In the first 10 minutes of the call Frank says this: About 10:30 tonight Est. time is when they start Morning prayers in Iraq and listen to announcements. and Franks team will start looking for a rate, and also at about 2:00Am when the CBI opens. Frank says its very possible. He feels Ali will know first and let the Gurus know so that they can get the offices set up. Today the Fed. Reserve was closed but open tomorrow. Will it happen tonight/tomorrow? They don't know-but they are going to watch. No one knows the date and rate.
