    A statement by the INA cited "The participants discussed the current political situation, assuring the necessity of settling all the disputes."

    "The participants have also discussed the general budget and the necessity of endorsing the discussed law drafts in the parliament to achieve the observatory and legislative role of the parliament," the statement concluded.

    ERBIL, Kurdistan Region – The president of Iraq’s autonomous Kurdistan Region Massoud Barzani told Kurdish troops on the frontlines of a stand-off with Iraqi forces on Monday that he hoped for a peaceful resolution of a row with Baghdad over disputed territories, but that if there was war the Kurdish cause was just.

    Erbil and Baghdad have been locked in a serious dispute for weeks, since Iraqi Prime Minister Nuri al-Maliki dispatched his newly-formed and controversial Dijla forces to take over security in disputed northern territories which are also claimed by the Kurds, who sent in thousands of their own Peshmarga troops.

    “War is not a nice thing. Throughout history the Kurdish nation has never liked war, but they were always ready to protect their land and dignity. They would rather die than live under oppression,” Barzani said, accompanied by the Peshmarga minister.

    “I say again that I hope for this issue to be resolved through dialogue,” Barzani said, visiting oil-rich Kirkuk, which is part of the disputed areas, for the first time since the tensions began. “However, if we have to face war you have a just cause, because it is not you who went to occupy others and kill them,” Barzani added, speaking to the troops as it rained.

    Article 140 of the Iraqi Constitution outlines steps to be taken before a referendum to decide whether a local administration or Baghdad governs the disputed territories.

    Barzani told the troops that Kurdish backing for a constitutional resolution of disagreements over the disputed territories had not meant there was ever any doubt over Kurdish ownership of the disputed areas.

    “When we decided to resolve the issue of the disputed territories through Constitutional Article 140, it didn’t mean we doubted the disputed territories as part of Kurdistan, but that we would rather resolve this issue constitutionally,” he said.

    He charged that Baghdad was no longer committed to the Constitution, even appointing high-ranking military officers without the approval of Parliament or Iraq’s ethnically Kurdish President Jalal Talabani.

    “The Constitution says that the Iraqi Parliament must appoint high-ranking military officers, which must then be approved by the president. However, not a single one of Iraq’s high-ranking military officers has been appointed this way,” Barzani said in an apparent reference to the Dijla command,which Maliki established without apparently consulting Parliament or the president.

    “There is a saying,” Barzani told the troops. “Be ready for war in order to prevent war. Your readiness gives us hope that we will not end up with war.”

    ERBIL, Kurdistan Region – A Kurdish state could become a reality by 2030, according to a new US intelligence report.

    The report by the National Intelligence Council said that greater pressures on Turkish territorial integrity could be the main impetus behind the emergence of a Kurdish state, together with greater fragmentation of Iraq and Syria.

    “In event of a more fragmented Iraq or Syria, a Kurdistan would not be inconceivable,” said the report, released Tuesday.

    It is possible that by 2030, the “Middle East Borders are redrawn with an emerging Kurdistan,” said the publication, titled Global Trends 2030: Alternative Worlds.

    It predicted that Turkey could face pressures over its territorial integrity, carrying risks of divisions and major regional conflicts.

    “The rise of Kurdistan is a blow to Turkish integrity, increasing the risks of major conflict in its surrounding neighborhood,” the report added.

    It said that in Syria, where the embattled President Bashar al-Assad’s government is locked in a civil war with opposition forces, the Kurds could become part of a ruling coalition if the regime collapses.

    “In post-Assad Syria, it is likely that an urban Sunni would take power in a coalition comprising the Muslim Brotherhood, religious minorities, Druze, Kurds, and others,” the report said.

    It added that in Iraq, “The government is already showing signs of reverting to factionalism, in this case the Shia are willing to share power with the Sunni Arabs or Kurds.”

    The aspiration of a Kurdish homeland is shared by the vast majority of the world’s Kurds, who live in regions of Turkey, Syria, Iran and the autonomous Kurdistan Region of northern Iraq.

    Ahrar bloc describes Maliki's evaluation to Sadr's statements as "Valueless"

    Baghdad (AIN) –Al-Ahrar bloc within the Sadr Trend denounced underestimating the statements of the Sadr Trend, Muqtada al-Sadr, by the Premier, Nouri al-Maliki.

    The spokesperson of the bloc, Mushriq Naji, stated in a press statement received by AIN "We do condemn Maliki's underestimation to Sadr's statements and describing them as valueless."

    "Maliki knows that Sadr's statements contribute in settling the disputes and eliminating the sectarianism as they did in settling the tensions coincided with the Arab Spring in the other Arab countries," he added.

    "We would like to say that we are not adherent to Maliki's evaluation to Sadr's statements and we consider his evaluation as valueless," he pointed out.

    "The Iraqi people are the only one who can evaluate those statements and not Maliki or his supporters," he concluded.

    Earlier, the Premier, Nouri al-Maliki, criticized the statement issued by head of the Sadr Trend, Muqtada al-Sadr, regarding the armament contracts.

    Maliki’s official website released a statement which included his answer regarding a question asked by one of the journalists, he asked him about the latest statement issued by Sadr regarding arming the Iraqi Army that involved a number of dangerous accusations to him.

    Maliki’s answer was "Sadr’s statement doesn’t matter anymore and he will soon change his statements, his behavior doesn’t match with his statements."

    Regarding the arming of Iraqi Army, Maliki said "Any one who launches the accusations should prove his accusations before he start talking about it, otherwise he will face the legal consequences.

    12-12-12 KAPERONI: OK, I have studied these articles and some checking. There are two main highlighted areas - one good and one bad. Let me explain what I believe is going on...

    1. "All banks licensed to open letters of credit and funded by the Central Bank of Iraq according to a mechanism designed for this purpose."

    This is potentially very bad. This appears to be Maliki's way to get the CBI's reserves. What he has come up with is for the local banks to "open letters of credit" guaranteed by the CBI.

    In other words, the CBI is now in the business of guaranteeing loans and its reserves are the guarantee. This IMO, affects the reserves of the CBI as they now become the collateral for these "open letters of credit."

    If I am correct, Maliki could initiate some loan through a local bank (through some fictitious company) and default, thus making the CBI spend its funds to reimburse the local bank. He clearly is very clever finding ways to get access to the reserves of the CBI.

    The question will be, will the IMF and WB allow this? Steve (Enorrste) does not seem to think so. I am not so sure. The problem with this is it would clearly affect the value of the dinar.

    This appears to be confirmation that the CBI is going to move forward with a free float. They are going to let "market demands" (float) dictate the rate of the dinar as we stated. It appears it will start at the current CBI rate and rise. This authorization is very good news and hopefully we will see something soon.
