Iraqi oil in return for Iraqi debts

Tawke oil field in Iraq, Kurdistan

Iraq has agreed to exchange its debts to the oil companies developing its giant fields with crude oil, media reports have said.

Iraqi oil ministry has said that the prices of the crude oil given to the western companies were relative to prices in international markets.

Aljazeera.net reported a senior official in the British Oil Company BP saying that his firm had loaded more crude oil from Iraq during the last two months in return for its services in the south of the country.

Following the drop in oil prices from $115 per barrel to $56, the amount of crude needed to pay the companies has roughly doubled – causing a deficit in the Iraqi government's budget.

Reuters reported that Iraq, OPEC's second-biggest oil producer, boosted its output to 3.40 million barrels a day in January from 3.05 million a year earlier.

The Iraqis have a problem, Reuters explained, the number of barrels they have to give to the companies as service fees has risen two-fold because oil prices have fallen to half.

As a result, sources told Reuters, Iraq is not providing the service companies with the repayment volumes they are due.

"We took crude in return for Iraq's debts [owed to BP]," a BP official reported by Aljazeera.net.

Expert in the Iraqi issue economist

Majed Al-Souri, an expert in Iraqi economy, told Aljazeera.net that paying the debts to the oil companies through giving them more crude oil is good for Iraq, "but the prices must keep up with the international markets... This is a major privilege for Iraq that helps it deal with its current financial crisis."

Al-Souri said that this must not continue when the financial crisis of the country comes to an end, calling on the government not to waste the country's money.

He said that this happened in the past and this occurs in post of the oil-producing countries such as Saudi Arabia, for example.

Southern provinces' autonomy bid unlikely to be realised in 2015 but indicates Iraq's fragmentation risk in longer term

Zaineb al-Assam - IHS Jane's Country Risk Daily Report

    EVENT

On 27 April, Kurdish news website Rudaw reported that the two southern Iraqi provinces of Basra and Wasit had submitted a bid to form separate regions, granting them autonomy from Baghdad, similar to the current status of the Kurdistan Region.

According to Iraqi news site Al Sumaria, Basra's bid was rejected by Iraq's Independent Higher Election Commission, ostensibly on the grounds that Basra province had not obtained enough signatories to a petition seeking a referendum, a precursor under the constitution to gaining autonomy.

So far, bids for the formation of regions submitted by Iraqi provinces located in the south and north have either been ignored by the government or dismissed on procedural grounds - particularly during Prime Minister Nouri al-Maliki's tenure (2006-14).

A Yazidi party to be established in Iraq: HPS

HANNOVER , Germany,— A Yazidi party in Iraq is to be established on the initiative of the top Shingal Protection Units (HPS) commanders Haydar Shesho and Dawud Jindi, the HPS announced in a statement published on Saturday, stating that an establishment of a party led by Yazidis and aimed at ensuring their right of self-determination within the local borders was inevitable due to the rapid changes in the Middle East, the preventable genocide against the Yazidi people and also the political situation in Iraq.

Since the fall of the Saddam regime Yazidi Kurds are caught between the crossfires, being deprived of their rights by both Baghdad and the Kurdish government in Erbil.

“After the fall of the Saddam regime, when a bloody dictatorship came to an end, major changes took place in the past decade. The most important change is perhaps the transition of Iraq towards a constitution that enshrines the principles of liberty, equality and justice, taking basic human rights as a basis. Despite these progressive developments of the Iraqi Republic´s constitution in general and and the constitution of the Kurdistan region in particular, there was a marginalization of minorities in Iraq, including Kurdistan. This also effects the Yazidi minority, which became clear again with the tragedy [editor´s note: in Shingal] that occurred as the result of injustice, isolation, negligence and the deprivation of rights from Baghdad to Erbil”, as the statement goes.

The around 600,000 Yazidis had clearly pledged themselves to the Kurdistan regime after the fall of the Saddam regime, which, however, “turned out as a terrible failure in view of the wrong policy towards Yazidis”. The Kurdistan Regional Government KRG which only looked upon Yazidis as a religious minority did not respond to their specific problems such as an under representation in the parliaments or the denial from holding key positions in their own settlement area.

The genocide in Shingal (Sinjar) carried out by Islamic State group (IS) targeted the Yazidis’ religious identity. For this reason, Yazidis proceed to make use of their right of self-determination to be able to defend their interests independently in the institutions of both Iraq and Iraqi-Kurdistan.

The new political party is supposed to integrate all political currents from the Yazidi community and thus allow them an independent political representation. Shesho stated that the party´s top priority was to maintain the Yazidis´ existence.

Haydar Shesho, current HPS supreme commander, was arrested on 6th of April 2015 by Kurdish security forces affiliated to the ruling Massoud Barzani’s KDP party for the so called creation of an illegitimate militia against Kurdish law. He was released eight days later. Shingal´s Protection Unit HPS was established for the defense of Yazidis against IS after around 10,000 Peshmerga fighters had fled the region, abandoning Yazidis to their fate. The HPS currently consists of around 3,200 volunteers according to the HPS commander Jindi.

The Yazidis´ future as well as the consequences of the genocide in Shingal will be now discussed in Germany. The establishment of a party is the first result.

The IS group has extended its control on most parts of Sinjar district (124 km west of Mosul) on August 3, 2014 after Iraqi Kurdish KDP forces withdrew from Shingal without a fight, leaving behind the Kurdish Yazidi civilians, which led thousands of Kurdish families to flee to Mount Sinjar, where they were trapped in it and suffered from significant lack of water and food, killing and abduction of thousands of Yazidis as well as rape and captivity of thousands of women.

Thousands of Yazidi Kurdish women and girls have been forced to marry or been sold into sexual slavery by the IS jihadists, according to Human Rights organizations.
