    New Iraq PM Haydar al-Abbadi kept his promise to present ministerial candidates for portfolios not included in the recent vote on his new cabinet, but the Iraqi parliament proved uncooperative. As a result, only one minister, for water management, was approved in today’s session. Crucially, all key security ministries remain vacant.


    The most contentious nominations related to the defence and interior ministries. With respect to defence, the name of Jabir al-Jabiri, an Anbar politician with considerable popular backing and past ties to the former finance minister, Rafe al-Isawi, has recurred for some time as the nominee of the Sunni coalition in parliament. Conversely, it was something of a surprise that Riyad Ghrayb, a Shiite chameleon who has gone from a past with ISCI to the State of Law bloc and the faction of Hussein al-Shahristani, was put forward in the last minute. Before that, it had largely been thought that Badr would present a candidate, even after their original nominee, Hadi al-Ameri, was found by most other parties to be too unpalatable in such a sensitive position. As late as yesterday, a modification of the Badr proposal was presented in the shape of “independents” that might be acceptable to Badr, such as Ahmad Chalabi and Qasim Dawud. Today, the Shiite alliance held a last-minute meeting before the parliament session without being able to agree internally on a candidate.

    There are regional and international dimensions involved, too. It has been suggested that the Iraq interior ministry struggle is a reflection of the contradictive relationship between the United States and Iran in the region as a whole, with Iran backing Badr candidates in Iraq and the United States – finally in possession of some real leverage because of the ISIS threat and Iraqi requests for American military assistance, and tacitly in alliance with Iran against ISIS – strongly objecting to this.

    It is noteworthy that during the parliament session today, Abbadi implored the chamber to approve the nominees whereas parliamentarians of the Shiite alliance (whom Abbadi himself represents) voiced opposition to a vote, saying the interior minister at least should be internally approved in the Shiite alliance first. Deputy speaker Humam al-Hammudi of ISCI at one point tried to stop the vote according to the official parliamentary record.

    Whereas the voting record hasn’t been tied down to individual MPs or even parties, the patterns suggest that parts of the Shiite alliance may have voted No and possibly that there was a revenge No in the vote on the State of Law nominee for tourism (Ali al-Adib). Interior minister Riyad Ghrayb got 117 out of 245 votes, Jabir al-Jabiri 108 out of 251, and Ali al-Adib got only 78 out of 250 votes. By way of contrast, a Sadrist nominee for the water ministry was approved with a more resounding 162 out of 250 votes. Altogether 285 MPs were in attendance, probably a reflection of the realization that a simple majority could have settled the matter of the security ministers and have them approved if those who were against Jabiri and Ghrayb had simply absented themselves.


    Parliament adjourned until Thursday 18 September but it is unclear whether Abbadi will come up with new nominees by then.
    It cannot be stressed enough that these final components of the Abbadi cabinet are among the most important decisions relating to the new Iraqi government as a whole – and as such far more significant than the plethora of international gatherings that are currently going on in the name of defeating ISIS in Iraq. Experiences from Yemen suggest that airstrikes will eventually hit someone that shouldn’t have been hit. In that kind of context, only a durable political coalition in Baghdad can prevent the situation from fragmenting completely. The absence of agreement on security ministers was a key reason the second Maliki government remained so shaky throughout its term, and it is likely this issue, more than anything else, that will seal the fate of the new, so far partial, government put in place by Haydar al-Abbadi.

    UN Security Council members agreed that all states should make it a serious criminal offense for their citizens to travel abroad to fight alongside militants, or to recruit and fund others to do so, in a move to counter IS recruitment.


    NEW YORK – US President Barack Obama took his fight against Islamic State (IS) to the UN on Wednesday, chairing a Security Council meeting in which members agreed to clamp down on would-be jihadists from travelling overseas to fight.



    But in a setback to an anti-IS coalition that has grown to about 50 nations, France confirmed that Algerian radicals linked to IS had beheaded tourist Herve Gourdel, 55, in retaliation for French airstrikes on the hard-liners in Iraq.



    French President Francois Hollande said the killing was a “cruel and cowardly” act and vowed to continue French strikes on IS – a force of more than 30,000 soldiers that has seized swathes of Sunni-majority areas straddling the Iraq-Syria border.



    UN Security Council members agreed that all states should make it a serious criminal offense for their citizens to travel abroad to fight alongside militants, or to recruit and fund others to do so, in a move to counter IS recruitment.



    President Obama warned of an “unprecedented flow of fighters in recent years to and from conflicts” including Syria’s civil war, which has claimed more than 190,000 lives. Some 15,000 fighters from 80 countries have travelled to Syria and Iraq in recent years.



