    Everyone in Iraq agrees that over the past few years, Iraq has experienced a growing imbalance in the management of its foreign relations that led to the rupturing of ties with a number of neighboring countries, creating an atmosphere of suspicion and distrust. Perhaps the only disagreement is the reason for this imbalance.

    Logic dictates that a state rebuilding itself should take the initiative and expand its international relations, but some in Iraq still believe that the country's problem has not been in the management of foreign relations, but in other countries' hostility toward Iraq, including allegedly plotting against it, supporting terrorism and trying to thwart the power structure introduced after 2003.


    Although Iraq has a national interest in building foreign relations, the government has often taken stances driven by emotions or personal feelings. It is not an exaggeration to say that today Iraq is paying for mistakes produced from these approaches.

    Prime Minister Haider al-Abadi’s government is burdened by this legacy of ambiguities and mistakes in foreign relations. Abadi's announced government program includes the intention to promote the openness required for productive relations with neighboring countries and others farther afield. Overcoming the current crisis is key to restoring foreign relations in the future.

    Baghdad has lately taken notable steps toward restoring relations with neighboring states crucial to Iraq’s security and future, such as Saudi Arabia, Turkey, Qatar and the United Arab Emirates. Yet, some government officials blame these countries for having supported the Islamic State (IS). Moreover, voices are still being heard trying to poison the positive atmosphere in Iraq's relations with France, the United Kingdom and the United States, which have announced their willingness to support Iraq in the fight against IS.

    Indeed, the security crisis Iraq is experiencing requires it to exploit regional countries’ desire to wage war on IS and to seek long-term security agreements with them in the hope of achieving security integration in the Middle East. Without such integration, it will be impossible to defeat IS, which is indisputably threatening the region and the world beyond traditional national boundaries.

    The Iraqi Constitution sets out the general framework for governing relations with the outside world. As a primarily democratic country, Iraq's relations must be founded on this same principle. This theoretically should prevent it from becoming easily involved in regional or international conflicts, and in any case, positive neutrality in regional conflicts is the safest means for overcoming the dangers that beset the region.

    One cannot say that Iraq has fully applied this principle. After the current crisis passes, Abadi’s government will be duty-bound to return Iraq to a state of positive neutrality where regional conflicts are concerned, and to be more sensitive in dealing with the Middle East’s sectarian, ethnic and political intricacies and disputes.

    This objective entails taking all necessary measures, most notably reshaping foreign policy institutions so they are consistent with new Iraqi orientations and attract regional and international cooperation. This could promote efficient results in the war on terror and preserve the unity and territorial integrity of the state.

    Foreign relations are not limited to the exchange of official visits, but include forging close and continuing cooperation at the economic, cultural and educational levels. This will require investments in common interests and establishing cultural ties that consolidate friendships between the people of Iraq and other peoples of the world.
