    In the IHEC statement to this effect, there is a caveat. 4 seat winners have not been approved, and won’t be approved until they have been cleared of charges relating to serious crime cases against them. Pending settlement of the court cases, their membership in parliament will remain pending, and no replacement deputies will be appointed. Whereas this may sound somewhat messy, it is actually what happened also in 2010, when 2 seat winners were provisionally excluded. Back then, it took longer for parliament to reconvene than for the judicial authorities to settle one of the cases (and one candidate was voluntarily substituted by another candidate from his bloc), so no procedural problems emerged.

    With the general political climate in Iraq approaching boiling point, questions will inevitably pertain to the political affiliations of those 4 that were excluded. 3 of them come from a single list, the Sunni, pro-Nujayfi list that ran in Diyala province: Salim al-Jibburi, Raad al-Dahlaki and Umar al-Humayri. They have all been in various forms of conflict with Prime Minister Nuri al-Maliki, and Jibburi (once an Iraqi Islamic Party member who cooperated with the first Maliki government) and Humayri (ex governor of Diyala ousted by Maliki allies) most bitterly so.

    The certification of the election result opens the door for government formation: The Iraqi president (or his acting deputy) must issue a call for the Iraqi parliament to convene within 15 days, i.e. at the end of June. Theoretically, parliament will then elect its speaker, and, within a month, a new president who will then charge the candidate of the largest bloc in parliament to form a government.

    For Iraqi politicians, despite the current crisis, the parliamentary government formation process is likely to remain the main political track going forward. It is a problem, therefore, that much US rhetoric on conditions for aid to the Iraqi government seem focused on ideas about some sort of national reconciliation initiative that would precede the delivery of further assistance. It is very hard to see how that would fit in with the Iraqi government formation logic. Whereas there has been much talk among Americans about imposing conditionality on future military assistance in Iraq, US rhetoric has been disconcertingly void of specific proposals for measures that would satisfy them. On the other hand, there is no lack of American suggestions for favourite cabinet line-ups that could be imposed, possibly even with Iranian support. Some of this thinking seems to belong to the era of the CPA in 2003–04, rather than in today’s situation.

    Meanwhile, ISIS continues its savagery, the Kurds consolidate their quasi-independence, and Maliki for once actually has an excuse for drumming up state-of-emergency rhetoric.

    ERBIL, Kurdistan Region – Sunni tribes in Iraq that have been fighting under the black banner of the Islamic State (IS) have declared they will only pledge allegiance to the jihadists after the fall of Baghdad.



    Their announcement came days after the Reuters news agency reported that in Mosul, Iraq’s second-largest city that fell to the rebels last month, IS had picked up dozens of former members of Saddam Hussein’s Baath Party because they had not made their vows to the new caliphate declared by IS.



    Although there has been no independent confirmation of the report, it is seen as the start of infighting between the different factions gathered under the IS banner.



    After crossing from Syria into Iraq the Islamic State of Iraq and Syria -- or ISIS as it was then still called -- was joined by a number of Iraqi groups and organizations.



    Among them was the Iraqi Tribal Revolutionaries, whose spokesman Sheikh Raad Abdul Sattar Suleiman told the pan-Arab Asharq Al-Awsat daily that the tribe is holding off on pledging allegiance to the IS. Suleiman is a member of the Dulaim tribe, which counts about three million members.



    “Iraqis are prepared to accept help from any party in order to defeat the gang that is ruling Iraq,” Suleiman said, referring to the Shiite government of Iraqi Prime Minister Nouri al-Maliki. “We are Iraqis; we can change Maliki and his rule, and we will change the whole political process in Iraq.”



    He stressed that Iraq’s Sunni Arab tribesmen – not IS – had led the fight against government forces.



    “We are the ones who liberated Anbar and Mosul. ISIS does not have more than 2,000 fighters, while there are millions of tribesmen who are fighting this government to end its oppression and corruption.”



    At the same time, former senior Baath-members are heavily involved in the push by Iraqi Sunnis to reclaim power. Proof of this was found on memory sticks confiscated at the home of an IS military official, Abu Abdul Rahman al-Bilawi, after he was killed in Mosul before the city fell on June 10.



    Two key deputies of IS chief Abu Bakr al-Baghdadi, who are charged with managing the territories controlled by the group, formerly held senior posts in the Iraqi military. They are a former major general in Saddam’s army, and a former lieutenant colonel in the Iraqi military's intelligence core.



    According to a report by Britain’s The Telegraph newspaper, some of the senior men working as “governors” under both deputies appear to have previous affiliations to the Baath party, or al-Awda (the Returning), as the movement calls itself now.



    Discontent in the insurgent ranks is reportedly on the rise since the secular ex-Baathists are not as radical as the jihadi fighters they have been fighting alongside.



    When IS started demolishing Sufi shrines near Mosul, the Army of the Men of the Naqshbandi Order protested. This Sufi military band is said to be led by Saddam’s former deputy Izzat Al-Douri, and to have set up front groups of Baathists, unified under the General Military Council for Iraq's Revolutionaries (GMC).



