    New Iraq PM Haydar al-Abbadi kept his promise to present ministerial candidates for portfolios not included in the recent vote on his new cabinet, but the Iraqi parliament proved uncooperative. As a result, only one minister, for water management, was approved in today’s session. Crucially, all key security ministries remain vacant.


    The most contentious nominations related to the defence and interior ministries. With respect to defence, the name of Jabir al-Jabiri, an Anbar politician with considerable popular backing and past ties to the former finance minister, Rafe al-Isawi, has recurred for some time as the nominee of the Sunni coalition in parliament. Conversely, it was something of a surprise that Riyad Ghrayb, a Shiite chameleon who has gone from a past with ISCI to the State of Law bloc and the faction of Hussein al-Shahristani, was put forward in the last minute. Before that, it had largely been thought that Badr would present a candidate, even after their original nominee, Hadi al-Ameri, was found by most other parties to be too unpalatable in such a sensitive position. As late as yesterday, a modification of the Badr proposal was presented in the shape of “independents” that might be acceptable to Badr, such as Ahmad Chalabi and Qasim Dawud. Today, the Shiite alliance held a last-minute meeting before the parliament session without being able to agree internally on a candidate.

    There are regional and international dimensions involved, too. It has been suggested that the Iraq interior ministry struggle is a reflection of the contradictive relationship between the United States and Iran in the region as a whole, with Iran backing Badr candidates in Iraq and the United States – finally in possession of some real leverage because of the ISIS threat and Iraqi requests for American military assistance, and tacitly in alliance with Iran against ISIS – strongly objecting to this.

    It is noteworthy that during the parliament session today, Abbadi implored the chamber to approve the nominees whereas parliamentarians of the Shiite alliance (whom Abbadi himself represents) voiced opposition to a vote, saying the interior minister at least should be internally approved in the Shiite alliance first. Deputy speaker Humam al-Hammudi of ISCI at one point tried to stop the vote according to the official parliamentary record.

    Whereas the voting record hasn’t been tied down to individual MPs or even parties, the patterns suggest that parts of the Shiite alliance may have voted No and possibly that there was a revenge No in the vote on the State of Law nominee for tourism (Ali al-Adib). Interior minister Riyad Ghrayb got 117 out of 245 votes, Jabir al-Jabiri 108 out of 251, and Ali al-Adib got only 78 out of 250 votes. By way of contrast, a Sadrist nominee for the water ministry was approved with a more resounding 162 out of 250 votes. Altogether 285 MPs were in attendance, probably a reflection of the realization that a simple majority could have settled the matter of the security ministers and have them approved if those who were against Jabiri and Ghrayb had simply absented themselves.


    Parliament adjourned until Thursday 18 September but it is unclear whether Abbadi will come up with new nominees by then.
    It cannot be stressed enough that these final components of the Abbadi cabinet are among the most important decisions relating to the new Iraqi government as a whole – and as such far more significant than the plethora of international gatherings that are currently going on in the name of defeating ISIS in Iraq. Experiences from Yemen suggest that airstrikes will eventually hit someone that shouldn’t have been hit. In that kind of context, only a durable political coalition in Baghdad can prevent the situation from fragmenting completely. The absence of agreement on security ministers was a key reason the second Maliki government remained so shaky throughout its term, and it is likely this issue, more than anything else, that will seal the fate of the new, so far partial, government put in place by Haydar al-Abbadi.

    He said in a joint news conference with the head of the regional parliament Youssif Mohamad today that there is a major challenge facing everyone without discrimination which is terrorism and IS," noting that "this challenge requires from the whole to be united.

    Shiite Militias Pose Threat to Kurds, Sunnis

    KIRKUK, Kurdistan Region—Security and military officials in Kirkuk say Shiite militias are acting with impunity as they fight the Islamic State (IS), carrying out brutal campaigns against Sunni Arabs who are asking for protection from Kurdish forces.

    Following the fall of Mosul to IS and as the extremist group inches toward Baghdad, thousands of Shiite militiamen have heeded Grand Ayatollah Ali al-Sistani’s call to fight IS and mobilized to battlefields in Kirkuk, Mosul, Diyala and Tikrit.

    In Iraq there are at least two dozen known Shiite militia groups, including the Badr Brigades, Mehdi Army, Hezbollah, Ali ibn Abutalib and Asaib Ahl al-Haq. The militias are heavily armed and are believed to receive support from the Iraqi army.

