    ERBIL, Kurdistan Region - As Iraq slides closer to full-fledged civil war and the Kurds ponder independence, rumors waft through the bazaar: will the Kurdistan Region ditch the national currency and start printing bills of its own?


    Businessmen whisper that the design of the new currency has been finalized and is ready for print; images of fake “Bank of Kurdistan” bills have started popping up on the internet.



    Speculation is fueled by the fact that the Iraqi government has refused to send the Kurdistan Region its budget for half a year now, and jihadi militants have disrupted the flow of Iraqi dinars (IQD) up north -- effectively cutting off transport routes to the autonomous region. If the money is not coming from Baghdad, the thinking goes, then why not simply start printing money in Kurdistan?



    Officials don’t lend these ideas much credit. “Rumors are a way of life in Iraq, and Kurdistan is very much a part of that,” says Dler Salay, spokesperson at the Kurdistan Regional Government (KRG) Ministry of Finance.



    Mark DeWeaver, an emerging markets fund manager in Washington D.C., makes clear that Kurdish currency is a long shot.



    “The problem with creating their own currency is that they don’t really have any foreign exchange reserves independent of the Central Bank of Iraq reserves for the whole country,” he says, referring to the store of foreign cash in Baghdad. “And to make matters worse, the KRG government is short of funds. It would be hard to create credible ‘KRG dinar’ under these circumstances.”



    If confidence in the dinar falls, or if independence seems within reach, more and more transactions in foreign currency can be expected. Most imports and exports are already denominated in dollars, and banks allow Kurds to hold USD accounts.



    “Now the KRG is in need of more dollars for things like foodstuffs and gasoline from neighboring countries,” says Reza Ghazal, economics professor at the University of Kurdistan Hewler. “I believe these countries, specifically Turkey, prefer to receive USD under the circumstances.”



    It is not only banks and companies trading abroad that need dollars. Long an unofficial parallel currency in the region, many citizens are switching to it for daily purchases.



    “I was buying juice the other day, and the man in front of me paid in dollars. The fact it’s used for such small transactions is a sign,” says Adham Darwesh, director of the Erbil branch of the Central Bank of Iraq. “I just got off the phone with Baghdad, and we are trying to arrange for planes to transport dollars to Kurdistan. With a worried expression, he added, “They haven’t agreed yet.”



    Right now, Adham explains, the dollar is more expensive in Kurdistan because of the risks involved in sneaking it through insurgent-controlled areas. This effectively raises the price of imports to the region (which are bought in dollars), taxing a population already beset by budget cuts and increased fuel prices. Planes full of greenbacks would minimize the mark-up on exchanges for USD in Kurdistan, so that the exchange rate is basically in line with the rest of the country.



    No matter what, high demand for dollars bodes poorly for the majority of people across the country. This includes the Kurds, many of whom are enthusiastic about ditching the dinar along with the rest of Iraq. The reason for this has to do with technical features of the country’s exchange rate regime at the Central Bank of Iraq (CBI).



    The CBI has two separate foreign exchange rates: a floating “market” rate available to everyone, and a fixed “auction” rate available only to banks and certain importers. The market rate for dollars is currently much more expensive than the auction rate due to high demand. This is only natural: the gap (or “spread”) between the two widens during times of crisis because people lose faith in their currency and flock to the safety of dollar holdings.



    The bigger the spread, the larger the incentive for arbitrage -- buying cheap currency and reselling it at the market rate -- for those lucky enough to have access to the auction window. Importers suddenly have an incentive to over-invoice goods at the auction rate and sell the remaining currency, while exporters have an incentive to smuggle goods out of the country. Historically speaking, large spreads are associated with high levels of corruption, price distortions, and black market activity.



    If people in Kurdistan keep demanding USD, whoever gets dollars at auction rates onto planes from Baghdad will make a killing. Iraq is in a highly unusual position: uncertainty about the future of the state should keep market rates high. At the same time, record oil profits will bring in foreign cash and keep the auction rates low. The government has every reason to maintain this situation so that imports stay cheap and it can effectively tax exports (the government exchanges payment in foreign currency at overvalued market rates).


    If things continue like this, anyone with access to the auction window will profit from the chaos engulfing Iraq -- just as long as southern oilfields are still bringing in the greenbacks.

    The Kurds in Iraq sometimes look to the Zionist experience in founding a state and draw inspiration from it. The Jews, after all, managed to persevere against seemingly insurmountable odds to found a powerful state of their own. Before the foundation of Israel, the Jews lived as minorities wherever they found themselves. Sometimes their situation in host countries was relatively good and they managed to thrive, while other times they were hounded, persecuted and massacred. For many Jews, Israel’s founding salvaged a sense of dignity and pride they had lost over the centuries of living as a powerless minority at the mercy of others. They had spent too long a time as victims, barely tolerated in their ghettos, reviled and unwanted.



    It’s not difficult to understand how Kurds could have empathy for such an experience. Although others in the region greatly resent them for it, especially Kurds in Iraq tend to have sympathy towards Israel. For one thing, they remember the Israeli assistance they received during their revolts of the 1960s and 70s. For decades, Israel was the sworn enemy of the Kurds’ enemy in Baghdad. It was therefore not surprising that this summer, Israel became the first state to buy a tanker of South Kurdish crude oil and publically pronounce itself in favor of Kurdish independence. Israel’s population also includes more than a hundred thousand Kurdish Jews who were expelled from Zakho, Kirkuk, Suleimani and other parts of Kurdistan by the Iraqi government during the 1950s. These people maintained a proud Kurdish identity, while “Arab Jews” long ago shed their attachment to an Arab identity.



