    Hi Everyone,

    I come to you today to share my recent findings and give you an update on the progress of the new government and how this relates towards the international rollout of the IQD for Iraq.

    Today’s news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. Please refer back to my last news letter of 10/13 as this news letter is a continuation of this news.

    Today’s News

    Today is Thursday 10/16 and there is much news. It is tidbits of news but all very good.

    Update on the Confirmation of the Remaining Ministers

    On Wednesday 10/15 we were supposed to see the candidates once again presented to parliament. We all know by now that the same candidates will be presented once again for a fourth time. So Prime Minister Haider al-Abadi asked parliament once again to extend the deadline to provide the names of the security ministers to within 24 hours. It was granted. So once again the vote for confirming these last two critical positions in Abad’s cabinet is postponed to next Saturday’s session on 10/18. Why do they keep postponing this?There is only one reason and it’s not a conspiracy to stall the RV….lol…its not always about the RV you know. What is really transpiring is Abadi wants to make darn sure this time his candidates will be accepted. He needed yet more time to negotiate with the National Alliance so they will vote and confirm is his favor.

    What did he have to do to ensure this? I do not know exactly the details but it does involved the implementation of yet more of the 27 reforms. It is politics and the bargaining here will end soon.

    Jubouri said in a press statement, “It has been agreed on the nomination of the leader of the Badr Organisation Mohammed Salem Ghaban for the position of the Ministry of Interior as a candidate for the National Alliance,” pointing out that “the candidate of the Ministry of Defense, Khaled al-Obeidi, got the approval of both Parliament Speaker Salim al-Jubouri and Vice President Osama Najafi , and Deputy Prime Minister Saleh al-Mutlaq. ”

    He predicted that al-Jubouri, “is to vote on the security ministries during the meeting next Saturday 10/18. I believe these will be the ministers and this is the last go around for this effort. We will see the ministers declared early next week if not over the weekend.

    Some are still very adamant that these ministers are all seated and even showed a link to an article that demonstrated these sediments. However this article was not recent and dated back to Sept 8th when they played a game of deception with the UN and USA for the purpose of getting support for a coalition to fight ISIS. I clearly explained how this was all legal and why the did this in my news letter following this deceptive.

    Let us not also forget they are using these last ministers positions as leverage to get the 27 reforms they need implemented (not just written on paper). It is all interconnected.

    We will not see these ministers seated until we see certain critical number of these reforms implemented (not just agreed to on paper since many have been completed in this form for a long time now. What they require is full implementation.

    Quick ISIS Update

    In the recent update in today’s session of parliament Iraq are now seriously talking about a possibility of letting western troops back into Iraq. I believe this will occur very soon.

    Are you listening to the daily news? Can you begin to see now how the media is pumping us and getting us ready to support “boots on the ground” ? It is coming and soon. Day after day we are hearing more about the necessity for more USA ground support and how the air strikes are no longer effective.

    Even today, in the 10/16 in session of the Iraqi parliament they are beginning to discuss the possibility that it is no longer an issue to not allow western troops back into Iraq, it is almost now a necessity. The arguments made by MP Mohammad Naji as he asked about the possibility of the presence of US troops in Iraq, or to identify and ask USA the timing as to when they could provide more on ground support on the war on terror.

    Remember too that the USA already has agreements with Iraq to provide long standing security with Iraq. This is how president Obama can now conduct air raid missions over Iraq and Syria. It is the GOI that is preventing large numbers of ground troops. They are afraid they may be occupied once again. These thoughts are coming to an end as the USA and GB has sent delegations to Iraq to confirm that is not their long term intentions.

    Update on the Currency Reform Project

    A member of the parliamentary Economic Committee, Najiba Najib made a request for implementation of the “project to delete the zeros” from the currency. Pointing to the existence of some of the obstacles that have prevented its implementation .

