    18 terrorists killed, 13 dens destroyed in al-Karma, says Ministry of Defense

    (IraqiNews.com) Baghdad – The Ministry of Defense announced the killing of 18 terrorists and the destruction of two wheels bombs and 13 terrorist dens in the district of al-Karma east of Ramadi.

    The Ministry of Defense said in a statement received by IraqiNews.com, “The security forces have killed 18 terrorists, as well as the destruction of four wheels and killed its occupants, within Fajr al-Karma Operations.”

    “The forces destroyed two Hummer vehicles bombs, killing its occupants,” indicating to “the destruction of 13 nests of terrorism and dismantling two booby trapped houses and three explosive devices,” the ministry added.

    The Ministry of Defense explained, “The Army Aviation and Air Force, in addition to the international coalition had a heroic role in these operations.”

    Coalition strike kills, wounds 16 ISIS elements in al-Hawija District

    (IraqiNews.com) Kirkuk – On Tuesday, a security source in Kirkuk province revealed, that 16 ISIS elements have been either killed or injured in an aerial bombing by the international coalition in the district of al-Hawija in southwest of the province.

    The source told IraqiNews.com, “Today, warplanes of the international coalition have shelled sites for the ISIS militants in the areas of al-Rashad and al-RIyad in the district of al-Hawija,” noting that, “The targeted sites included five tactical sites and a number of security checkpoints.”

    “The shelling resulted in killing 8 ISIS elements and injuring 8 others,” the source added.

    Iraqi Air Force carries out intensive air strike on ISIS in west of Ramadi

    (IraqiNews.com) Anbar – On Tuesday, a security source in Anbar province said, that the Iraqi Air Force has carried out intensive air strikes against ISIS sites in Heet District.

    The source told IraqiNews.com, “The army’s air force intensified its air strikes and shelled a number of sites belonging to ISIS militants in the area of al-Doulab in the district of Heet,” pointing out that, “The air strikes inflicted big losses in lives and equipment upon ISIS ranks.”

    The district of Heet is located 70 km west of Ramadi.

    UPDATE 1-Iraq slashes oil output targets to 'more realistic' levels

    LONDON, June 9 (Reuters) - Iraq on Tuesday again reduced its ambitious oil output growth targets, saying it would raise production by almost 60 percent by 2020 at best in an indication OPEC's second-largest producer was bringing its aspirations in line with lower oil prices.

    Baghdad has previously promised to more than triple output to become the world's top producer with 12 million barrels per day (bpd) of production capacity after signing contracts with global oil majors at the turn of the decade.

    It has since managed to boost its production and exports to record high levels, overtaking Iran as OPEC's traditionally second-largest producer behind Saudi Arabia.

    But Iraq has also repeatedly revised the target due to delayed investments, red tape, infrastructure bottlenecks and a fight against Islamist militants.

    On Tuesday, Falah Alamri, head of Iraq's State Oil Marketing Organisation (SOMO), told an industry conference in London the country was now aspiring to produce 5.5-6.0 million bpd by 2020, up from the current 3.8 million bpd and down from the previously target of 8.4-9.0 million bpd.

    The lower production target follows a slump in crude oil prices that has slashed government revenues and forced Baghdad to renegotiate contracts with oil majors.

    Oil executives from foreign companies working in Iraq and attending the conference welcomed the move.

    "I was pleasantly surprised... We believe it is a more realistic target," said Gati al-Jebouri, senior vice president from Lukoil Overseas.

    LUKOIL operates the West Qurna Two field in Iraq, which currently produces around 402,000 bpd.

    Baghdad has asked oil majors such as LUKOIL, BP , Royal Dutch Shell , ExxonMobil and Eni to revise development plans by considering postponing new projects and delaying already committed investments.

    That could lead to slower production growth, oil executives say. Oil prices have almost halved from $115 a barrel a year ago on ample global supplies. Alamri said prices were not expected to return to similar levels any time soon.

