The Iraqi Parliament Fails to Approve New Security Ministers

Posted by Reidar Visser on Tuesday, 16 September 2014 18:35

New Iraq PM Haydar al-Abbadi kept his promise to present ministerial candidates for portfolios not included in the recent vote on his new cabinet, but the Iraqi parliament proved uncooperative. As a result, only one minister, for water management, was approved in today’s session. Crucially, all key security ministries remain vacant.

The most contentious nominations related to the defence and interior ministries. With respect to defence, the name of Jabir al-Jabiri, an Anbar politician with considerable popular backing and past ties to the former finance minister, Rafe al-Isawi, has recurred for some time as the nominee of the Sunni coalition in parliament. Conversely, it was something of a surprise that Riyad Ghrayb, a Shiite chameleon who has gone from a past with ISCI to the State of Law bloc and the faction of Hussein al-Shahristani, was put forward in the last minute. Before that, it had largely been thought that Badr would present a candidate, even after their original nominee, Hadi al-Ameri, was found by most other parties to be too unpalatable in such a sensitive position. As late as yesterday, a modification of the Badr proposal was presented in the shape of “independents” that might be acceptable to Badr, such as Ahmad Chalabi and Qasim Dawud. Today, the Shiite alliance held a last-minute meeting before the parliament session without being able to agree internally on a candidate.

There are regional and international dimensions involved, too. It has been suggested that the Iraq interior ministry struggle is a reflection of the contradictive relationship between the United States and Iran in the region as a whole, with Iran backing Badr candidates in Iraq and the United States – finally in possession of some real leverage because of the ISIS threat and Iraqi requests for American military assistance, and tacitly in alliance with Iran against ISIS – strongly objecting to this.

It is noteworthy that during the parliament session today, Abbadi implored the chamber to approve the nominees whereas parliamentarians of the Shiite alliance (whom Abbadi himself represents) voiced opposition to a vote, saying the interior minister at least should be internally approved in the Shiite alliance first. Deputy speaker Humam al-Hammudi of ISCI at one point tried to stop the vote according to the official parliamentary record.

Whereas the voting record hasn’t been tied down to individual MPs or even parties, the patterns suggest that parts of the Shiite alliance may have voted No and possibly that there was a revenge No in the vote on the State of Law nominee for tourism (Ali al-Adib). Interior minister Riyad Ghrayb got 117 out of 245 votes, Jabir al-Jabiri 108 out of 251, and Ali al-Adib got only 78 out of 250 votes. By way of contrast, a Sadrist nominee for the water ministry was approved with a more resounding 162 out of 250 votes. Altogether 285 MPs were in attendance, probably a reflection of the realization that a simple majority could have settled the matter of the security ministers and have them approved if those who were against Jabiri and Ghrayb had simply absented themselves.

Parliament adjourned until Thursday 18 September but it is unclear whether Abbadi will come up with new nominees by then.
It cannot be stressed enough that these final components of the Abbadi cabinet are among the most important decisions relating to the new Iraqi government as a whole – and as such far more significant than the plethora of international gatherings that are currently going on in the name of defeating ISIS in Iraq. Experiences from Yemen suggest that airstrikes will eventually hit someone that shouldn’t have been hit. In that kind of context, only a durable political coalition in Baghdad can prevent the situation from fragmenting completely. The absence of agreement on security ministers was a key reason the second Maliki government remained so shaky throughout its term, and it is likely this issue, more than anything else, that will seal the fate of the new, so far partial, government put in place by Haydar al-Abbadi.

