Barzani calls for snap presidential elections in Iraqi Kurdistan, blames opposition

ERBIL-Hewler, Kurdistan region ‘Iraq’,— Iraqi Kurdistan Region President, Massoud Barzani, has called for snap presidential elections in case no political consensus on presidency is concluded in the autonomous Kurdish region. Barzani lashed out at his opponents and crises are threatening the region and said an election should decide the new president of the region if political parties fail to make accord.

Barzani in a statement on Sunday stressed the necessity of conducting a referendum on the political system in Kurdistan. Those who are seeking to change the region’s political system are trying to achieve their own interests.” Barzani said

He said the June 23, 2015 meeting between the Kurdistan’s political parties that his Kurdistan Democratic Party KDP party boycotted was an imposition of wills and destroying the accord itself.

Barzani expressed his grave opposition to dividing the Kurdish region and added that he would not allow the region’s division. He said his recent visits to the U.S. and some European states increased hopes for the region’s independence from Iraq but the current crisis is a threat to the goal.

He ultimately said the region’s political system is parliamentary but stated that it is better to elect the region’s president through election.

According to the constitution, the political system is parliamentary and there may be different views on the elections of a president, he said. “I propose settling the presidency issue through the people; not all of them are partisans,” Barzani noted.

He also urged the political parties and parliamentary blocs to reach a political consensus for the good of the region and the people, otherwise snap elections is the alternative.

Barzani statement has been criticized by Kurdish MPs in Kurdistan Parliament, some said that Barzani is “acting like former Libyan leader Muammar Gaddafi or ex-Egypt’s president Hosni Mubarak.”, NRT reported.

Earlier Sunday, the legal committee at the Kurdistan parliament submitted a draft bill on amending the presidency law to the parliament.

The presidency issue has raised controversy recently as Barzani’s Kurdistan Democratic Party called for extending his term for two years, and in the meantime it voiced support to the parliamentary system there.

Iraqi Kurdistan Parliament’s Speaker will take over the Kurdish region’s presidency after Masoud Barzani’s current term ends on August 20, a Kurdish MP Talar Latif said Speaker Yousif Mohammed would become interim president and sign laws until Barzani’s replacement is chosen”

The 68-year-old leader Massoud Barzani will have served 10 years as president when his current term ends on August 19, 2015. Political discussions have been taken place for some time about whether or not to renew his mandate.

“If it were a stable democratic system, they would just vote him out of office. But it’s not,” said Kirk Sowell, a Jordan-based political risk analyst who is the publisher of the biweekly newsletter Inside Iraqi Politics.

Barzani and his clan hold several key positions that give him control, for example, of the intelligence service and key media outlets.

Former leading council member of the Kurdistan Democratic Party KDP and Massoud Barzani’s cousin, Adham Barzani, stated last March that extending Massoud Barzani’s presidential term is against the laws and regulations of Kurdistan region. Adham Barzani critised other senior members of KDP for obeying whatever the leader says and not having their own opinion on any decision; added this will create a dictatorship.

Massoud Barzani has led Kurdistan region as president from 2005 for two executive terms and his last term was extended in 2013 by ruling KDP and PUK for two more years on the condition that he can no longer run as president.

The political risk analyst Kirk Sowell said earlier this month “If it were a stable democratic system, they would just vote him out of office. But it’s not,”