    There exist many great differences that have to be taken into account when comparing the Jewish experience to today’s push for Kurdish independence, however. Three huge ones immediately come to mind. First of all, in 1948 Israel was born at the expense of almost a million Palestinian refugees, whose descendants still fester in refugee camps to this day. Other Palestinians became grudging citizens of Israel, while still others in the West Bank and Gaza Strip fell under the control of Jordan, Egypt and then Israel in 1967. Second, the Jewish state of Israel found itself isolated in an overwhelmingly Arab Muslim region. That isolation largely continues to this day. Third and not least, the Zionist movement enjoyed the advantage of access to the sea, using it to get around an encirclement of unfriendly states.



    Although South Kurdistan includes many minorities – especially Arabs, Turkmen and Christians – the creation of a Kurdish state would not necessitate the same kind of calamity for these groups. An independent Kurdistan could nonetheless expect some degree of trouble from non-Kurds, especially if the state’s name and symbols come from a Kurdish ethnic identity that some groups have difficulty subscribing to. The majority of Kurds are Sunni Muslims, however, which lessens the chance of their isolation at the same time as it risks inserting them into a growing Sunni-Shiite conflict engulfing the region. More troublesome for Kurdish independence, however, is Kurdistan’s landlocked status – making any future Kurdish state very dependent on the goodwill of at least one of its neighbors.



    There are also, of course, many similarities one could draw attention to. A motivated population in search of security, dignity and a place to call its own can accomplish wonders. Just as the Jews were willing to bleed and shed blood for a state of their own, so too with the Kurds. Like the Jewish Agency that set up a de facto Jewish state in Palestine long before 1948, the Kurds in Iraq also enjoyed many years of autonomy to prepare their institutions for statehood. Just as Israel continues to suffer and bleed from contested borders, so too in all likelihood would Kurdistan.



    I could go on listing similarities, but one final point in common strikes me as the most interesting and noteworthy: If one looks at the historical record from the period, before being presented with a fait accompli the international community was not at all in favor of the creation of an independent Jewish state. Most people said the Jews would never survive an Arab attack against them and that their whole national project was doomed. Even Britain, which famously issued the Balfour Declaration in 1917 (declaring Her Majesty’s Government “in favour of the creation of a Jewish national home in Palestine”), had changed its mind by the 1930s. London came to view a Jewish state as just too destabilizing of a proposition. The preeminent world power of the day thus worked actively against the establishment of Israel. Foreign Office officials had no sympathy for romantic Jewish national aspirations and little patience for a people that kept bringing up how it was victimized by others in the past. They did not care that others too wished to become “masters in their own home.” The Jews went ahead and founded their state anyhow.

    ERBIL, Kurdistan Region – Hours after Iraq’s embattled Prime Minister Nouri al-Maliki accused the Kurds of harboring insurgents, the Kurdistan Region decided that Kurdish ministers appointed to the Iraqi cabinet will not be going to Baghdad.



    “As a first response to Maliki’s threats, the Kurdish leadership has decided that our ministers will not attend any meetings of the Iraqi cabinet,” said an official from the dominant Kurdistan Democratic Party (KDP).



    The official said that there is a consensus among all Kurdish political parties, including the Patriotic Union of Kurdistan (PUK), to boycott Baghdad.



    In his weekly televised address, Maliki said Wednesday that the Kurdish capital of Erbil had become home to “terrorists” and that his government “cannot stay silent.”



    “Those (terrorists) and those who host them will lose,” Maliki warned. He vowed, “We will not stop until we have retaken all the areas that were taken from us.”



    With Iraq sliding into deeper turmoil, the Kurds have moved their own forces into Kurdish-populated areas outside their official borders, including the immensely oil-rich city of Kirkuk. The Kurds also have declared their intention to hold a referendum on independence.



    Earlier on Wednesday, Kurdistan Region President Massoud Barzani rejected claims by Baghdad and Shiite politicians that the Kurds were behind the current turmoil.



    The president blamed Maliki, and his insistence on a third term, as the cause of Iraq’s undoing.



    “If Maliki insists on a third term, then Iraq will be driven towards a precipice and no one can predict what will happen,” he said. “And no decision will bring the country back to its previous state.”



    Also Wednesday, the Kurdish president’s office said on its website that US Vice President Joe Biden and Barzani had discussed the Iraqi situation on the phone, details of which were not published.

    I feel refreshed. I finally just got my internet back. Schiz, so many did not vote for him. He played every dirty trick to win this election. He confiscated the ballets in Diyala to the tune of 50 % of 14 MP's. He stole 2 million Sunni ballots out of the 12 million total that voted (1 ou of every 6 ballots of the people who did vote country wide). Remember when he bragged, "I expect big support from the Sunni's", even before the votes were counted. That's Sunni's who he stole the votes from. He was offering a new car and one million for any head of any block who would support him. 5 excepted. He was trying to buy votes of Iraqi's not in country using state funds. No telling how many he actually bought. He tried to bribe the Kurds with vote for me and you can keep the disputed territories and keep all the money from oil sales for the next 5 years. Nothing has worked even intimidation.. He needed to go down and that is exactly what has happened. He is under detention (don't ask the details).


    This is a process that must move forward and it is. Hopefully before Sunday the government will be announced. If not they will meet on Sunday and as quickly as possible they will vote this government in. Their first order of business will be the budget. Either just before or just after the budget, Turki will make the currency equal to the budget. Why, because he has to. This will move fast now and guys who don't understand or see it won't miss it as long as they have already bought and are holding on to the ticket (dinar). It is not important to understand.
