PREVIOUSLY AND CONTINUING
"..... despite the superiority of Maliki’s electoral coalition, the competing Shiite forces, the Kurds and the Sunnis, are together able to form a comfortable majority to prevent Maliki from remaining in office. "......................
Maliki likely fears that if he rushes to do business with parties outside the Shiite alliance, his Shiite rivals would do the same and that they may have a better chance to win over the Kurdish and Sunni forces, because there is a general consensus among them to not keep Maliki in power.
At the same time, the rest of the Shiite groups fear that this consensus is not solid enough to withstand discussing the details, and that going alone to the Kurdish and Sunni forces may put them in a weak bargaining position and make them appear responsible for breaking Shiite unity.
An important factor here are the choices that the Sunni and Kurdish forces will make. If the Sunnis and Kurds rush to form ethnic and sectarian alliances, then the Shiite alliance may do the same.
Some are proposing scenarios such as replacing Maliki with another figure from the State of Law Coalition as a compromise to ensure the continuation of the Shiite alliance.

Yet, such a solution may come at a later stage, after the favored options by most parties have been exhausted.
What is certain now is that a harsh negotiating season will [ * HAS ] begin [ * BEGUN ] as the conflict moves from its electoral aspect into the closed negotiating rooms and deals among the elite. - - from al Monitor

Fouad Massoum: Veteran Politician Likely to be Iraq’s Next President
Massoum is a founding member of the PUK and a longtime friend of Jalal Talabani.
ERBIL, Kurdistan Region – Fouad Massoum, a founding member of the Patriotic Union of Kurdistan (PUK), is seen as the strongest candidate to replace Jalal Talabani as Iraq’s next president.
"Fuad Massoum has the greatest chance for this post," Sarwan Gomashini from the president's legal office told Rudaw after the PUK finalized the candidacy.
Massoum, a self-possessed veteran politician, has been a longtime confidante of Jalal Talabani, Iraq’s current president and PUK head who returned to Kurdistan Saturday after a year-and-a-half in Germany recuperating from a stroke.
Sources also have revealed that the PUK had submitted the name of Adnan Mufti, another party veteran, for the presidency. But Mufti had told Rudaw earlier he was not interested.
Meanwhile the PUK’s Najmaldin Karim, the powerful Kurdish governor of Kirkuk, has reportedly rattled the party by submitting his name for the presidency, but without party consent.
That move raised the ire of other PUK leaders, who rejected any candidate that is not approved by the party leadership.
Under the Iraqi constitution the president is Kurdish, the prime minister a Shiite and the parliament speaker a Sunni. The presidency is traditionally given to the PUK.
Last week MPs in Baghdad finally elected Salim al-Jabouri as parliament speaker, coming a stop closer to forming a government, as Iraq suffers a crisis that threatens to splinter the country.
Even if a president is chosen, the issue of the Shiite prime minister still would remain unresolved: The Sunnis and Kurds have absolutely rejected a third term for Nouri al-Maliki, who has continued to insist he will remain prime minister.
Massoum – whose full name is Muhammad Fouad Massoum Hawrami -- was born in 1938 in the township of Koye in Iraqi Kurdistan. Both his parents originally come from the Hawraman area, and his father was a notable cleric.
He and Talabani come from prominent religious families and spent their childhood in the same town and remain close friends to this day.
As a teenager Massoum studied at Kurdish religious schools, and in 1958 he began studies at Egypt’s prestigious Al-Azhar University, where he earned his undergraduate and graduate degrees in Islamic studies, and later his PhD.
Massoum was a member of the Iraqi Communist Party, which he left early in his career to join the Kurdistan Democratic Party (KDP) in 1964.
He taught at the University of Basra and was in charge of the KDP's military operations in Iraqi Kurdistan in the late 60s.
Massoum was a representative of the KDP and Mustafa Barzani in Cairo between 1973-75.
He is one of the founders of the PUK and has remained one of its leading members.
Because of his old ties with the KDP he helped the reconciliation process with the PUK in the 1980s, when the two were at war. In 1992, he became the first prime minister of Kurdistan.
Massoum was a member of the negotiating team in Baghdad that drafted the Iraqi constitution following the 2003 US-led invasion.
In 2004, he became the first speaker of the interim Iraqi parliament, and the year after he became an Iraqi MP.
Massoum is married and has five daughters.
Apart from his other duties, Massoum has supervised the current Iraqi prime minister’s graduate dissertation at Salahaddin University in Erbil.

