    It is EVICT MALIKI DAY + FIFTY - SIX ( 56 ) or " E - M DAY + 56 "

" The previous parliamentary elections which were held on 7 March 2010 and the time to form that government took more than eight months or until 17 November 2010. "

    PREVIOUSLY AND CONTINUING

"..... despite the superiority of Maliki’s electoral coalition, the competing Shiite forces, the Kurds and the Sunnis, are together able to form a comfortable majority to prevent Maliki from remaining in office. "...................... Maliki likely fears that if he rushes to do business with parties outside the Shiite alliance, his Shiite rivals would do the same and that they may have a better chance to win over the Kurdish and Sunni forces, because there is a general consensus among them to not keep Maliki in power.

At the same time, the rest of the Shiite groups fear that this consensus is not solid enough to withstand discussing the details, and that going alone to the Kurdish and Sunni forces may put them in a weak bargaining position and make them appear responsible for breaking Shiite unity.

An important factor here are the choices that the Sunni and Kurdish forces will make. If the Sunnis and Kurds rush to form ethnic and sectarian alliances, then the Shiite alliance may do the same.

Some are proposing scenarios such as replacing Maliki with another figure from the State of Law Coalition as a compromise to ensure the continuation of the Shiite alliance.

Yet, such a solution may come at a later stage, after the favored options by most parties have been exhausted.

What is certain now is that a harsh negotiating season will begin as the conflict moves from its electoral aspect into the closed negotiating rooms and deals among the elite. - - from al Monitor

Generally, all are " waiting for the National Alliance to name its candidate, formally , to start negotiate with him. "

The Iraqi Supreme Court Certifies the 30 April General Election Result

Posted by Reidar Visser on Monday, 16 June 2014 19:54

It’s official: The provisional result of Iraq’s 30 April general election, published last month, has been certified by the federal supreme court.

In the IHEC statement to this effect, there is a caveat. 4 seat winners have not been approved, and won’t be approved until they have been cleared of charges relating to serious crime cases against them. Pending settlement of the court cases, their membership in parliament will remain pending, and no replacement deputies will be appointed. Whereas this may sound somewhat messy, it is actually what happened also in 2010, when 2 seat winners were provisionally excluded. Back then, it took longer for parliament to reconvene than for the judicial authorities to settle one of the cases (and one candidate was voluntarily substituted by another candidate from his bloc), so no procedural problems emerged.

With the general political climate in Iraq approaching boiling point, questions will inevitably pertain to the political affiliations of those 4 that were excluded. 3 of them come from a single list, the Sunni, pro-Nujayfi list that ran in Diyala province: Salim al-Jibburi, Raad al-Dahlaki and Umar al-Humayri. They have all been in various forms of conflict with Prime Minister Nuri al-Maliki, and Jibburi (once an Iraqi Islamic Party member who cooperated with the first Maliki government) and Humayri (ex governor of Diyala ousted by Maliki allies) most bitterly so.

Still, before running to conclusions about another politicized court decision in Iraq, consider the fourth excluded candidate: Abbas Jabir al-Khuzaie, a seat winner in Qadisiyya province for Maliki’s own State of Law list. Khuzaie is a local politician from the Qadisiyya council who was once with the secular Iraqiyya before defecting to State of Law in 2011. He was then with the Independents bloc of Hussein al-Shahristani and may still be a member of that bloc subunit. Still, despite ongoing internal rivalry in State of Law, it seems unlikely that Maliki would fabricate an exclusion from his own rank in a situation where the loyalty of every new single Iraqi deputy is meticulously being monitored in the contest to form the biggest parliament bloc and supply the next premier candidate.

The certification of the election result opens the door for government formation: The Iraqi president (or his acting deputy) must issue a call for the Iraqi parliament to convene within 15 days, i.e. at the end of June. Theoretically, parliament will then elect its speaker, and, within a month, a new president who will then charge the candidate of the largest bloc in parliament to form a government.

