There remains at least the requirements of a census and referendum. Article 140 involves three stages. The first, normalization, has a compensatory payment factor to it. The next two are a census and a referendum to determine inclusion in the KRG. There are reports of a census in 2020, but there is an argument over whether it is/ can be used as the article 140 census. It is possible that the recent news was about funding for the census.