    A new stronghold for the Shiite militias is the town of Amerli, Salahaddin province, which was under IS siege until a rare joint operation between Peshmerga forces, the Shiite militias, the Iraqi Army and US airstrikes ousted IS in late August. Shiite militias took over the town after IS was pushed back.

    Sherwan Hamid, a Kurdish Peshmerga officer near Kirkuk, told Rudaw, “The policy and behavior of Shiite militants have changed completely. In the beginning their only goal was to retake Shiite areas, but now they have started seeking revenge.”

    Hamid added, “Following the liberation of Amerli, Suleiman Beg and some other villages, the Shiite militants entered the village of Yenginje and destroyed all the houses, stores and shops that belonged to Sunni Arabs.”

    “When they find an IS militant corpse, they behead it and drag the body from the car in the streets,” he maintained.

    For years during Iraq’s brutal sectarian conflict, Shiite militias were accused of setting up checkpoints, abusing power, running secret prisons and operating as unofficial, and unchecked, security forces. The power of Shiite militias is a major point of contention for Sunni Arabs who have been persecuted by Shiite forces.

    Pola Ahmed, director of Daquq security station south of Kirkuk, said, “IS still controls several areas within Kirkuk’s borders. The security authorities, with the help of the Iraqi army, have a plan to retake those areas and the Shiite militants are expected to participate in the operation. This has raised grave concerns among the Sunnis.

    Ahmed added, “We have been approached by Sunni Arabs in those areas via tribal leaders. They have informed us that they would like to have the Peshmerga forces attack their areas and that they are ready to surrender themselves and their arms to Peshmerga forces on the condition that Shiite militants can’t attack their areas,” Ahmed added.

    Abbas Abdulhussein, commander of Suleiman Beg front south of Kirkuk, told Rudaw, “All of the volunteers have come for jihad against IS. Every battalion has a commander and all of the commanders are under the command of (Badr leader) Hadi al-Ameri who carries out the orders of the highest Shiite clerics.”

    “The Shiite jihadists have the right to take the lives and properties of those Sunni Arabs who have fought along with IS, because they had taken the lives and properties of Shiites. They have killed dozens of Shiite police, soldiers and citizens and they continue to do so,” Abdulhussein added.

    Abdulhussein said, “We believe that those who lived under the IS command are considered IS members. There are no impartial people under the authority of IS.”

    A security source who spoke on condition of anonymity said Iranian militants are being trained near the town of Taza in Kirkuk province.

    “All of the members of that military unit are Iranians affiliated with (Iran’s) Quds army. Their first mission is to retake the Bashir village, which is under IS control,” he said.

    The Shiites militias have established several checkpoints on the Kirkuk-Baghdad road.

    The director of security in the town of Tuz Khurmatu in Salahaddin province south of Kirkuk, said the Peshmerga worked well with the Shiite militias on anti-IS missions but their relationship has deteriorated over the past few weeks.

    They “attacked our checkpoint at Khurmatu gate, but we repelled the attack,” he said. “The Shiite militants, on a daily basis, make problems for Kurds inside the town of Khurmatu.”

    As I write this, I am not certain whether or not the Syrian Kurdish town of Kobane has fallen to the Islamic State in Iraq and al-Shams (ISIS). Kobane has been besieged by ISIS for weeks, although now reports that they have advanced to within the city itself are emerging. Scores of villages in northern Syria have fallen to the ISIS Jihadis, and an exodus of some 160,000 terrified Syrian Kurds fled to the border with Turkey.

    Turkey should be most alarmed by ISIS gains just south of its borders and accusations that Ankara had a role in the group’s meteoric rise. The incredibly savage ISIS fighters have become a Frankenstein monster completely outside of anyone’s control. Already some Turks, although it is difficult to gauge how many, openly share their view that ISIS is more genuinely Islamic than Mr. Erdogan’s Justice and Development Party (AKP).

