    Kurdistan bond sale delayed by Iraqi doubts

    Headlines suggesting the sale could be complicated by Iraqi claims that Kurdistan should not be able to issue debt have further raised concerns among investors.

    Within Kurdistan, dissent is also growing more voluble from those who argue the region is in the midst of a financial crisis and should not begin borrowing on international markets until it has reformed its economy.

    Iraq’s Kurdistan Regional Government is expected to pay 11-12 per cent a year to borrow money for five years.

    The rate suggests investors view the breakaway region as one of the riskiest borrowers in international markets.

    Iraq’s longer-dated, 2028 dollar bonds trade at a yield of just over 8 per cent while junk-rated Ecuador recently borrowed over five years at 10.5 per cent, the same rate as quasi-sovereign borrower the Province of Buenos Aires.

    Kurdistan faces a higher rate in part due to its complicated relationship with Iraq.

    The region, which sits on top of some of the world’s largest untapped oil reserves, is locked in a dispute with

    Baghdad over rights to its resources and a share of the national budget.

    The proceeds of the debt are only permitted to fund infrastructure development. But debts with local banks and business are mounting and it now faces a growing bill for unpaid oil company services, public sector wages and security operations as its peshmerga forces fight the Islamic State of Iraq and the Levant (known as Isis).

    “With [at least] $10bn in debt, MPs are wondering where the money would come from to repay a further several billion,” said Shwan Zulal, a Kurdistan and Iraq oil industry consultant.

    “The financial situation in Kurdistan has deteriorated. The KRG has not been paid what it feels it deserves by Baghdad, the security situation has gotten worse, the dinar devaluation is adding to the country’s problems.”

    Kurdistan told investors it could meet debt repayments by selling oil independently of Iraq’s official marketing body if it was not paid its share of the national budget by Iraq.

    But some questioned the legalities surrounding such trades and wondered if the country would resort to using the proceeds from the debt to fund other commitments aside from infrastructure.

    Anthony Simond at Aberdeen Asset Management said “given the fundamental and legal challenges”, the region would not be suitable for mainstream emering market portfolios.

    “It’s a difficult environment to issue debt if you are a new issuer and an oil-exporter,” said David Hauner, strategist at Bank of America Merrill Lynch. “Investor risk appetite is limited.”

    KRG representatives did not immediately respond to a request for comment.