    "It seems that the price will maintain its current trend between $50 to $70 a barrel for at least the next two years unless there is a drastic cut in oil production, particularly shale oil, or due to a sudden disruption in the oil supply due to geopolitical events," said Alamri, also Iraq's OPEC governor.



    KURDISH PROBLEMS

    Iraq's overall future production will depend on how oil majors develop fields in the south and how quickly Iraq's semi-autonomous Kurdish region ramps up output in the north.

    Baghdad and Arbil have repeatedly clashed since signing a new oil supply deal in December with the Kurdish regional government saying Baghdad is not paying up, and the federal government saying the Kurds are not pumping the agreed volumes.

    Just days before the conference, the deal had appeared to unravel as Arbil stopped transferring oil to SOMO's tanks in the Turkish port of Ceyhan. But flows resumed several days later and the two sides have blamed technical difficulties for the delays.

    "On the ground level, we see no problems, only technical problems sometimes," said Kurdish Oil Minister Ashti Hawrami. He said his region remained committed to the deal with the Baghdad government even thought it has so far received only 35 percent of the previously promised payments.

    He added that he expected the capacity of the main exporting Kurdish northern pipeline to rise to 1 million bpd in the next 6-8 months from around 650,000 bpd now.

    Alamri stressed on his part that he wanted to see more regular crude flows to avoid shipping disruptions.

    UPDATE 2-Iraq recaptures some grain silos seized by Islamic State

    LONDON, June 9 ( Reuters ) - Iraq has re-taken control of some grain silos previously seized by Islamic State, but most of the grain held cannot be used as militants aim to destroy sites when retreating, a senior grain official said on Tuesday.

    Islamic State, the breakaway al Qaeda group, which declared an Islamic caliphate across parts of Syria and Iraq last summer, has seized fertile areas and controls territory that normally produces significant quantities of Iraq's wheat crop.

    Saad al Hamdinee, general manager, Grain Board of Iraq, told Reuters the Iraqi government had taken control of grain facilities in areas including the town of al-Alam, which produced 60,000 tonnes, and a site in the northern Iraqi city of Samarra, which produced around 120,000 tonnes of grain.

    "When the terrorists leave any area they try to destroy the infrastructure there," he said on the sidelines of a grains conference in London.
    "All the wheat in the silos - we could not make any use of it because they are destroyed," he said via a translator.

    Hamdinee said Iraqi authorities aimed to salvage facilities whenever it was possible.
    "For example a silo in Tikrit has been destroyed in a way we can't rebuild it again," he said.

    Al-Alam is close to Tikrit, which was the home city of executed former president Saddam Hussein.

    Hamdinee had no data on the total amount of grain Islamic State had under its control.

    "We have several provinces that are beyond the control of the government under the control of a terrorist organisation. We shall take over them," he said.

    WHEAT PRODUCTION

    He said Iraq expects to produce 3.5 million tonnes of wheat this year as the country attempts to boost output.

    "This year in particular our expectation of local production of wheat is 3.5 million tonnes," Hamdinee told the International Grains Council (IGC) conference.

    He said this was "in accordance to our plans put in place over the last two years."

    Hamdinee said Iraq still expected to import 1 million tonnes of wheat this year, in line with the previous year, which will be blended with domestic production.

    "We need to import because the bread they use to bake in Iraq needs high gluten. Our wheat is low gluten," he said.

    The IGC has forecast Iraq's wheat imports in the 2015-16 season at 3.4 million tonnes, versus 2.7 million in 2014-15. The IGC forecast wheat production at 2.0 million tonnes in 2015/16 versus 3.0 million in 2014-15.

    The U.S. Department of Agriculture (USDA) put consumption at 6.3 million tonnes in 2015/16, down slightly from 6.5 million in 2014/15.

    Hamdinee said its production numbers did not "represent all provinces of Iraq" due to the control of areas by Islamic State.

    "When we re-control these areas, the figures will be up," he said.

    Hamdinee said Iraq's grain board normally imported wheat from the United States, Australia, Canada, Russia and Romania, while it imported rice from South America, the United States, India, Pakistan and Thailand.