    There are reports of skirmishes between the two in the Diyala province and assassinations of IS leaders. According to the reports, in two weeks IS lost two leaders and a number of their assistants.



    As IS wants to quell possible dissident amongst the Iraqis inside its caliphate, 12 moderate Sunni clerics were killed in Mosul.



    Only two days after the fall of Mosul, IS fighters killed the imam of the city’s Great Nurridin Mosque, Muhammad al Mansuri, according to a UN official. Just four weeks later, Baghdadi held his first Friday sermon in public in the very same mosque.



    Two days later, 12 other imams who refused to pledge allegiance to IS were executed, the UN reported.



    Recently, IS showed Iraqi Sunnis what would happen if they do not conform to its rule: the village of Zowiya, near Tikrit, was changed to ruins, with 18 dead, and IS heralding the “cleansing” of the village in an Internet posting. It warned that “all those who may even think about fighting the Islamic State and conspiring against the caliphate can know what their fate will be.”



    As reported by the McClatchyDC news site, the village was home to many military officers and provincial government employees. Rumors spread that some villagers were plotting to form a rival force to counter the extremists – or Sahwa, the Sunni militia formed in 2006 to fight al-Qaeda.



    The IS wants “to tell the tribes that you cannot repeat what you did in 2006 and 2007,” one of the villagers said.

    In an apparent move to try to pry Sunnis away from their uneasy allegiance to IS, in Baghdad a former member of the Sunni resistance against the prime minister, Meshan Jibouri, has been appointed by the Maliki government to make the Sahwa ready for the fight against IS.

    Hidayat Abdul Karim: ‘I am sure the court will hang me without questioning.’


    ERBIL, Kurdistan Region – Brigadier Hidayat Abdul Karim was the top military commander in Mosul, but among the last to learn about the Iraqi city’s fall to the Islamic State (IS) more than a month ago.



    He explained that as a Kurd he was virtually powerless in the Iraqi military: the army was so divided along ethnic and sectarian lines that his unit had no ammunition, and he was not told about Mosul’s fall until the next day.



    “I learnt about the fall of Mosul at 10 O’clock the next morning,” said Karim, who was commander of the Third Brigade in Mosul. He has been living in Erbil with his family since Iraqi Prime Minister Nouri al-Maliki singled him out for a court martial “for escaping from the battlefield.”



    Karim said that 85 percent of the Iraqi army is dominated by Shiites, with Kurds and Sunnis treated with suspicion and as outcasts.



    “Our brigade was under the command of the Kurds, so we did not have a single bullet to fire,” Karim said. “The Iraqi government had crippled our military unit because it was under Kurdish command. We did not have tanks and cannons -- not even ammunition.”



    Karim, who was promoted and assigned his new post in Mosul only 11 days before the city fell, said that despite his rank and position he did not have authority over an entire brigade: “In reality I was the commander of one-and-a-half regiment, and not a brigade.”



    The rebel forces seized control of Mosul on June 9, after the Iraqi army collapsed and retreated from the city without putting up a fight.



    “The Sunni soldiers knew what was going to happen, because 400 of them deserted 10 days before the IS onslaught,” said Karim, who also spoke about his own bravery and several wounds he suffered in fighting in Anbar province.



    “If I was in Mosul with 100 soldiers I would not have let this happen to the city. None of the brigades were under my control. Our forces had collapsed, but they weren’t telling me,” according to Karim.



    Speaking about his promotion, Karim explained he was chosen by Maliki because of direct support from the office of Jalal Talabani, Iraq’s Kurdish president who is also head of the Patriotic Union of Kurdistan (PUK) party. He has been out of the country since suffering a stroke in December 2012.



    Karim said the PUK had asked Maliki for command of a military brigade in order to stand equal with its rival, the Kurdistan Democratic Party (KDP), which controlled two brigades.



    Karim said that after the fall of Mosul he issued orders for his men to shoot any soldier trying to flee. “Some high-ranking officers were begging the soldiers to let them escape,” he said.



    Karim added he believes that Baghdad lost control of Mosul long before the rebel assault: “The IS had supporters among the Sunnis in Mosul. Mosul was lost one year ago.”



    The military man said that Kurds were constitutionally entitled to 17 percent of positions in the military, but in reality they were given no more than two percent of the posts.



    Commenting on orders from Baghdad for his court martial, Karim blamed that on his deputy, a Shiite from Hillah.



    “He wrote a bad report about me and claimed that I surrendered the Third Brigade to Barzani (the Kurdish president) and that I fled from the fight,” Karim explained, calling the allegations “totally baseless.”




    He said he had carried with him only the emblem of his brigade, without touching 80 million Iraqi dinars that were in his safe: “I am sure the court will hang me without questioning.”

    BAGHDAD / NINA / A familiar source said that the voting process to choose the President of the House of Representatives has ended in the participation of / 272 / MPs.

    The source told the National Iraqi News Agency / NINA / "The process of vote counting began immediately after the end of the voting process."

    The Age President of the parliament, Mehdi al-Hafez had put Salim al-Joboury and Shoroq al-Abaiaji for the presidency of the Council of Representatives.