    “In the Middle East and elsewhere, these terrorists exacerbate conflicts, they pose immediate threats to people in these regions, and as we’ve already seen in several cases they may try to return to their home countries to carry out deadly attacks.”



    New Iraqi Prime Minister Haider al-Abadi met with Obama and other leaders in Manhattan. Washington wants Iraq’s new government to tackle the sectarian rifts that were exploited by IS during its lightening advance across the country this summer.



    “The Iraqi people have confronted this very brutal, ruthless attack on the Iraqi territory with bravery,” he said. “Our armed forces have also offered a lot of sacrifices when they confronted the Daesh [IS] attack. In many of the areas we are now turning around the ground.”



    Leaders met in the wake of fresh US strikes in Iraq and Syria. In Syria, The US military hit IS vehicles southwest of Dayr Az Zawr and northwest of Qaim. Activists have reported strikes around Kobane, where Kurdish civilians have been attacked by militants.



    In Iraq, strikes around Baghdad destroyed three vehicles and an arms dump; another hit militant positions southeast of Erbil. The US has carried out 198 strikes in Iraq and 20 in Syria, where some raids were supported by Jordan and Gulf Arab states.



    Obama says IS can be defeated through US-led airstrikes and by arming and equipping Kurds, Iraqis and moderate elements of Syria’s opposition as ground forces. Critics say he lacks reliable allies, is over-reliant on air-power and has no strategy for ending Syria’s civil war.



    “The only lasting solution to Syria’s civil war is political – an inclusive political transition that responds to the legitimate aspirations of all Syrian citizens, regardless of ethnicity or creed,” Obama told the UN General Assembly earlier on Wednesday morning.

    BAGHDAD / NINA / The President of the Islamic Republic of Iran Hassan Rohani said the stability and security of Iraq is the stability and security of Iran, adding that Tehran does not ask permission from any one to support Iraq's security and progress.

    Rohani said during a meeting with Iraqi Prime Minister Haider al-Abadi in New York, according to / IRNA / that: "We, in the sensitive region the Middle East, can achieve prosperity and progress if we are united and stand side by side."

    The Iranian president congratulated Iraqi Prime Minister to form a new Iraqi government and said: "The Iraqi government bears a heavy responsibility in this sensitive current whiles."

    The president Rohani described Iran and Iraq, the two brotherly and friendly countries and featuring very important and successful tradition culture and history, praising the steps taken by Iraq to fight the terrorist organizations, particularly the Islamic State.

    He stressed that "Iran will stand by the Iraqi people and support it as it was, and will provide any possible assistance requested by the Iraqi government whole-heartedly."

    For his part, Prime Minister Haider al-Abadi said that "Iraq is considered its relations with the Islamic Republic of Iran a very distinct, and the relations between the two countries as variety and well-known."

    Al-Abadi described terrorism that does not pose a danger to the existence of Iraq only, but also on the presence of Islam, and a threat to all nations, saying that Iran's position in the provision of advice and send aid to the Iraqi people have enabled Iraq to stand in front of progress of terrorists.

    BAGHDAD / NINA / At least five people have been killed and 23 wounded on Thurs. 25, Sep in two car bombs explosion in south of Baghdad.

    A police source said that three people were killed and 15 wounded when a car bomb went off near the local administration building in Mahmudiyah, south of Baghdad.

    He added that two people were killed and eight others injured when a second car bomb went off near Mahmudiyah General Hospital.

    BAGHDAD / NINA / The head of the House of Representatives, Salem al-Jubouri confirmed that achieving stability in Anbar requires the return of displaced families to their homes, stressing the need to spare civilians from any damage as a result of the military operations taking place in some provinces.

    Jubouri, during a meeting with the commander of the Anbar Operations Command, Let. Gen. Rashid Fayyih said that "the military operations taking place in Anbar province, have achieved a lot of goals, but they also cause harm and great suffering for the people of that province, which requires paying attention and work to stop it."

    Jubouri listened during the meeting to "detail explain to the progress of ongoing security operations in Anbar, expressing his important remarks, particularly with regard to keeping civilians out of harm resulting from those operations and so as to create a suitable ground for cooperation with those forces and allow the return of displaced to their homes in order to achieve stability."

    Remarks by President Obama and Prime Minister Abadi of the Republic of Iraq After Bilateral Meeting

    PRESIDENT OBAMA: Well, I want to thank Prime Minister Abadi and his delegation for the opportunity to meet here this morning.

