    Preamble

    The Republic of Iraq and the United States of America:

Reaffirming once again that such a long - term relationship in the economic, diplomatic, cultural and security fields that will contribute to the strengthening and development of democracy in Iraq, and would also secure by Iraq to assume full responsibility for security, and the safety of its people and preserve the peace in Iraq and between countries in the region,

    They have agreed as follows:

    Section I: Principles
    of Cooperation

    These agreement on a number of general principles for drawing the future relationship between the two countries in accordance with the course of the following:

In this regard , the United States should make every effort to work through the democratically elected government of Iraq in order to :

    1. supporting and strengthening democracy and democratic institutions in Iraq that have been identified and established in the constitution, and in doing so, enhance the ability of Iraq to protect those institutions from both internal and external threats.

    2. Support and strengthen Iraq 's position in the regional and international organizations and institutions even play a positive and constructive role in the international community.

    3. Support the Government of Iraq 's efforts in establishing positive relations with the countries of the region based on mutual respect and the principles of non - intervention, and the dialogue positive among nations, and the peaceful resolution of disputes, including matters arising from the previous regime 's practices that are still damaging to Iraq, without the use of force or violence, so as to enhance the security and stability of the region and the welfare of their people.

    Section III: defense and security cooperation

    Order to strengthen security and stability in Iraq, thus contributing to the peace and stability of the international, and enhance the ability of the Republic of Iraq to deter all threats against its sovereignty, security and territorial integrity, the parties continue to work on the development of close cooperation relations with regard to arrangements for defense and security , without prejudice to Iraqi sovereignty over its territory and waters and airspace.     3. Promote the development of future leaders in Iraq through exchanges, training and fellowship programs, such as the Fulbright Programme, the International Visitor Leadership Program (IVLP), in areas including science, engineering, medicine, information technology and communications , public administration and strategic planning.

    4. Promote and facilitate the process of applying for US visas consistent with US laws and procedures, in order to activate the participation of qualified Iraqi individuals in scientific, educational and cultural activities.

    5. Encourage Iraq 's efforts in the field of social welfare and human rights.

    6. encourage the efforts of Iraqi and contributions to the international efforts exerted to preserve Iraq 's cultural heritage, and the protection of monuments, rehabilitation of Iraqi museums, and help Iraq restore and renovate its effects smuggled through projects such as the Future of Babylon, and the actions taken under the US emergency protection of Iraqi cultural relics law 2004.

    SECTION V: Cooperation in
    the fields of economy, energy

    14. Encourage increased Iraqi agricultural exports, including through participation in the formulation of policies, and to encourage Iraqis to educate exporters on the US regulations in the field of health and safety.

    Section VI: Health and environmental cooperation

    In order to improve the health of the citizens of Iraq, and to protect and improve the natural environment unique historic land of Mesopotamia, the parties agree to cooperate in order to :

    Section VII: Cooperation in
    the field of information and communication technology

    3. encourage active Iraqi participation in the meetings and initiatives IGF, including the upcoming international meetings.

    Section VIII: Cooperation in
    the field of law enforcement and the judiciary

    Parties agree to cooperate in order to :

    1.dam develop integration and security of the Iraqi criminal justice system, including police, courts and prisons.

    2. exchange of ideas and best practices related to judicial capacity building and training, including continuing professional development for each of the judges, judicial investigators and members of the judicial system security and administrative personnel courts activities.

    3. strengthen ties between law enforcement agencies and the judicial system to combat corruption and common transnational criminal threats states, such as terrorism, trafficking in persons, organized crime, drugs, and money laundering, and smuggling of antiquities, and computer crimes.

    Section IX: Joint Committees

    Section X: Implementing Agreements and Arrangements

    The parties may conclude further agreements or arrangements, as necessary and appropriate, to implement this agreement.

    1. This Agreement shall enter into force on the first of January 2009, after an exchange of diplomatic notes confirming the completion of the necessary actions of the parties to implement this agreement under the relevant window in both countries constitutional procedures.

    2. This Agreement shall remain in force unless either party provides written notice to the other party intent to terminate this Agreement. The termination shall be effective one year after the date of such notification.

    3. This Agreement may be modified by mutual consent in writing and in accordance with the constitutional procedures in force in the two countries.