Iraqi Economy: The transition from the budget items to balance programs

    Iraqi economy
The transition from the budget items to balance programs

Iraq has the best human talent and the most prolific natural resources, but at the same time follow the policy of economic growth depends on the output of a given resource or a particular sector of the unit without the other, but it is the oil sector. This economic policy rentier unilateral and one of the most important causes is the state budget. If we know that the budget has one of the tools that help management in planning in order to promote economic growth and encourage efficient use of resources and contribute to the events of the structural changes required economically and promote the factors of production and the removal of obstacles that limit the effectiveness of the work of economic instruments, and encourage the growth of the middle class, which depends upon the growth of the economy to greatly contribute to solving the problem of unemployment and the reduction of inflation. That the rentier economic policy inherited from the previous political legacy systems, as is the case for the system's general budget of the Iraqi state. In a quick reading of the history of the general budget in Iraq since 1921, through the issuance of the laws of the assets of the General Accounting for the year 1940 and the Constitution of 1964 and the General Budget Law Consolidated for the year 1985 and its amendments of 1990 m to 2004 m and the law of financial management and public debt, as amended in 2005 and the Constitution Iraq's permanent. We note that most of the political systems relied on one type of systems the budget, namely system items and continue to rely on this type of system to make the general budget of the Iraqi state, a far cry from the vision of planning with the strategic dimension which was born the policy of economic rents unilateral based primarily basis to monitor customizations and the distribution of oil rents on the doors of various tunnels of the budget without taking into account the feasibility of this spending and balance the extent of the return earned him compared to its cost.
That the method of budget items is one of the oldest methods under which are classified as alimony depending on the quality and not according to the purpose of which, in the sense that is limited to expenses of the same nature in homogeneous groups of primary and secondary regardless of governmental administration offered, and then is split expenditures into major categories doors where it is called the division of the main doors to these sub-items. Among the most prominent disadvantages of budget items is the lack of clarity of objectives, which monitors its funds and the inability to measure the actual performance of government agencies, which means that the uncertainty of the ministries and government departments to achieve its objectives quantity and kind of wanted, and this is what drives the various government agencies for allocations of more than interest in the results that must be met from the tunnels, which means the process of obtaining the allocations of more than require future programs. As well as the lack of association (budget items) permanently development plans for the state and the lack of flexibility in the implementation because the funds earmarked for specific items only. In addition to the centrality of the process of preparing the budget without the local governments played a major role in the submission of proposals and programs is an important factor in the dimensions of the budget items for the choices and priorities of local governments. The method of balancing items pushing for negotiations between the political blocs (parliamentary) causing significant interventions and many of those blocks that you want to modify, delete and add paragraphs to serve their interests and factional political and personal away from the service of the Iraqi economy.
In order to avoid the disadvantages of budget items and move the focus of the media to do the work to the work done the same. Statement of objectives in the sense that ask her credits and financial costs of the proposed programs to reach those goals and all of what has been accomplished business listed under each program and data and statistical information that measure achievements. It is necessary to leave the system and the followers of the budget balancing system software, which has become an objective need changes necessitated by the political, economic and social. And the need for the existence of long-range plans for the implementation of government programs big sense of identifying programs and projects of the ministries and government departments for a number of years to come and the anticipated expenses to her, and not for one year, as do the budget items that show the expenses of one fiscal year does not often linked to long-term planning. Also interested in balancing software required government agencies to major programs of each ministry or interest and then divides the key programs to sub-programs

And sub-programs to monitor the activities and the necessary funds for the implementation of key programs and activities in the sub-document public budget allocated to them on the page. Analysis of alternatives and one of the basic rules that underpin the budget programs and identifying alternative ways to achieve the overall objectives of the organs and government departments. After identifying alternatives conducted in-depth analytical studies with a view to determining the costs and returns them and the advantages and disadvantages associated with each of them in the light of the results of the comparison between alternative ways decisions are made. It is characteristic of the budget programs assess the achievements resulting from the implementation of programs and projects, compared to what has been achieved what was planned before implementation, and this would reveal all the problems facing the implementation and weaknesses in planning, programs and projects and the changes that need to be made to those programs and projects in order to facilitate the implementation process and access to the required targets. It is also the most important advantages of the budget programs to identify national goals and clearly arranged according to priorities and translate them into viable businesses. And also raise the level of efficiency and effectiveness of management and working to achieve the greatest possible results using the resources available to the state at the lowest ability of the cost. Improving and rationalizing the decision-making process in government agencies and to build on the foundations of objective criteria and based on scientific analysis, and in addition to the increase in business coordination between ministries and other government agencies and to eliminate duplication.