    WASHINGTON - President Barack Obama appears poised to approve the deployment of hundreds more US training personnel to Iraq, in a bid to reverse gains by the Islamic State group.

    Officials said Obama is considering authorizing an increase of under 500 troops to boost the capacity of the Iraqi army and Sunni tribal fighters.

    "We are considering a range of options to accelerate the training and equipping of Iraqi security forces," National Security Council spokesman Alistair Baskey said.

    "Those options include sending additional trainers to Iraq."

    Recent Islamic State victories in Ramadi in Iraq and Syria's Palmyra have thrown into doubt Obama's strategy of depending on US airpower and Iraqi ground forces to win the war.

    But in response, the Pentagon has drawn up plans to augment an existing mission rather than forge a new approach.

    "We've determined it is better to train more Iraqi security forces," Pentagon spokesman Colonel Steven Warren said.

    "Because the forces we've trained are performing better than expected, we feel it's in everyone's interest to train more."

    The current US mission comprises roughly 3,000 advisers and trainers.

    A larger deployment could mean increasing the number of training sites from the four currently being used, one official said.

    The training effort would carry "a particular emphasis on the Sunnis," the official added.

    Until now, Baghdad has overseen the training of Sunni tribal fighters, who are likely to be key to victory in Ramadi and the surrounding Anbar province.

    Now, the Obama administration is looking at American troops directly training those Sunni volunteers.

    Weapons deliveries, however, would continue to flow through the Iraqi central government.

    Iraq's Sunni Muslim community has yet to join the fight against the self-proclaimed Islamic State in large numbers.

    Among Sunnis there is lingering distrust of the Shiite-led government in Baghdad, which IS fighters have sought to exploit.

    - No talk of spotters -

    Within the administration, there was said to have been no serious talk of sending forward air controllers to the front with Iraqi or Kurdish forces, or of dramatically expanding the American military presence.

    Republican lawmakers have blasted Obama over his approach to the conflict, with some hawks demanding a more aggressive stance that would include spotters on the ground to direct bombing raids and a larger-scale air war.

    But even the broader training mission may pose its own difficulties.

    Iraqi Prime Minister Haider al-Abadi's government has struggled to provide enough recruits for courses and ensuring units show up properly equipped, officials said.

    "We'd like to see... more Sunnis come into the pipeline and be trained," Warren said. "This is what we have urged Abadi to help solve."

    After meeting Abadi on Monday in Germany, Obama said the Iraqi side needed to show it could make use of extra help being offered by the United States and other members of the anti-Islamic State coalition.

    "All the countries in the international coalition are prepared to do more to train Iraq security forces if they feel that additional work is being taken advantage of," Obama said on the sidelines of the G7 summit.

    "And one of the things we're still seeing in Iraq is places where we have more training capacity than we have recruits."

    Obama said he was waiting for final plans to be presented by the Pentagon.

    US concerns about the Iraqi army's ability to absorb the training were highlighted by the absence of trainees at al-Asad air base in Anbar province, where several hundred American troops are stationed to help with combat instruction.

    The Pentagon said Baghdad had pulled out the trainees and redeployed them to help provide security for a religious pilgrimage.

    The US-led coalition has trained 8,920 Iraqi troops so far in basic combat skills and 2,601 are going through courses now.

    The US-trained troops have deployed to Samarra, north of Baghdad, to a front line in the north with Kurdish peshmerga forces, and in al-Karmah in Anbar province, Warren said.

    Other units that completed the training are at the ready for an eventual counterattack to retake the western city of Ramadi, which fell to IS jihadists on May 17.

    PENTAGON – The United States is to send more troops to Iraq, building on training capacity in the beleaguered country. It is a clear sign of change in US strategy against Islamic State (IS), after President Obama met with Iraqi Prime Minister Haider al-Abadi in Germany earlier this week.


    According to Associated Press, the White House has made plans to send several hundred more troops to Iraq to expand training of Iraqi forces in Anbar province to help Iraqis retake the provincial capital, Ramadi.


