their occupation. Now is the phase of removing them,” Mr. Obeidi said, in a reference to the government led by Prime Minister Nouri al-Maliki, a Shiite.

    Some Iraqis have labeled the movement Iraq’s “Sunni Spring,” in a nod to recent years’ uprisings across the Middle East.

    TIKRIT, Iraq (AFP) — Thousands of Sunni and Shiite Arabs took to the streets across Iraq Saturday to defend Prime Minister Nuri al-Maliki against criticism from leaders of the country's Kurdish minority.

    Demonstrations were held in the northern Sunni town of Tikrit -- the hometown of executed dictator Saddam Hussein -- the once-restive Sunni town of Hawijah, and the mostly Shiite southern cities of Karbala, Najaf, Nasiriyah, Samawah, and Hilla, AFP correspondents said.

    They came out to protest remarks made earlier this week by Kurdish regional president Massud Barzani, who accused Maliki of illegally allying with tribes in areas with large Kurdish populations to expand the power of the state.

    In his remarks Barzani had compared the tribal alliances -- which Maliki refers to as "Support Councils" -- to the so-called Jackass Brigades of Kurds who fought for Saddam against Kurdish rebels from the 1980s up until 2003.

    The dispute has exposed yet another potentially explosive faultline in a country still scarred by sectarian tensions that until a few months ago had transformed large parts of Iraq into grisly battlefields.

    In Tikrit hundreds of Sunni tribesmen demonstrated in support of the Shiite prime minister, waving signs saying, "We want a unified Iraq" and "Kirkuk and Mosul and Diyala are Iraqi," referring to the three most disputed areas.

    "The Iraqi tribes are with the national positions of Maliki in preserving the unity of Iraq, establishing the rule of law, and rewriting the constitution," said Farhan al-Aud, an MP and Maliki advisor from the province.

    "There are no disputed areas. This is one country," he added.

    Maliki has credited the mostly tribal councils with helping his forces route insurgents and militias, while the Kurds have viewed them as a power grab that could endanger their aspirations for a greater autonomous region.

    "Those who oppose the plan of Maliki, they want Iraq to remain weak and to continue the project of dividing it up," said Ahmed al-Dulaimi, a member of the Support Council in the Salaheddin province, of which Tikrit is the capital.

    In the oil-rich Kirkuk province -- hotly disputed and fractured into Arab, Kurdish and Turkmen communities -- thousands of Arabs gathered at a football stadium outside Hawijah, once a hotbed of the country's Sunni insurgency.

    "All of Hawijah calls out to Maliki, Glory of our country!" the crowd chanted, reprising a slogan once used at rallies for Saddam. "With our souls, with our blood, we sacrifice for you, Kirkuk!" they cried.

    Sheikh Barhan Mazhar al-Asi, an Arab member of Kirkuk provincial council, said the demonstrators had gathered to assert that "Kirkuk is Iraqi."

    Iraqi Kurds, many of whom see Kirkuk's oil wealth as vital to the future viability of their region, have called for it to be placed inside their autonomous zone, a plan deeply opposed by the province's Arab community.

    "The Support Brigades are nothing more than a way of providing stability and security, to restore the balance among state institutions and guarantee the rights of all communities in Kirkuk," Asi said.

    At a similar demonstration in the Shiite holy city of Karbala south of Baghdad hundreds of tribesmen demonstrated in front of the governorate.

    Provincial governor Aqil al-Khazali rejected Kurdish accusations that the Support Councils are unconstitutional.

    "Where is the violation when the government embraces the Iraqi tribes for the future of a new Iraq," he told the crowd.

    "Do they want to talk about the list of (their) violations? Is allocating 17 percent of the budget (to them) constitutional? Are the Peshmerga constitutional?" he said referring to the powerful Kurdish militia.

    Most of Iraq's roughly five million Kurds live in the three northernmost provinces, which are governed by Barzani and are largely autonomous. The Kurds have long wanted to expand the zone, however, to include other Kurdish areas.

    Kirkuk refugees to take land

    The Kirkuk refugees who are eligible for compensation under Article 140 are to take a piece of land.


    A source from Kirkuk Governorate said, “In Sunday’s session between the governor of Kirkuk and the head of the Article 140 Implementation Committee, a decision was made to give each refugee who is eligible for compensation a piece of land.”

    Iraq held its first election since the withdrawal of US troops under security so tight that the only way for many voters to reach polling places was to walk.

    The election, for local councils, took place largely free of violence, even as apathy prevailed among many Iraqis who questioned what benefits they have received from a young democracy still marred by political dysfunction, corruption and violence.

    In many cities, roads were closed to prevent car bombs and suicide attacks, a particular worry as al-Qaeda in Iraq has been resurgent in recent months. Across Baghdad, streets normally choked with traffic became playgrounds for young boys to enjoy soccer games.

    A handful of people were wounded in explosions and mortar attacks in several parts of the country.


    The results of the election are mostly regarded in symbolic terms by an international community that had nervously waited to see whether Iraq could keep voters safe and prevent widespread fraud. The election could have far-reaching implications for Iraq's political direction, though, because it is a test of support at the grass-roots level for Prime Minister Nouri al-Maliki and his Shiite Islamist party.

    A strong showing for his party could embolden Mr Maliki to expand his control, further alienate his Sunni Muslim rivals by moving towards a majority government dominated by fellow Shiites and propel him to a third term as prime minister in next year's parliamentary elections.

    The vote for local representatives, in which 8138 candidates competed for 447 seats in provincial councils, is an important barometer of the standing of the political elite before next year's parliamentary elections, because local candidates are affiliated with the national parties. By winning at the local level, national parties can control provincial governments and deepen their power bases before that vote.

    ''The provincial elections are like the preseason,'' said Ramzy Mardini, a fellow at the Iraq Institute for Strategic Studies, which is based in Beirut. ''They gauge the viability of the parties, and the alliance configurations.''

    For the provinces that voted, the turnout was 50 per cent, about the same as the overall turnout for the 2009 local elections but lower than the 62 per cent during national elections in 2010.

    ''We consider this percentage very high considering what we are living with these days,'' Mukdad al-Sharifi, an election official, said at a press conference on Saturday evening in Baghdad.

    Analysts said they expected Mr Maliki's coalition, called State of Law, to perform well in the provincial elections, whose results will be released in the coming days by Iraq's electoral commission.

    With sectarian tensions on the rise in Iraq, partly over fears of victory by Sunni rebels aligned with al-Qaeda in Iraq in the Syrian civil war, Mr Maliki's popularity among Iraq's Shiite majority has increased.