    Najib said according to the Media Center Brief Alaariqa “The Committee will host the central bank governor to learn practical steps for the implementation of the project to delete the zeros from the currency and in coordination with the Central Bank to determine the most prominent problems that hindered the implementation of the project.”

    She added that “the project is still subject to extensive studies of the briefing in all its details.” The Commission asked for the economy and investment representative, earlier, the central bank need to begin the process of deletion of zeros from the currency to raise its monetary value.

    Also there was a request from the Finance Committee to do the same this week.

    So this is what we do know for sure in summary:

    1.parliament has called on the head of CBI to come before them to explain why the three zero currency has not been removed and why the value has not been raised since they have been ready for it now for over 6 months and are desperately in the need for cash since the just borrowed short term loans to pay government funded programs; ( I will see what I can did up from my CBI contact on the results of this meeting)

    2. also an announcement has been given by the CBI stating that they are prepared and are ready for the dinar to be raised to a reality rate and that they are prepared to move to a market economy;

    3. Weeks ago the CBI has stated they are ready to move to Article 8 as a UN charter member. So why now the hold up? As you may know Article 8 is a full international currency.

    4. the ISX (Iraqi Stock Exchange) has announced that they will be closed until the 10/26 beginning 10/19 to update to x-stream — this is to do with the OMX Nasdaq platform through New York or of NY stock market. We can say that they are in the process of expanded to their final global platform and this is very exciting and encouraging since they need a reality rate of the dinar to do fair trade within the global markets. (so can we expect to have to wait until after 10/26 then to see the RV?)

    This all like WOW and HOLY COWS news for this week! At last we are hearing once again, and in public eye this time, the need to address currency reform.

    Update on the 2014 Budget

    There has been some talk about the budget this week. It did not arrive at parliament as expected this week. It is not yet ready, as I am hearing. No new date has been announced as to when we can expect it in parliament for the first reading. The first reading was supposed to have taken place today Thursday 10/16. I am looking for his new date now.

    Summary

    So today I send you an update. It is once again a continuation of the ongoing saga of many post election events. Some of it was earth shattering news and the rest all very good tidbits.

    Yesterday I had a very long and interesting conversation with an old colleague of mine that is now again stationed in Baghdad. I can not tell you any more about his job other than he works very close to the Iraqi parliament and his ears are always pealed out for news to give me. So after a couple hours or so on the phone he convinced me the stalling of events in Iraq have little to do with the RV, other than the security issue. Did you hear me? I said SECURITY issues are important. I was told the RV is just a matter of course and will happen and is not a driving element. The CBI also wants the RV real bad but it too is holding it up for security reasons. Evidently there is more to ISIS than meets the eye (or new media channels)….lol

    I was told that the USA in partnership with the CBI is holding up the last steps of rolling out the revaluation process of pushing the new rates to the exchanges and markets to go fully public. They will continue to do this until USA is allowed to put “boots” on the ground in Iraq to fulfill their part of the security agreement made with Iraq when USA troops left in 2011. The coalition forces need permission for significant forces in the provinces. There is a strategy in place. I am afraid if this RV goes on too much longer we will see once again se it spill over into American politics and enter the scene of the American elections. We have seen this political maneuvering before in the past and it could cause this RV to drag out yet longer.As you know George W. Bush signed the U.S.–Iraq Status of Forces Agreement. It included a deadline of 31 December 2011, before which “all the United States Forces shall withdraw from all Iraqi territory”. The last U.S. troops left Iraq on 18 December 2011, in accordance with this agreement. I believe that US Forces are now ultimately going to return to Iraq (in force) to fight ISIS sometime soon in fall of 2014. It is not a matter of “if” but “how soon”. I think this too is a key to seeing the RV.

    Then when can we expect the RV?

    All I will say is what I have been saying all along in that we wait for a formal (global) announcement to the public that the Iraq government is now FULLY formed and seated.

    I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the country of Iraq and its government is stable, non-sectarian and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed. This I know now as fact not rumor.

    Barzani in Baghdad and Kurdish ministers will begin their day