For Iraqi politicians, despite the current crisis, the parliamentary government formation process is likely to remain the main political track going forward. It is a problem, therefore, that much US rhetoric on conditions for aid to the Iraqi government seem focused on ideas about some sort of national reconciliation initiative that would precede the delivery of further assistance. It is very hard to see how that would fit in with the Iraqi government formation logic. Whereas there has been much talk among Americans about imposing conditionality on future military assistance in Iraq, US rhetoric has been disconcertingly void of specific proposals for measures that would satisfy them. On the other hand, there is no lack of American suggestions for favourite cabinet line-ups that could be imposed, possibly even with Iranian support. Some of this thinking seems to belong to the era of the CPA in 2003–04, rather than in today’s situation.

Meanwhile, ISIS continues its savagery, the Kurds consolidate their quasi-independence, and Maliki for once actually has an excuse for drumming up state-of-emergency rhetoric.

American Time magazine, and the report of a large 8-page plan to divide Iraq

    WEDNESDAY, JUNE 25, 2014 08:12 J P

Twilight News / revealed the American Time magazine, and the report of a large 8-page plan to divide Iraq into three states, one of them in the north of Kurdistan, and the second for the year along the Syria, and the third Vlheiah, and its place in the south of Iraq and includes large areas of it.

Not only that, but this country is heading the new Shiite south, where up to Kuwait, to deduct areas vital to reach them also to include some parts of the north-east of Saudi Arabia.

The magazine published detailed maps illustrate areas of distribution of Sunnis, Shiites and Kurds.

Baghdad promised within the state of Sunni, Kirkuk was either by maps published by «TIME» inside Kurdish state, but on the line of contact with the state of the year, according to the report argues.

The report speaks about the annexation of the Kurdish areas in Syria to a Kurdish state in addition to the inclusion of some Sunni areas of Syria's Sunni Muslim state.

It is worth mentioning that the magazine "Time" reflect the U.S. close to the U.S. administration and express their point of view more often.

The press spokesman Josh Earnest, the White House said that the decision of the Iraqi government is up to the Iraqi people who decide how it should develop its own maps, adding that the Obama administration would prefer to work in Iraq's political leaders together to find a political solution.

Regarding a proposal in 2006 by Senator Joe Biden to divide Iraq into three regions Sunni and Shiite and Kurdish explained Ernest "The direct route - from the point of view of this administration - to face the threat Daash is to unite this country around a political agenda that gives every citizen a stake in their future and success" .

In a commentary published on the cover of the magazine "Time" titled "The End of Iraq," Ernst admitted that the concept of division is not clear, a new concept, but he acknowledged the seriousness of the imposition of third-party solutions to the Iraqi people.

Observers believe that the idea of resorting to the option of partition and regions in the case of the complexity of the conflict is gonna regional and international parties to achieve to create centers of fighting each other for a period of conflict that the parties want it to be long for the marketing plan and justify the provinces.

The sudden military victories of a Sunni militant group threaten to touch off a maelstrom in the Middle East

    The End of Iraq

As the brutal fighters of the Islamic State of Iraq and Greater Syria (ISIS) rampaged through northern Iraq in mid-June, a spokesman for the group issued a statement taunting its shaken enemies. Ridiculing Iraq’s Prime Minister Nouri al-Maliki as an “underwear merchant,” he warned that his fighters, who follow a radical strain of Sunni Islam, would take revenge against al-Maliki’s regime, which is dominated by Shi‘ites. But this vengeance would not come through the capture of Baghdad, the spokesman vowed. It would come through the subjugation of Najaf and Karbala, cities that are home to some of the most sacred Shi‘ite shrines. The Sunni fighters of ISIS would cheerfully kill and die, if necessary, to erase their blasphemous existence.

He said the military "People rally around al-Maliki and going behind him because of the organization of the Islamic State of Iraq and the Levant. Chances are still strong."

And perhaps topple al-Maliki is the price you have to pay a coalition of state law to form a governing coalition. Iraqi politicians say that the lack of confirmation of Washington and Tehran support for the owners encouraged his opponents to insist on his departure.

But negotiations have barely begun. It is scheduled to meet Parliament in July, the first to start the process to approve the new government, which could take months to al-Maliki remains in power for the head of the caretaker government while continuing the war on the organization of the Islamic state.

