    Iraq telecom operator to go public in early 2013

    BAGHDAD -- The Iraq Stock Exchange says one of the country's largest mobile operators will start publicly trading its shares early next year. It will be the first stock float since the reign of Saddam Hussein. The ISX said in a statement Sunday that a quarter of the Iraqi telecom operator Asiacell shares will be traded publically as of Feb. 3. The statement says the Initial Public Offering will take place from Jan. 3 to Feb. 2 and that the share price must be determined by Dec. 25. Asiacell, an affiliate to Qatar Telecommunications, is one of three mobile operators in Iraq. The other two are Zain Iraq, part of Kuwait's Zain, and Korek, an affiliate of France Telecom.

    KRG Leaders Call For Peaceful Solution To Tensions, As President Returns To Baghdad

    ERBIL, Kurdistan Region – Iraqi President Jalal Talabani has returned to the Iraqi capital after leaving in protest to Prime Minister Nuri al-Maliki’s actions, officials said, as leaders of the autonomous Kurdistan region on Monday emphasized a peaceful solution to tensions with Baghdad over a troop deployment in disputed lands.

    But in their fifth high-level meeting leaders of the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), which together govern Iraqi Kurdistan, also emphasized they would not compromise on the issue of disputed territories, which are claimed both by the Kurds and Iraq’s central Arab government.

    “The PUK and KDP value the multi-party committee for the affairs of the disputed territories and will spare no effort for its success,” the parties said in a joint statement.

    “The leaders stressed the need for dialogue and a peaceful solution to the problem,” the statement added.

    Tensions between Baghdad and the Kurdistan Regional Government (KRG) have been high in recent weeks after Maliki dispatched his newly-formed Dijla forces into the disputed territories, where the KRG also sent in its own Peshmerga forces, triggering a stand-off.

    The disputed territories include lands in the provinces of Kirkuk, Diyala and Nineveh.

    As the threat of a possible war looms between Erbil and Baghdad, PUK and KDP officials emphasized they would not allow the political turmoil to escalate into Kurdish-Arab enmity.

    A PUK official, who wished to remain anonymous, had earlier told Rudaw that Talabani’s absence in Baghdad and his return to Sulaimani had been “related to his anger over Maliki’s recent actions.”

    Kurdistan Region Prime Minister Nechirvan Barzani confirmed Talabani’s return, but added that, “His return isn’t only to solve the problems between Erbil and Baghdad.”

    “He returns as the president and he will hold meetings to find a way out of the problems,” Barzani said in his closing speech at the Oil and Gas conference in Erbil.

    He said that the KRG, which had earlier sent a delegation to Baghdad to ease the stand-off south of Kirkuk, would send a second team under PUK deputy secretary general Barham Salih, “To clarify the position of the Kurdistan Region.”

    Upon returning from medical treatment in Germany in September, Talabani had proposed a national dialogue among all political factions, and asked Maliki to freeze the formation of the Dijla forces.

    “Maliki promised Talabani to postpone the formation of the Dijla Operations Command, but still went ahead with it even if though it meant violating the rights of others,” according to Fareed Assasard, a senior PUK official.

    PUK officials called on Maliki to change his attitude, saying he had been “disloyal” to Talabani.

    “Recently, Maliki has taken many wrong steps. He must fix his mistakes or we will have no option but to use other means to deal with his mistakes,” PUK spokesperson Azad Jundiyani told Rudaw last month.

    BAGHDAD / NINA / MP, of the Iraqiya coalition, Walid Al-Mohammadi described the political crisis between Baghdad and Erbil as the most serious crisis since 2003 and it has political intentions not as being described as for the security of the disputed areas.

    His media office, in a statement issued today, quoted him as saying "the formation of Tigris Operations Command is unconstitutional. It has raised many problems instead of solving them. Adding that differences should be resolved through dialogue not by mobilizing muscle as it taking place now, the Iraqi citizen lost confidence in the current policy of the Iraqi state, which takes him from one crisis to another."

