    BAGHDAD, May 24 (Reuters) - Iraqi forces regained ground from Islamic State militants in western Iraq on Sunday, advancing towards the city of Ramadi one week after it fell to the insurgents. A police major and a pro-government Sunni tribal fighter in the area said they had retaken the town of Husaiba al-Sharqiya, about 10 km east of Ramadi, with the help of Shi'ite paramilitaries.

    Shi'ite militias, Iraqi security forces and pro-government Sunni tribal fighters launched a counter-offensive on Saturday against the insurgents, who have pushed east towards a key military base after overruning Ramadi.

    "Today we regained control over Husaiba and are laying plans to make more advances to push back Daesh fighters further," said local tribal leader Amir al-Fahdawi, using an Arabic acronym for Islamic State, also known in English as ISIS or ISIL.

    "The morale of the fighters is high after the arrival of reinforcements and loads of ammunition".

    Planes were bombing Islamic State positions on the opposite bank of the Euphrates river, where the militants were launching mortars and sniper fire to prevent the pro-government forces advancing, Fahdawi and the police major said.

    The fall of Ramadi last Sunday was the biggest setback for Iraqi forces in almost a year and has cast doubt on the effectiveness of the U.S.-led strategy for fighting the Sunni militant group.

    A U.S.-led coalition is bombing Islamic State positions from the air after the group seized swathes of Iraq and Syria and proclaimed a caliphate last year to rule over all Muslims.

    Iraqi government forces and Iran-backed Shi'ite militia advanced against the Sunni militants north of Baghdad in the Tigris river valley earlier this year, recapturing former dictator Saddam Hussein's home city of Tikrit. But the insurgents responded by going on the offensive west of Baghdad in the valley of Iraq's other great river, the Euphrates.

    U.S. defense chief says Iraqi forces lacked will to fight Islamic State

    WASHINGTON, May 24 ( Reuters ) - U.S. Defense Secretary Ash Carter on Sunday said Iraqi forces showed no will to fight against Islamic State militants during the fall of Ramadi a week ago, and U.S. forces were trying to encourage them to engage more directly.

    "The Iraqi forces just showed no will to fight," Carter told CNN's "State of the Union" program. "They vastly outnumbered the opposing force and yet they withdrew from the site."

    Carter said the United States was continuing to provide air strikes and supply Iraqi forces with training and equipment. "If there comes a time when we need to change the kinds of support we're giving to the Iraqi forces, we'll make that recommendation."

    US Defence Secretary Ashton Carter has said the rout of Iraqi forces in the city of Ramadi showed they lacked the will to fight against Islamic State.

    Mr Carter told CNN's State of the Union the Iraqis "vastly outnumbered" the IS forces but chose to withdraw.
    Iraq's Prime Minister Haider al-Abadi said Mr Carter was "fed with the wrong information" and that Ramadi would be recaptured "within days".
    The Iraqi government has now deployed Shia militias to the area to try to halt the advance of IS.

    KRG oil shipment for April meets Baghdad quota

    ERBIL, Kurdistan Region – The Kurdistan Ministry of Natural Resources released monthly oil delivery figures on Saturday, reporting a total for April that would meet the amount agreed upon by the regional government to deliver to Baghdad.

    According to the release, the Kurdistan Regional Government (KRG)’s oil shipment for April met the required 550,000 barrels per day (bpd) that was stipulated in a Baghdad-Erbil oil budget agreement that was established in December.

    Based on the agreement for 2015, the federal government is required to send the KRG a 17 percent share of the national budget in return for the oil from the Kurdistan region.*

    Baghdad cut budget payments to the KRG in January 2014 in a punitive response to Erbil's bids to export oil independently.

    Iraqi Oil Minister Abdul Mahdi arrived in Erbil last week and met Kurdish government officials, including President Masoud Barzani, in an effort to salvage the budget deal.

    Baghdad has accused the KRG of shortages in the oil shipments. KRG Prime Minister Nechirvan Barzani announced last week, however, that Erbil has honored the deal and exported 550,000 bpd to the Turkish port of Ceyhan as stipulated in the deal.
