    Parliamentary Committee tasked to monitor CBI performance suspends performance
    Baghdad (IraqiNews.com) -The members of the Parliamentary Committee tasked with monitoring the performance of the Central Bank of Iraq suspended their membership and their report over the performance of the CBI.

    The spokesperson of the Committee, Majida al-Timimi, stated to IraqiNews.com “After the long period of investigations and the several meetings we held with the Governor of the CBI and his deputy as well as a number of the general directors as we were about to complete our report over the CBI, we were surprised that the parliament chairmanship formed another committee over the CBI without asking our opinions.”

    “We were deprived from the report of the Financial Supervision Department issued about the CBI and we were astonished as all sides are for issuing the arrest warrant against the Governor of the CBI and other employees in the CBI,” she concluded.

    Earlier, the Council of Ministers tasked the head of the Financial Supervision Department, Abdul Basit Turki, to run the Central Bank of Iraq as a substitute for the current Governor of the CBI, Sinan al-Shibibi.

    Baghdad (IraqiNews.com) -The head of the Parliamentary Integrity Committee, Baha al-Araji, described the arrest warrant against the Governor of the Central Bank of Iraq, Sinan al-Shibi, as “Immature”, expecting it “Of political purposes as what was done with the former independent committees.”

    Speaking to Iraqi News (IraqiNews.com) on Tuesday, he said “The arrest warrant against Shibi is real and existed, but we think that the procedures against the CBI are immature because Iraq witnesses a hard situation.”

    “The CBI is not less important than the Interior and Defense Ministries where it might affect the security situation in Iraq and result in the reduction of the Iraqi currency towards the foreign currencies,” he added.

    “The arrest warrant against Shibi was a judicial one because it was issued by a specialist side,” he added, wounding about “The late response to the corruption issues referred by the Integrity Committee while this issue was settled within three days.”

    “The former investigations of the Integrity Committee over the corruption issues in the CBI, revealed that there is a corruption in the CBI, but it is related to the officials in the CBI and not Shibi himself,” he pointed out, assuring that “The issue of the CBI is of political purposes as what was done with the other independent committees.”

    Earlier, the Council of Ministers tasked the head of the Financial Supervision Department, Abdul Basit Turki, to run the Iraqi Central Bank as a substitute for the current Governor of the ICB, Sinan al-Shibibi.

    The Iraqiya Satellite Channel quoted the Advisor of the Premier, Ali al-Musawi, as saying “The Council of Ministers decided to task Turki to run the ICB till further notice.”

    It is worth mentioning that a source from the Parliamentary Committee tasked to investigate the corruption cases in the Iraqi Central Bank revealed that “The Governor of the ICB, Sinan al-Shibibi, called the Premier, Nouri al-Maliki, to dismiss four Directors in the Bank for their involvement in corruption cases.”

    The source stated to IraqiNews.com “Shibibi have asked Maliki since three years to dismiss the four directors for they are responsible of the corruption taking place in the ICB yet Maliki rejected.”

    “One of the investigation judges issued an arrest warrant against Shibibi but the UNAMI, the US Embassy in addition to the Presidency as well as some of the political leaders interfered and called the head of the Supreme Judicial Council, Midhat al-Mahmoud, who was not informed about the warrant,” the source added.

    “Mahmoud issued an order to cancel the warrant and punished the judge who issued it considering arresting Shibibi as impacting the sovereignty of the country,” the source concluded.

    Baghdad (IraqiNews.com) -A source of the Parliamentary Integrity Committee revealed the names of the ministers who will be investigated in the parliament over corruption charges.
    The source stated to Iraqi News (IraqiNews.com) on Wednesday “The ministers who will be investigated in the parliament over the corruption charges are the Minister of Youth and Sport, Jasim Mohammed Jaafar, the Minister of Education, Mohammed Timim and the Health Minister, Majid Mohammed Amin.”
    “The MPs did not set the time of investigating those ministers,” the source concluded.
    Earlier, the head of the Parliamentary Integrity Committee, Baha al-Araji, announced in a press conference that the committee approved investigating three ministers after finishing their investigation files.

    Baghdad (IraqiNews.com) -MP Jawad al-Shihili, also member of the Parliamentary Integrity Committee, revealed that “Political pressures are practiced on the Integrity Committee by some influential figures within the ruling parties.”

    Shihili told Iraqi News “The Integrity Committee will request in the coming days to terminate the issue of threatening the investigators within the Committee with punishment or murder sometime.”

    Concerning the issue of forging some files, he pointed out that “The quota is prevailing on the political scene in Iraq, therefore it covers up certain corruption files which helped to lose the patriotic sense of the politicians.”

    Baghdad (IraqiNews.com) -Member of the Financial Committee in Parliament, MP Ahmed al-Misari, described the accusations of corruption against the Central Bank of Iraq as “Political accusations.”

    MP Misari of the Iraqiya Slate stated to Iraqi News (IraqiNews.com) “I do not believe any violations are taking place at the CBI,” stressing that “The accusations aroused against officials at the CBI of being involved in money laundering or financing terrorism are enlisted within the political pressures practiced by a certain bloc on the Bank.”

