Announced Planning Minister Salman Jumaili, Thursday, starting work strategy to develop the private sector in 2030, pointing out that the strategy gives the private sector role as president of the partnership with the public sector to implement projects and then move on to the decentralized management of the economy.

He said Sullivan, speaking during a meeting with a delegation representing Iraqi private banks association that Iraq witnessed in this regard developed rapidly and significantly over a short period not exceeding two years, never seen any country of another region.

During the meeting discussed mechanisms for Iraqi banks accounts in American banks to facilitate Iraq's foreign trade in addition to opening up to the wider world.


Ysharali Iraqi private banks Association has trained more than 100 of the angels working in Iraqi banks in the fight against money laundering and terrorist financing and compliance with international standards during the past alashahralklilh.

With Sullivan coming out and saying Iraq has developed "rapidly and significantly" over a short period of time gives us an indication of the measures the CBI has taken that we don't normally see in articles.


FATF (Financial Action Task Force) was formed during the 80's at a G7 Summit and was asked to come up with initiatives to combat money laundering and after the Sept 11 attacks they were asked to incluide terrorism financing as well.


There are currently 35 member jurisdictions, including the U.S, China, Germany etc and 2 regional orginazations, the EU and Gulf Co-Operation Council

What I see in this article is that the U.S Treasury is wanting Iraq's banking industry to step up and achieve the standards that are accepted by the FATF.


We are seeing that through training programs with orginizations like ACAMS (Association of Money Laundering Specialists) which the Iraqi Banking Sector completed it's 2nd training seminar back in August of 2016 which was a 5 day session that included 23 represenitives from 16 government and privates banks as well as money transfer companies.

Couple this with all the training KPMG has been involved with and as Sullivan states, they are making great strides. Now obviously the CBI auctions have been called into question but we also see the CBI taking action against those Banks/individuals who are violating the "check and verify" policy


To show the importance that the advancement of the banking sector is not just limited to the AML, economist and banker Samir Nasiri said that the reason for the lack of implementation of the economic strategy to visualize the lack of a clear implementation, stressing that there are significant challenges facing the banking sector in Iraq after the financial and security crisis in the country.


So again while the monetary (CBI) and economic (GOI) reforms are somewhat seperate, they do run parallel and one can not out run or slow the other.