    As I’ve said previously, the United States and Iraq have a strategic relationship that is important to both countries. We believe in a vision of an Iraq that is inclusive, in which Sunni, Shia, Kurd are all able to come together to peacefully iron out their differences and to achieve prosperity and peace for all the people of the country.


    Obviously, Iraq is under enormous threat at the moment from the organization that calls itself ISIL. And as I’ve discussed today and for many weeks now, we consider ISIL to be a threat not only to Iraq, but to the region, to the world, and to the United States.

    We are committed to working in support of Iraq regaining territory that ISIL has currently taken over, and making sure that an inclusive Iraqi government is able to control its territory and push ISIL back. In doing that, we are coordinating closely in our military campaign. And the airstrikes and air support that we’re able to provide, as well as the training and assistance, I think will be critical in partnership with Iraqi forces on the ground.

    One of the things I’m very impressed with, however, is the fact that Prime Minister Abadi understands that in order for Iraq to succeed it’s not just a matter of a military campaign; it’s also the need for political outreach to all factions within the country. And I’ve been very impressed with Prime Minister Abadi’s vision.

    Since he took over the prime-ministership, he has reached out systematically to all the peoples of Iraq. He has articulated a vision of reform and a commitment to moving forward with many of the laws that had previously stalled but offer the potential of unleashing energy and entrepreneurship inside of Iraq.

    And so, in addition to the military campaign in which we’re going to be coordinating, I want to say directly to the Prime Minister that we fully support his political vision, and we are also encouraged by his willingness to reach out and work with other countries in the region who are going to be very important in supporting our overall effort to defeat ISIL.

    The last point I would make: I think that the Prime Minister recognizes this is not something that is going to be easy and it is not going to happen overnight. But after talking with the Prime Minister, I’m confident that he’s the right person to help work with a broad-based coalition of like-minded Iraqis and that they will be successful.


    And my main message to the Prime Minister is that although we cannot do this for you, we can be a strong partner, and we are fully committed to your success. We wish you Godspeed. And we are grateful for your willingness to take on this leadership mantle at such a critical time in your country’s history.


    PRIME MINISTER ABADI: (As interpreted.) In the name of God, Most Compassionate, Most Merciful, I would like to thank President Obama for allowing for this opportunity for Iraq to explain its points of view towards the confrontation that is happening in Iraq and in which Iraq is at the forefront of the confrontation against the forces of ISIL.

    The Iraqi people have confronted this very brutal, ruthless attack on the Iraqi territory with bravery, and I am very proud to say that I am the commander of the Iraqi armed forces. Our armed forces have also offered a lot of sacrifices when they confronted the Daesh attack. And I can say today that in many of the areas we are now turning around the ground.

    Today, I am also proud to say that our people are brave, and the popular effort on the ground has been of utmost importance. I am keen to protect our brave people on the ground, and I am proud of the sacrifices and protect them and protect all that they have been doing to protect their communities on the ground, their religious sites, and to stand a firm stance against the terrorist attacks that targeted the minorities, and targeted and killed children, men and women.

    In my discussion with President Obama, I emphasized the importance of the respect of the sovereignty of Iraq and the territorial integrity of Iraq. And as a Prime Minister of Iraq, I reaffirmed the importance for all forces that want to help Iraq to respect the sovereignty of Iraq and its territorial integrity. I am very thankful for President Obama and all the allies, all who are helping, for maintaining and respecting the territorial integrity of Iraq and its sovereignty.

    Finally, one of the requests that I have put forth for President Obama is the importance of equipping and arming the Iraqi army and to provide the Iraqi armed forces with weapons. As you know, our armed forces are in dire need for equipment and for weapons, mostly because we lost a lot of the equipment and the weapons in our confrontation and our fight against ISIL, and specifically when the ISIL groups came through the borders from Syria, many of the weapons were destroyed. Some of the weapons fell in the hand of ISIL. Therefore, I am very thankful for President Obama that he promised that weapons and supplies would be delivered to Iraq as soon as possible so Iraq can defeat ISIL and Iraq can overcome this crisis.

    We are keen in Iraq to promote further the strategic relationship between our two countries, a strategic relationship that is based on mutual respect within the Strategic Framework Agreement that was signed between the two governments back in 2008. I am pleased to say that President Obama has promised to reinvigorate the Strategic Framework Agreement not only to put the focus on the military and security aspect of that agreement, but also on all other levels -- scientific, educational, economic, cultural and academic, social and other aspects of our relationship.

    Mr. President, I thank you for all your support and all the promises that you have given us. And I hope to see that these promises will be concretely fulfilled on the ground as soon as possible.