    Many believe that Ankara supported and continues to support ISIS, along with various other Islamist groups in Syria, in order to both overthrow the Assad regime and destroy the Kurdish push for autonomy in Rojava (Western, or Syrian, Kurdistan). Reports emerged of Jihadis receiving free medical care in Turkish hospitals all along the Syrian border, of weapons and supplies being transferred to them from Turkey, of ISIS selling its smuggled oil more freely in Turkey than anywhere else, and even of Turkish special forces secretly embedded with Jihadi groups in Syria. When ten Arab countries signed onto an anti-ISIS coalition in Jedda recently, Turkish representatives present at the meeting refused to join. Although Ankara never fails to label the Kurdistan Workers’ Party (PKK) “terrorist” and still refuses to officially negotiate with it, Turkish officials apparently negotiated with ISIS for the release of their hostages and they still have yet to officially designate ISIS a “terrorist group.”

    There are good reasons as to why Turkey is now finally turning against ISIS, however. If it were definitively proven that they supported ISIS, this would cost the NATO member country a lot of friends. Indeed, all of Turkey’s hard earned credentials as a respectable, democratic and investment-friendly member of the world community would go up in smoke. This is why Turkish leaders recently started making a bit more clear in their rhetoric that they stand against ISIS and its barbarism. Unfortunately, Turkey may stop supporting ISIS only to keep arming Jabhat al-Nusra and other less prominent, but equally radical, Jihadis – so long as they are willing to fight Assad and the PKK. Turkey will tell us “These are not the Jihadis we’re looking for.”

    The time has thus come for Turkey to show the world more clearly which side of this fight it supports. The crisis in Kobane offers Ankara a good opportunity to do so. Although Kurdish parliamentarian Selahatin Demirtas’s call for Turkey to army the Syrian Kurds (who are linked to the PKK) is probably too much for Ankara to contemplate, other actions could make a difference and remove the doubt about where Turkey stands. Besides the admirable gesture of taking in fleeing refugees, Turkey should allow its own Kurdish citizens (or others) who wish to help fight ISIS in Syria do so. Stopping them at the border near Kobane just creates more problems. If Syrian Kurdish representatives on the border want to admit such people, they should let them. Ankara could also coordinate with Syrian Kurds to provide them support and other logistics assistance from across the border. Everything short of sending Turkish troops into Syria, which would likely do more harm than good, should be considered. If it really opposes ISIS, Turkey could even shell the Jihadi positions near the border with its artillery.

    Any tangible Turkish assistance in defending Rojava from ISIS’s advance would in turn help, not hurt, the peace process with the PKK in Turkey. Kurds in Turkey would be reminded that the government in Ankara is their government as well, and as such it can be relied upon to help their kin across the border. If, on the other hand, popular suspicion about Ankara’s collaboration with Jihadis against Rojava (and even Iraqi Kurdistan) continues, Kurdish separatist sentiment and radicalization in Turkey will likely rise as well. The peace process with the PKK might collapse as a result, and Ankara’s problems will multiply quickly.

    A statement by the Ministry of Foreign Affairs received by All Iraq News Agency cited "Jaafary received during the meeting a copy of the credentials of the Ambassador, who succeeded former Ambassador, Stephen Beecroft.

    "They also discussed bilateral relations and ways to find mutual cooperation and activating the Strategic Framework Agreement," the statement added.

    "The two sides touched upon relations between Iraq and neighboring countries in the next stage, and adopting the policy of international openness to create integrative coordination aiming to confront the risks that threaten the security and sovereignty of countries in the region," the statement concluded.

    Baghdad (AIN) -According to casualty figures released today by UNAMI, a total of at least 1,119 Iraqis were killed and another 1,946 were injured in acts of terrorism and violence in September.

    A statement by UNAMI received by AIN cited "The number of civilians killed was 854 (including 79 civilian police), while the number of civilians injured was 1,604 (including 84 civilian police). A further 265 members of the Iraqi Security Forces were killed, and 342 were injured (including Peshmirga, SWAT and militias fighting alongside Iraqi Army/not including casualties from Anbar operation)."

    "Anbar excluded, Baghdad was the worst affected Governorate with 1,335 civilian casualties (352 killed, 983 injured), followed by Salah-il-Din (298 killed, 383 injured), Kirkuk (59 killed, 51 injured), Diyala (36 killed, 71 injured), Nineveh (75 killed, 16 injured)," the statement added.

    "Up to now, UNAMI has not been able to obtain the total civilian casualty figures from the Health Directorate in Anbar. Overall casualty figures for Anbar will be added if and when they become available," the statement concluded.
