U.s. efforts to rebuild Iraq's South investment opportunities map

    Wednesday 16 November 2016-07:08 pm

The legal adviser confirmed the U.S. Department of Commerce, the Department alabosi mais Abbas initiated the establishment of workshops and meetings

with representatives from southern Iraq investment bodies and urged the need to develop a plan that takes into consideration the needs of priority projects

and to view as investment opportunities.

Alabosi said in a statement to radio Marbad to Basrah, Missan, Thiqar and Muthana and despite her quest to build airports and hotels and modern bridges,

but it is necessary to adopt specific standards plans to showcase their projects as investment opportunities, noting that those standards should be need maintenance

and geographic area, and that's not one clone plans for other County plans.

Alabosi explained that the US Department of Commerce currently giving assistance to southern Iraq in General and in Basra in particular on the economic side by reviewing previous years

investment project plans and develop effective solutions that will attract foreign investors, even if it comes to rework a number of laws in terms of legal and financial conditions.

    MadDScout says(6:52 PM):
This looks like they are saying the needs of each area need to be taken into consideration

    ABNewsflash says(6:52 PM):
rework a number of laws in terms of legal and financial conditions

    MadDScout says(6:53 PM):
    As to investment allocation
    MadDScout says(6:53 PM):
    Bobby do you get that?
    MadDScout says(6:53 PM):
    Andrew?
    MadDScout says(6:53 PM):
    Not a cookie cutter approach

    1bobby says(6:54 PM):
Anytime we see the U.S Department of Commerce involved in the undertaking of Iraq, it spells good times ahead. The law's are not working. Now will the powers be given to the Provinces to work within their own investment opportunities? I hope so
    1bobby says(6:54 PM):
Outside investors would still want the protections of a Federal Law

    MadDScout says(6:55 PM):
    Indeed

    SRW says to MadDScout(6:55 PM):
    ?
    1bobby says(6:56 PM):
While elements of that are in place, it still needs work. This approach by the US Dept of Commerce will reach throughout Iraq as stability takes plave
    MadDScout says(6:56 PM):

I asked this question for this reason. Do you think Parliament will pass these laws in a timely manner?
    MadDScout says to SRW(6:58 PM):
I say they have lots of reason to do it in a timely manner

    1bobby says to SRW(6:58 PM):
I think Parliament has em teed up. Now will they pass in a timely manner? We will know their actions on the 26th. Everything seems to be falling into place during this recess

    MadDScout says to SRW(6:58 PM):
The approach of the parliament has been that there is need and importance behind getting these things done in a time sensative way

    1bobby says to SRW(6:59 PM):
The political atmosphere seems a lot more clear withing the verbage of some articles

    November 14, 2016 | 22:50

The Commission on the economy and investment representative, said on Monday that the tariff revenue accounted for 5% of the state treasury, and the province is committed to the application.
The committee member said Harith al-Harthy, that "the government has to activate the tariffs in an attempt to bring an alternative to the oil and the money collected from the tariff was in the past constitutes 5% of the state treasury financial revenue."

    ABNewsflash says(7:05 PM):

He said Al-Harthy, that "regrettably the Kurdistan region is committed to the application of the tariff in addition to the western ports with Syria and Jordan does not apply because of the security situation, and therefore Iraq is losing financial revenue."
He continued, "The customs tariff is applied in the southern region of Iraq, especially Basra Voiradt Alcomerk at the moment only those collected from the province."

    MadDScout says(7:05 PM):
    Non-oil revenue

    ABNewsflash says(7:05 PM):
One of the IMF mandates = need to diversify, loss of state treasury revenue cause of the low prices of oil.

    MadDScout says(7:06 PM):
They are also talking about a more even distribution of the laws in place

    1bobby says(7:07 PM):
Once stability takes place, tariff's will take place throughout Iraq. We saw articles today that enforce that

Economist: reducing government expenditures on goods would reduce the deficit
    Economy News / Continue ...

Said economic expert on behalf of Antoine, Wednesday, that the decision of Prime Minister Haider al-Abadi reducing government expenditures on goods and services will reduce the budget deficit in 2017.

Antoine said in a press statement, that "the step of Prime Minister Haider al-Abadi reducing government expenditures on goods and services considered to reduce the proportion of the deficit in the current budget and shrinking purchasing power.

"The private sector has become today in the unenviable position and does not have a surplus to distract them," noting that "the government is the sole financier."

The Prime Minister Haider al-Abadi said, on Tuesday, reducing government expenditures on goods and services increased by 90% compared to the previous Balmozanat.

Even the ISF stated today that after the liberation of Mosul, they will re-work their capabilities to secure the borders which will allow a more controlled tariff procedure

    MadDScout says to 1bobby(7:09 PM):
    Yes
    MadDScout says to 1bobby(7:09 PM):
    Concerning this report
    MadDScout says to 1bobby(7:10 PM):
It seems they are saying here that since 2013 ther has been an uptick in the demand for goods and services, and they are going to reduce this by (an unknown amount) and are saying that this is going to involve the private sector as well. <<< This last part is my take...

    MadDScout says(7:10 PM):
This is important because it will help in reducing the deficit which will help the overall value of the Dinar, which we have seen in reports this week.

