House of Representatives began the formation of an ad hoc committee of constitutional amendments, despite the failure of similar committees in accomplishing its tasks after nearly 10 years on the approval of the permanent Iraqi constitution. Congress acknowledged the difficulty of the Commission's work, stressing that the core issues in the Iraqi constitution need a consensus can not be difficult to expect in such circumstances experienced by Iraq. He predicted that the new House of Representatives Committee is facing a similar fate to the one who faced the committees formed for the same purpose. He called on House Speaker Saleem al-Jubouri, presided over the session on Monday, the parliamentary blocs to nominate he described as "appropriate" for the formation of a committee to consider re-writing the constitution to provide paragraphs adjustable.
States (Article 142) of the Constitution reads as follows:
First - the House of Representatives forms at the beginning of its work a committee of its members representing the components of the main Iraqi society, its mission to report to the House of Representatives, within a period not to exceed four months, includes the recommendation of the necessary amendments that could be made to the Constitution, and replace the Commission after the decision on its proposals.
Second, the proposed amendments presented by the Commission and one on the House of Representatives for a vote batch is approved with the agreement of the absolute majority of the members of the Council.
Third: The articles amended by the House of Representatives and as stated in item (ii) of this article on the people for a referendum on them, within a period not exceeding two months from the date of approval of the amendment in the House of Representatives.
Fourth: The referendum on the amended materials, successful approval of the majority of voters, and if not rejected by two-thirds of voters in three or more governorates.
Fifth: The exception contained in this article of the provisions of Article (126) concerning the amendment of the Constitution, until the completion of the decision on the amendments set forth in this article.
The leader of the Supreme Council Hamoudi presided over the work of the constitutional amendments completed its work, during the previous session, but political differences have prevented the amendments put to a referendum.
MP says Imad John, Rapporteur of the Presidency of the Council of Representatives, said that "the demonstrators religious authority and political blocs have become demanding conduct of some articles of the Constitution constitutional amendments," pointing out that "the Presidency of the House of Representatives called for the formation of a new parliamentary committee to rework some of the paragraphs."
John admitted, in an interview (range), to "having difficulty in amending some provisions of the articles of the Constitution in light of the circumstances that surround Iraq," he expected that the parliamentary committee is facing difficulties because of work need a political consensus.

In turn, says MP Hassan Turan, a member of the legal committee, said that "Parliament drawer in parliamentary sessions, and according to Article 142 of the Constitution, which require him to form a committee to make some constitutional amendments and display it in a referendum."
