The Iraqi Parliament Fails to Approve New Security Ministers

Posted by Reidar Visser on Tuesday, 16 September 2014 18:35

New Iraq PM Haydar al-Abbadi kept his promise to present ministerial candidates for portfolios not included in the recent vote on his new cabinet, but the Iraqi parliament proved uncooperative. As a result, only one minister, for water management, was approved in today’s session. Crucially, all key security ministries remain vacant.

The most contentious nominations related to the defence and interior ministries. With respect to defence, the name of Jabir al-Jabiri, an Anbar politician with considerable popular backing and past ties to the former finance minister, Rafe al-Isawi, has recurred for some time as the nominee of the Sunni coalition in parliament. Conversely, it was something of a surprise that Riyad Ghrayb, a Shiite chameleon who has gone from a past with ISCI to the State of Law bloc and the faction of Hussein al-Shahristani, was put forward in the last minute. Before that, it had largely been thought that Badr would present a candidate, even after their original nominee, Hadi al-Ameri, was found by most other parties to be too unpalatable in such a sensitive position. As late as yesterday, a modification of the Badr proposal was presented in the shape of “independents” that might be acceptable to Badr, such as Ahmad Chalabi and Qasim Dawud. Today, the Shiite alliance held a last-minute meeting before the parliament session without being able to agree internally on a candidate.

There are regional and international dimensions involved, too. It has been suggested that the Iraq interior ministry struggle is a reflection of the contradictive relationship between the United States and Iran in the region as a whole, with Iran backing Badr candidates in Iraq and the United States – finally in possession of some real leverage because of the ISIS threat and Iraqi requests for American military assistance, and tacitly in alliance with Iran against ISIS – strongly objecting to this.

It is noteworthy that during the parliament session today, Abbadi implored the chamber to approve the nominees whereas parliamentarians of the Shiite alliance (whom Abbadi himself represents) voiced opposition to a vote, saying the interior minister at least should be internally approved in the Shiite alliance first. Deputy speaker Humam al-Hammudi of ISCI at one point tried to stop the vote according to the official parliamentary record.

Whereas the voting record hasn’t been tied down to individual MPs or even parties, the patterns suggest that parts of the Shiite alliance may have voted No and possibly that there was a revenge No in the vote on the State of Law nominee for tourism (Ali al-Adib). Interior minister Riyad Ghrayb got 117 out of 245 votes, Jabir al-Jabiri 108 out of 251, and Ali al-Adib got only 78 out of 250 votes. By way of contrast, a Sadrist nominee for the water ministry was approved with a more resounding 162 out of 250 votes. Altogether 285 MPs were in attendance, probably a reflection of the realization that a simple majority could have settled the matter of the security ministers and have them approved if those who were against Jabiri and Ghrayb had simply absented themselves.

Parliament adjourned until Thursday 18 September but it is unclear whether Abbadi will come up with new nominees by then.
It cannot be stressed enough that these final components of the Abbadi cabinet are among the most important decisions relating to the new Iraqi government as a whole – and as such far more significant than the plethora of international gatherings that are currently going on in the name of defeating ISIS in Iraq. Experiences from Yemen suggest that airstrikes will eventually hit someone that shouldn’t have been hit. In that kind of context, only a durable political coalition in Baghdad can prevent the situation from fragmenting completely. The absence of agreement on security ministers was a key reason the second Maliki government remained so shaky throughout its term, and it is likely this issue, more than anything else, that will seal the fate of the new, so far partial, government put in place by Haydar al-Abbadi.

Observers: Abbadi heads the "Government crisis" will spend four years in addressing A

Observers: Abbadi heads the "Government crisis" will spend four years in addressing Al-Maliki errors

    Baghdad/range *

Seeks new Prime Minister Haidar Al-Abbadi to correct the mistakes of his predecessor, Nouri al-Maliki, notably resolutions set many of those close to him in the last days of his reign, the political blocs demanded today corrected before everything and ensure they are not repeated in the future.

After the formation of the new Iraqi Government on the 8th of this month, focused political attention on the two blocks, the first formation of the system of internal organization of the work of the Council of Ministers, which Al-Maliki refuses to discuss broad powers to stay without specifying the tasks of Ministers.
The second issue concerns the Shiite parties collected block "National Alliance" and include the leadership of all the members of the security and political decisions by consensus, and also reject Maliki then.

The most important issue that dominated the attention of the political blocs is the cancellation of a series of decisions taken by Al-Maliki in the last hours of his reign and do not know the type of blocks, most notably the appointment of many close to him in sensitive positions and withdraw funds without parliamentary approval.

