    This is Sadr's coalition agreeing with Abadi on moving forward - the big reason I see this as "fiscally important" is it could be tied to UN/IMF support on any "reintegration" into the world economies. They need that support - I am of the opinion their support has something to do with national unity and dropping the "tribal war" attitude.