    The New York Times reports that Obama wants to send 400 additional troops to Iraq, while The Wall Street Journal has the figure at 500.


    The decision, which could be announced as soon as Wednesday, would increase the number of US training sites in Iraq from four to five and enable a larger number of Iraqis – mostly Sunni tribal volunteers, in this case – to join the fight against the IS insurgents.


    There are currently about 3,100 American troops in Iraq in training, advising, security and other support roles.


    Over the past year the US has trained approximately 9,000 Iraqi troops.


    On Monday Obama said that the US still lacks a “complete strategy” for training Iraqi forces.


    He also urged Iraq’s Shi’ite-dominated government to allow more Iraqi Sunnis to join the campaign against the violent militant group.

    BAGHDAD – The president of Iraq is expected to visit his Kurdistan Region counterpart in Erbil next week, and deliver a letter from the Iraqi Prime Minister to President Barzani. It explores the strained relationship between Erbil and Baghdad.


    President Fuad Masum is scheduled to visit the former Iraqi President Jalal Talabani in Sulaymaniyah Wednesday May 10th, and hold a meeting with the politburo of the Patriotic Union of Kurdistan (PUK).


    BasNews understands that he will then meet President Barzani on Saturday to discuss the current situation and deliver the letter from PM Haider al-Abadi.


    BasNews has learned that al-Abadi’s letter explains the challenges that Iraq is facing and the obstacles to improved relations between Erbil and Baghdad.


    Al-Abadi points out that he is not solely to blame for the disputes between the central and regional governments as there are other figures, associated with former PM Nuri al-Maliki, who are responsible for the crisis and the failure of the agreement.


    Despite the security crisis in Iraq, serious political and economic conflicts have broken out between the two sides as the Iraqi government has failed to send the KRG’s full share of the budget since January 2014. Erbil accuses Baghdad of violating agreements previously signed to halt the disputes. Baghdad in response accuses the KRG of failing to deliver on oil export commitments.


    Commenting on al-Abadi’s letter, Kurdish Member of the Iraqi Parliament Adil Nouri told BasNews that as the Iraqi Prime Minister is from the Shi’ite bloc, he must resolve the issues with his Shi’ite colleagues. “He cannot justify the current problems in this way.”


    MP Nouri also stated, “If the Kurds are actual co-partners in Iraq, then they have to have a role in ruling the country; and if al-Abadi is not able to handle the situation, he should hand it over.”

    ERBIL – The new UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator has called on the international community to give “urgent and generous contributions” to maintain vital supplies and services to the more than 8 million people requiring assistance within Iraq.


    Stephen O’Brien assumed his new role at the beginning of this month, and visited displaced people from Ramadi in Baghdad on Monday.


    He discussed the challenges of meeting the needs of the refugees and displaced in Iraq with Iraqi President Fuad Masum and Foreign Minister Ibrahim Al Jafaari.


    After visiting a camp for refugees from Syria and internally displaced people in Erbil on Tuesday, O’Brien said,


    “All the families I spoke with had heart-breaking stories of fear, flight, loss and grief. International humanitarian law obliges all those engaged in fighting to protect civilians during hostilities, including by refraining from targeting them.”


    He went on to describe the scale of the problem faced by agencies who have found themselves unable to cope with the demand.


    “Despite the very challenging security conditions, the United Nations and partners are delivering essential aid to people who depend on it for survival.

    “However, without urgent and generous contributions from the international community vital supplies and services will have to be cut.

    “We urgently need $497 million to provide shelter, food, water and other life-saving services over the coming six months.

    “This is the bare minimum to cover the most basic needs in Iraq. In actuality, the needs are far greater and we wish we could ask for and receive the full amount we need.”


    On Thursday 4th June the UN Office for Coordination of Humanitarian Affairs (OCHA) launched the the 2015 Iraq Humanitarian Response Plan in Belgium, alongside partnering agencies, to address the lack of life-saving assistance available to a group that has increased fourfold in the last 12 months.