    Mohammadi called "not to complicate the Iraqi scene more than it is now, and to desist from intransigence in dealing with sensitive files that could threaten the political process in Iraq."

    He added, "The government had to deal with a lot of things before going to resolve the file of the disputed areas, the file of deteriorating security as well as the ministries of the Defense and Interior and the file of acting positions and the file of deteriorating services which need exceptional efforts."

    The head of the House of Representatives, Osama al-Nujaifi said, in his press conference yesterday that there is a significant risk and likelihood of armed confrontation because of the crisis with the Kurdistan region.

    BAGHDAD / NINA / The Office of House Speaker Osama Nujaifi announced that Nujaifi will travel to Arbil this evening to meet with the President of Kurdistan, Massoud Barzani and to calm the tense situation between the federal government and the province.

    A statement by the Office of Nujaifi said, "This visit comes to complement Nujaifi's initiative to calm the crisis taking place between the federal government and the Kurdistan region, also comes at the request of Prime Minister Nuri al-Maliki to more intervention for the purpose of calming the situation after news talks that forces of the Peshmerga has moved to Kirkuk."

    The statement added: "al-Nujaifi contacted Barzani, who confirmed the news that Kurdish forces has moved to the disputed areas."

    The House Speaker Osama Nujaifi has announced today, during his meeting with the Canadian ambassador to Iraq Mark Kozdekke that "He will visit the Kurdistan region today for the purpose of communication and calm Kurds, because the House of Representatives is responsible to achieve peace and save the Constitution, stressing that the crisis between the central government and the provincial government is still interacting significantly"

    BAGHDAD / NINA / The head of the House of Representatives Osama al-Nujaifi confirmed that "The crisis between the central government and the provincial government is still interacting significantly," expressing his regret to reach to the military threat of confrontation.

    The Information Office of al-Nujaifi quoted him as saying, during a meeting with the Canadian ambassador to Iraq, Mark Kozdeke: "I will visit the Kurdistan region today for the purpose of communicating and calm the Kurds, because the House of Representatives is responsible to achieve the peace and save the Constitution."

    He added: "There is country without problems, especially in light of political change and democratic transformation that are taking place in the region."


    He said: "Canada is a friendly country and Its foreign minister's expected visit to Iraq is important for the development of mutual relations and the official announcement from the opening the Canadian Embassy on a permanent basis."

    For his part, the Canadian ambassador spoke about the Canadian-Iraqi contract on the aircrafts and the remaining of this contract.

    Nujaifi confirmed that: "The Iraqi government is authorized to sign the contract within its powers , and we did not receive any offense, and if we received a formal complaint in this regard, the House of Representatives will investigate this file by its supervisory work".

    BAGHDAD / NINA / The former President of the Parliament, Mahmoud al-Mashhedani called on the federal government and the Kurdistan Regional Government to calm and stay away from the media escalation , warning, in the same time, of internal war that could threaten the unity of Iraq and its people.

    Mashhedani said in a press statement today 4, Dec that "Erbil and Baghdad should resort to the logic of the mind. not the logic of military force and resort to open and direct dialogues to defuse the crisis."

    Mashhedani asked, "If all parties, in their positions, call to comply with the Constitution, so who violates it then?"

    BAGHDAD / NINA / MP, of the state of law coalition, Khalid al-Asadi warned of a military conflict between the federal government and the Kurdistan region in the disputed areas, noting that no one can stop it, and will damage the country in general, and the Kurdistan region will be more affected ".

    The statement called on officials in the Kurdistan region "to desist from such acts and pay attention to the seriousness of this behavior and what risk and consequences can bring for everyone."

    Yawar said in a press conference held in Erbil today 3, Dec that "The federal government is continuing to bring heavy armed military forces and arming some tribes in the disputed areas, and this is contrary to all previous agreements between the province and the center."