    MadDScout says(7:10 PM):
The reduction of the cost of the dollar, and at a time when the dollar is at a 9 month high.
    Today is 1190 or 130,000 per $100

    1bobby says(7:11 PM):
I agree. This also says that the Private Sector will begin to absorb some of these expenditures that the GOI will no longer supply. Another words, let the private sector supply some of these services
    1bobby says(7:12 PM):
    expenditures as in services
    SRW says to MadDScout(7:12 PM):
    ?
    MadDScout says(7:12 PM):
So this is going to reduce the deficit and help their overall worth

Yes private sector is going to help with this reduction

The article that Rcookie brought in about terrorism increased the debt of Iraq's GDP by 17 percent is huge. What is more freightening is terrorism has increased by 650 percent globally is terrible. What can Iraq do to solve this debt problem about terrorism?
    1bobby says to SRW(7:17 PM):
The liberation of Mosul will go a long way in helping. The daily expenditures on the liberations are unreal!
    MadDScout says to SRW(7:17 PM):
A step toward that would be the finalizing of Mosul
    1bobby says to SRW(7:17 PM):
Now once Mosul is liberated will that rid Iraq of terrorism? No
    1bobby says to SRW(7:18 PM):
But that will be incumbent of the local security forces to maintain order in villages and provinces
    MadDScout says to SRW(7:18 PM):
This right now, including the International help they are getting is about the only course for the moment
    MadDScout says to SRW(7:18 PM):
I am sure heads somewhere are sitting in a room trying to shorten this process
    MadDScout says to 1bobby(7:20 PM):
They have already started creating new police forces to do the ongoing physical security
    SRW says to MadDScout(7:20 PM):
That article is a reminder to all of us that terrorism is a major factor for all the globe. Thankyou..
    MadDScout says to SRW(7:20 PM):

The European Union calls on the Iraqi authorities to expedite the application of the General Amnesty Law

    Wednesday 16-11-2016 | 9:33:53

    Twilight News /

European Union reiterated on Wednesday his support for Iraq in the war being waged against al Daesh, while praised what he called unity "unprecedented" under the military command in the battle

The federation said in a statement responded to the Twilight News, "The start of the offensive in Mosul is an important start to the long journey to liberate the lands wronged by Daesh and bring order and peace to the land,

which tested the violence and despair at the hands of this terrorist organization."

    MadDScout says(7:49 PM):
The statement added that "the EU stands with Iraqis at this critical time and pays tribute to the courage and sacrifices of all Iraqis, especially those who have taken an active role in the fight against Daesh."

    1bobby says(7:52 PM):
So as we see the Reconciliation process is a big deal not only to Iraq and it's people, but to any country outside of Iraq. This will provide political and social stability for years to come. The hang up I see, and still holds true in the Amnesty Law, is that some relics of the Ba'th Party and or those involved in terrorism, are still around and that scares the heck out of the Sunni's, Kurds and even some Shia. I do believe with Hakim leading the way we will see more progress on this in the near future. Is it the one thing that will trigger a change in value of the IQD? No but what it is, is a part of the foundation of cooperation between all Political Parties in Iraq which in turn will give confidence to the people of Iraq and the rest of the world that Iraq is ready to enter the International Community. The movement on this as of late is amazing

    As to the Baath party

Fedayeen Saddam point of contention in passing the law of accountability and national reconciliation

    2016-11-14 01:29:00 | (Voice of Iraq) - Baghdad

Accountability Commission and national reconciliation parliamentary announced that the clause granting rights prior to the elements for (Fedayeen Saddam) is the cause of the dispute over the lack of legislation , the Justice and Accountability Act until now, noting that the law is still in committee, and expected width amendments to the Act on the House of Representatives during the next two weeks.

    MadDScout says(7:54 PM):
Committee Chairman Hisham al - Suhail in a press statement, said on Sunday that "differences on this law many, not few, noting that the fundamental law in this case is within the Commission itself."

He said Suhail said , " the committee members in a continuous transition between the other committees that causes us to discuss amendments to the law from the beginning to the lack of follow - up by the new members", criticizing the political blocs that talk about "interests in the project accountability and justice law, but is not represented in this committee, but they shun them and hear their statements only in the media. "

    MadDScout says(7:54 PM):
He said al - Suhail, that " the law is still on the committee that did not hold a meeting during the last term because of the holidays and always irregular in the Council which led to the crash until now, noting that there is a problem of so - called" Fedayeen Saddam "that leads amendment to give them salaries except security leaders , according to the statement from the executive branch. "

For his part, predicted committee member Amer Khuzaie show "amendments to the law on the House of Representatives during the next two weeks."

    MadDScout says(7:55 PM):
He pointed Khuzai, that " the dispute , which is still stuck so far is the paragraph" Fedayeen Saddam ", where the team calls for granting them privileges on the grounds that there are students and staff went forcibly to this configuration, there must be a difference between those who were forced to belong to this formation and he went voluntarily, and committed a crime and of them only to be under the umbrella of this name , "stressing that" the discussions going on in the characterization of this formation and belonged to him. "

    MadDScout says(7:56 PM):
The committee announced earlier yesterday that the parliament will begin the second reading next Tuesday for a draft amendment to the Justice and Accountability Act and is not a vote on the amendment.

And (Fedayeen Saddam) is a militia of the Baath Party of former Iraqi President Saddam Hussein, this was not part of the militia , the Iraqi army but are linked directly to the Presidency, and the leaders follow the orders of Saddam 's son Uday by the supervisor of these forces.
