Legal representative: Government is not entitled to make adjustments to the budget after approval

Baghdad, February 29 (Rn) - The Parliamentary Legal Committee, Wednesday, the inadmissibility of the introduction of any amendments to the federal budget by the Iraqi government after the Federal approval last Thursday in the Iraqi Council of Representatives, stating that any amendment of silence against the law.

And approved the Iraqi government in its emergency meeting in (05/12/2011) budget in 2012 by $ 100 billion (about 117 trillion Iraqi dinars) and a deficit of up to $ 13.5 billion (about 17 trillion dinars).

As approved by the Iraqi Council of Representatives on 23 this month after he held a number of changes which raise the most prominent social benefits.

Announced the government spokesman, Ali al-Dabbagh on Monday that the Cabinet will work to change some of the items in the budget that have been modified by the House of Representatives to be consistent with the contexts of legal and constitutional, and that the Council of Ministers is keen on constitutional contexts that govern the work of state institutions and authorities and powers.

The Iraqi Council of Representatives has approved on 23 this month, the budget in 2012 after being held by a number of changes, notably raising the social benefits worth $ 100 billion.

A member of the Committee Mohsen Saadoun, told the Kurdish news agency (Rn), "The Council of Ministers is not entitled to make changes to any law voted by the House, including the budget bill, but it is their right by law to send to the House proposal to amend the law."

The Sadoun that "change direct to the clauses of laws voted in by the House of Representatives is a violation of legal and constitutional as well."

The protesting citizens on an ongoing basis on the lack of basic services that have not been able to successive Iraqi governments have provided despite the passage of nearly nine years to overthrow the former regime.

And ensure the activation of the budget in 2012 granting financial loans to citizens for the purposes of housing and farmers without financial benefits which may make them a way to find real solutions to the housing crisis and revitalize the agricultural sector.