    “These accusations and pressures against the Central bank of Iraq are similar to other pressures practiced against other Independent Bureaus,” he confirmed.

    Several accusations have been aroused recently against officials at the CBI for being involved in money laundering, corruption and financing terrorism.

    LEGAL / CONSTITUTIONAL BASIS FOR REMOVAL OF SHABBIBI ( ANY GOVERNOR ) : The Governor, a Deputy Governor or any other member of the Board shall be removed from office by the Appointing Authority only if the person: a. has been convicted by a criminal court of an offense for which the person was or could have been sentenced to imprisonment without the option of a fine unless, in the judgment of the Appointing Authority, such sentence was motivated by his religious or political views or activities; b. has been declared bankrupt by a court of law; c. has been found guilty by a court of law of conduct involving a lack of probity in financial matters or other serious misconduct; d. has been disqualified or suspended by a competent authority from practicing a profession on grounds of personal misconduct unrelated to his religious or political views or activities; e. has been declared unfit to manage a company by a court of law or under an order issued by a competent agency; f. has taken up any office, position or employment in violation of paragraph (3) of Article 12 or paragraph

    (3) of Article 21; g. is suffering from such mental or physical infirmity which , in the opinion of the Appointing Authority, renders him unfit to discharge his duties under this Law; has been found by the Appointing Authority to have violated the provisions of paragraphs (1) or (2) of Article 15; or has been absent from meetings of the Board for a consecutive period or more than three months without approval of the Board. 3. No member of the Board shall be removed from office on any ground specified in paragraph (2) without first being given the opportunity of hearing before the Appointing Authority. 4. Any decision on removal from office under paragraph (2): a. shall be made public along with a statement of the reasons for removal, and any written response received from the Board member concerned; and b. may be appealed to the Court of Cassation within two months of service of the decision. 5. Any member of the Board having been removed from office shall continue to receive remuneration and other benefits applicable under the terms and conditions to a member of the Board until such time that any hearing or appeal in the matter, whichever is later, has been decided.

    Iraq Names New Central Bank Chief

    The Iraqi government abruptly announced the appointment of a new central bank chief to replace Sinan al-Shabibi, a respected and politically independent technocrat who has held the position for more than nine years.

    Mr. Shabibi, who is currently out of the country, and more than a dozen other officials at the institution are being investigated for alleged improprieties involving capital requirements for local banks and foreign-currency auctions overseen by the central bank, said a government spokesman and a member of the parliamentary committee probing the charges.

    The government spokesman Ali al-Mussawi said the council of ministers on Tuesday named Abdul-Baset Turki, the head of the Supreme Audit Board, as an interim central bank governor after a court ruling ordered the removal of Mr. Shabibi from his post to face the charges. A spokesman for Iraq's judiciary couldn't be reached for comment and several attempts to contact Mr. Shabibi by telephone were unsuccessful.

    The manner of Mr. Shabibi's dismissal was viewed by many as another move by Prime Minister Nouri al-Maliki to consolidate his powers. Mr. Maliki, who already controls the country's military and security forces, has been consistently accused by his political opponents of laying the foundations for a new dictatorship in Iraq. He has sparred on several occasions in the past with Mr. Shabibi over the limits and scope of the central bank's independence. Under the current Iraqi constitution the central bank is one of four "financially and administratively independent institutions" regulated by law.

    "This is another sign that things are not going in the right direction and that politics is affecting everything," said Mahmoud Othman, a senior parliament member from the Kurdish bloc.

    Bassem Antoine, an Iraqi economist, said the ouster of Mr. Shabibi was motivated by Mr. Maliki's desire to exercise more control over the bank's reserves, estimated to reach $63 billion this year.

    "This is bad for Iraq's reputation," Mr. Antoine said.

    But Haitham al-Jubouri, a lawmaker from Mr. Maliki's coalition and member of the committee that has been investigating the central bank's activities for months, defended the move.

    Mr. Jubouri said his committee was troubled by the central bank's contradictory and inconsistent rulings regarding capital requirements for local financial institutions. The committee also uncovered alleged fraud and money laundering in the central bank's auctions to sell foreign currency to Iraqi importers, according to Mr. Jubouri. He said in the first eight months of 2012 the bank sold nearly $27 billion in hard currency for import purposes, but only $4.5 billion in products actually came into the country during the same period.

    The Iraqi dinar, which currently trades at around 1,200 to the dollar, fell as low as 1,280 earlier this year amid allegations that neighboring Iran and Syria, both subject to international sanctions that restrict their access to hard currency, were using local fronts to participate in the Iraqi central bank's auctions.

    In an interview with The Wall Street Journal at the end of May, Mr. Shabibi said he was facing difficulties launching a redenomination of the Iraqi dinar due to government objections.

    "There were some reservations by some colleagues and the council of ministers said that we should hold off," said at the time the soft-spoken Mr. Shabibi, who hails from a prominent Baghdadi Shiite merchant family.

    He became central bank chief shortly after the U.S.-led invasion of Iraq in 2003. Previously he worked for 21 years as senior economist with the United Nations Conference on Trade and Development.