According to a member of Parliament from the Kurdistan Islamic Union just Nuri "wished the Patriotic Union of Kurdistan and after the meetings continued to come out with one candidate for a vote during a session tomorrow, suggesting that the multiplicity of candidates can be lost" golden opportunity "for the Kurds and leads to dispersion described and their allies in the coalition of Kurdish blocs and not to ensure the victory of one of their candidates, and in this case can not be resolved presidential candidate in the first round is going to need more than one round to the presence of candidates from different blocks and components, and we look forward to that there is one candidate from the Kurdish side because of their share by existing agreements.
He hinted Nuri in an interview for the "morning" that the lack of resolution of the Patriotic Union of Kurdistan (PUK) commanded him toward one candidate confirms the existence of a deep rift inside it could not in the past weeks to be settled, as not resolved by the return of President Jalal Talabani, which led to the nomination of two for the job, expected to witnessing Wednesday's session differences within the chamber if the case remained quo, and can turn the parliament to postpone the meeting to another time or delayed.
He Nuri hope that does not see people's differences saviors of the members of the House of Representatives because he does not want to further frustration and distractions like that happened in the meeting last Tuesday, which will be the sign of a very bad, suggesting that it would be up to the consensus and negotiation that you get before entering the meeting to be after this protocol to authenticate the candidate agreed upon within the parliament.
And the Department of the office of President of the Kurdish position into two parts at a time when new names appear lists of contenders for the job, despite the norm so far to allocate that position for the component of the Kurdish and from the Patriotic Union of Kurdistan (PUK), who has held the Secretary General Jalal Talabani this position for two consecutive terms, but the names of the two components of the Sunni and Shiite minorities nationalism and other religious surfaced They compete the two main candidates for the National Union two, Dr. Barham Salih, Deputy Secretary General of the Party, and Dr. Fuad Masum, a member of the political bureau of the former and one of the founders of the Patriotic Union after excluding the leader Adnan Mufti of competition. nominate two people for the position raised reservations about many of the Kurdish forces in the forefront The KDP, led by Massoud Barzani, president of the province, where he made head of the parliamentary bloc of the party disturbed by offering the Patriotic Union of candidates to compete for the job. Said Khosro Goran, "The naming two candidates to fill the position would harm its component Kurdish, because the votes will be divided into the House of Representatives was supposed to agree Kurdish forces on a single candidate to be able to collect votes and not be divided between the candidates." And Mazad insult to injury is the intransigent attitude of the candidate President former position, Dr. Necmettin cream, which voted him the political bureau of the Patriotic Union list of contenders.
Where defied the cream of the political bureau of the party and announced in a press statement transfer site "Rudaw" "it did not withdraw from the presidential race despite ejected from the list of contenders, and it will run his campaign to the end and run even without the support of the political bureau of the party." And expressed cream politburo member of the Union Amtaaza Directed by name from the list of contenders for the post and said, "I was not present, the meeting of the political bureau, and therefore took advantage of my absence to take out some of my name from the list, but the meeting was generally failed to achieve its objectives,
As a coalition of state law, he predicted the existence of the so-called "element of surprise" in the session on Wednesday as the selection of the President of the Republic needs to be coordination between the blocks and the agreement before heading to the parliament. Said a member of the House of Representatives from the coalition just Fahd Hurcab that there are conditions installed to choose President of the Republic has the right to any Iraqi to submit his papers to run for this position, but there is a norm that a particular component, adding that everyone should come forward and gets the job come the loudest sounds, indicating that the Kurds undecided in this direction.
And on the bargaining state law, the Kurds vote on the President of the Republic in return for withdrawal from the disputed areas, hinted Hurcab in his "morning" that such a situation advertiser and a constitutional rather than in person on the grounds that the president must be a sponsor of the interests and unity of Iraq and the symbol of national, whether from Kurds or any other component, noting that in the event of non-compliance with this requirement by the Kurds would be to state law, the position of another, stressing that the Kurdistan region committed that Iraq is a federal state and that the government is the guarantor of their rights after they voted on the 2005 constitution, which said in the first article him that Iraq is a federal state, adding that those who wish to reverse this speech for him to change the constitution and seek rulings it from the beginning.
According to a member of Parliament for the Patriotic Union of Kurdistan Bakhtiar Shaways that Wednesday's session will be difficult and enthusiastic to select the president of the republic because the union is trying to get out of this problem, which is still pending so far, noting that the meetings of the Political Bureau of the Union over the nomination of leaders, Barham Salih, and Fuad Masum for this position, noting that consensus on a single candidate will be on the first two phases at a meeting of the party and the second through a negotiating session between the members of the House of Representatives of the Patriotic Union of Kurdistan (PUK).
He hinted Shaways in an interview for the "morning" that such a problem has been unable Union resolved, but that the matter related to the principle of compatibility between the blocks before entering parliament, as can resolve this issue before Wednesday's session and understanding with the rest of the House of Representatives who are nominated for this position Otherwise, the choice of prime non-Kurd can be no imbalance in the political process.
He Shaways that the issue of choosing the president and the withdrawal of the Peshmerga forces from the disputed areas are two things is not like the other one can not compromise on that, because the presence of Peshmerga in these areas is to protect them from the risk of armed groups and their control.