Pressing both Washington and Tehran for a quick settlement of the crisis. The United States insists that it will not choose the next leader of Iraq, but Foreign Minister John Kerry, who met with al-Maliki in Baghdad on Monday, said explicitly that Washington was aware of the resentment of Sunnis, Kurds and some Shia.

The meeting between Maliki and U.S. diplomats last week said hot Western diplomat briefed by one of the participants in the meetings on what took place there. The diplomat said U.S. diplomats have told al-Maliki that he would have to step aside if it no longer has the necessary parliamentary support for a third term.

The Western diplomat said, "I think that he had received the message., But I would not be surprised if he tried to circumvent them."

He added that he was initially cancel a phone call with U.S. Vice President Joseph Biden, because of the friction generated by these meetings. The call was conducted at the end of it last Wednesday.

The White House denied the U.S. embassy and the transfer of any message to al-Maliki that he leave power. But U.S. officials have expressed in private meetings in the hope of change.

The mutual positions here. Valaskara friend Prime Minister al-Maliki in recent days that he feels bitterness toward the United States. It has traumatized the sharp criticism addressed to him members of the U.S. Congress as It hurt lukewarm support of President Barack Obama and refrain from directing U.S. air strikes for the fundamentalist Islamic state.

He said the military "there bitterness in the tone of al-Maliki when he talks about the U.S. role ... and even what is happening in the U.S. capital and speeches in Congress and Obama's speech. Does not have hope., He says, we have to rely on ourselves."

Commenting on the military meetings with U.S. diplomats last week said: "I heard that she was tense and I expect it because he is not satisfied with their style.

"Maliki does not have the time to sit down with any one to just listen to the advice and criticism. He wants to submit a thing to help him. Did not see it."

As for Iran's other main source of external support to the government in Baghdad has been less enthusiastic in their support of the owners, although it was not clear whether they were willing to sacrifice him.

The senior Iranian official told Reuters at the weekend: "Iran respects the choice of the Iraqi people., And if they do not want their prime minister Maliki, why support him?"

A senior Iranian official said Iran supports last-Maliki, but not at all in favor as supports Syrian President Bashar al-Assad.

He added, "Iran's support of the owners is limited and conditional. Was quoted Iran's ambassador to Iraq this message to the owners. Iran is believed that the al-Maliki to form immediately cabinet combines many categories but think at the same time that the time may have been too late."

Maliki became exposed after the sudden progress achieved by armed groups, led by the organization of the Islamic State of Iraq and the Levant. It has won the support of the organization's fighters Sunni tribes were fighting organization in the past.

Maliki's critics say that his judgment, especially in the last four years is responsible for the polarization of the country has experienced.

When U.S. troops were still in the country, Maliki has come under strong pressure to continue with the year and the formation of a representative government to the Iraqis. Maliki won support for the U.S. thanks to its response to Shiite militias.

In the previous elections in 2010 and before the departure of the American forces tried to overcome the sectarian al-Maliki, but came in second place after a secular bloc supported by many Sunnis. To stay in power deliberately al-Maliki to assemble a parliamentary bloc of Shia and later dropped from the power-sharing agreements.

On the day when U.S. forces completed their withdrawal in 2011 al-Maliki government issued a decree to arrest Iraqi vice-president who belongs to the Sunni doctrine to spend the rest of the constitutional arrangements was the Sunnis they deem necessary to ensure the representation of all Iraqis in power.

In the years that followed falter security with Sunni militants take advantage of the people toward the government stresses the Sunni sect.

Said a senior member of Maliki's coalition that U.S. diplomats actually told him that he should step down if it turns out that the Sunnis, Kurds and Shiite blocs in parliament, the competition will not support it for a third term.

He added, "They think by the political situation in the country and what is happening in the Sunni areas of the country that al-Maliki can not put pressure on other parties to govern for a third term. Maliki has become a symbol of polarization in the eyes of others, regardless of their performance."

He said that U.S. officials encouraged the coalition of state law to find other candidates, although Washington's position encourages other parties to insist on the departure of al-Maliki.

He continued, "Once you understand the other parties in the U.S. position Vsti_dd Maliki rejected., It gives them a psychological boost."