Those resolutions also the appointment by the Secretary-General of the Council of Ministers on relations and is a member of the party of the Islamic call "Governor of the Central Bank, in conjunction with the judicial decision is surprising in terms of timing to prison former Central Bank Governor Sinan Al-Shabibi seven years on charges of corruption.

Walshbibi had refused several attempts of Al-Maliki in the past years to intervene in the work of the Central Bank and withdrawing funds from the Reserve Bank, prompting Al-Maliki to frame-up against him and force him to leave the country, with the current oil Minister Adel Abdul Mahdi decisions right the unjust and called Al-Shabibi honoring Al-Shabibi.

Among other decisions set, his spokesman Ali al-Musawi as Director General in the Foreign Ministry, and the appointment of Zia Al-Quraishi financial library agent for the Minister of planning, and the appointment of the former Deputy of the "rule of law" to arrive as Chairman of the Board of Trustees "Iraqi media network".
All other decisions are political blocs would know much of it secret, and talking behind the scenes about the lawmakers Al-Maliki set dozens of loyalists in the Government and security services are sensitive and others to retire, and orders the money outside the powers and award high grades to many of the officers in the army, such decisions require the approval of Parliament.
"The National Alliance Deputy Hassan is said to" talk "to" the Parliament will discuss the decisions taken by the previous Government, especially now that many of them require the approval of Parliament. "

The decision that is required by the Constitution in article (103) and the need for parliamentary approval for large civil appointments such as select members of independent bodies, including the Central Bank. "

Article 63 of the Constitution says that "the Parliament to approve the appointment of team leaders and Director of the army military intelligence", but Al-Maliki ignore these things.

A larger issue is that the staff and officials of the military and police leaders are still respectful of Maliki and not welcome-Abadi, as Al-Maliki days ago criticizing the decisions of Abbadi.

Al-Maliki is the Deputy President in the new Government was criticized during his visit his hometown of Karbala Sunday two Abadi, I stop shelling densely populated areas controlled by organizing "daash" in Mosul and Fallujah, for that leads to many deaths of innocent people, and the second army in each province to protect it.

Hours after the decision to stop the shelling of Al-Ibadi population areas, some warplanes continued bombing raised a question about the possibility of people not respecting the army of Al-Maliki's orders and commitment.

Debugging Maliki difficult task and not repeated in the future easier, therefore, to discuss the main political blocs of Sunni, Kurdish and Shiite legal safeguards, notably the formation of a Cabinet, and an internal system to block the "National Alliance".
He says the Liberal MP for block "a" of the sadrist Amir Al-kinani said the new Prime Minister Haidar Al-Abbadi of the political blocs pledged to formulate rules of the Council of Ministers in order to prevent monopoly of decision-making by the Prime Minister. "
During the Government of Al-Maliki (2006-2014) there was no law governing the work of the Council of Ministers, and Ministers and deputies do not know Prime powers, and were ystazenon in making a decision.
In the absence of this law, there are no controls determine the work of the Cabinet, during previous years withdrew about two-thirds of the number of Ministers in the Government, with only six out of 27 Ministers, Ministers nevertheless continued in Government.
The latter appoints Ministers of his party or his close substitutes for Ministers who withdraw from the Government in protest at his policies, and he spent the majority of his second term as Minister of defence and Interior, along with his duties as Prime Minister.
And not only from the Sunni and Kurds suffered the uniqueness of Al-Maliki in power, even as the Shiite sadrist movement led by Muqtada al-Sadr and the Islamic Supreme Council "led by Ammar al-Hakim, suffered from marginalization.
Therefore discuss the Shiite parties that form a single block in the name of "National Alliance" on drafting rules of procedure for its work and composition of leadership of its members for political decision-making and security task.
Some deputies of the "National Alliance" told niqash the Sadrists and the Islamic Supreme Council and the virtue party, deputies on the block "State of law" want leadership body comprising a representative of each party and monitor the decisions of Prime Minister Haidar Al-Abbadi to the Alliance consultation before any decision is important.
These parties have agreed a few days ago not to let any of them continue to be in power for more than two constituencies to prevent recurrence of Maliki's Government for 12 years, it was also agreed to change any Minister of the Alliance proved its failure in management.

Debugging Maliki is no easy task, as the deputies are pessimistic from the ability to bypass the previous Government problems and say the Government is a "Government crisis Abadi" will spend four years in handling errors as Maliki's Government legal and constitutional errors and security, most notably the third of Iraq outside the authority of the Iraqi Government after it landed, however, the "Islamic State".
