Whereas this may sound somewhat messy, it is actually what happened also in 2010, when 2 seat winners were provisionally excluded. Back then, it took longer for parliament to reconvene than for the judicial authorities to settle one of the cases (and one candidate was voluntarily substituted by another candidate from his bloc), so no procedural problems emerged.

    With the general political climate in Iraq approaching boiling point, questions will inevitably pertain to the political affiliations of those 4 that were excluded. 3 of them come from a single list, the Sunni, pro-Nujayfi list that ran in Diyala province: Salim al-Jibburi, Raad al-Dahlaki and Umar al-Humayri. They have all been in various forms of conflict with Prime Minister Nuri al-Maliki, and Jibburi (once an Iraqi Islamic Party member who cooperated with the first Maliki government) and Humayri (ex governor of Diyala ousted by Maliki allies) most bitterly so.

    Still, before running to conclusions about another politicized court decision in Iraq, consider the fourth excluded candidate: Abbas Jabir al-Khuzaie, a seat winner in Qadisiyya province for Maliki’s own State of Law list. Khuzaie is a local politician from the Qadisiyya council who was once with the secular Iraqiyya before defecting to State of Law in 2011. He was then with the Independents bloc of Hussein al-Shahristani and may still be a member of that bloc subunit. Still, despite ongoing internal rivalry in State of Law, it seems unlikely that Maliki would fabricate an exclusion from his own rank in a situation where the loyalty of every new single Iraqi deputy is meticulously being monitored in the contest to form the biggest parliament bloc and supply the next premier candidate.

    The region’s business-friendly Investment Law has drawn in many foreign firms. It is easy to start a business, and low corporate taxes, income taxes, exceptions and other incentives make it a good place to run one.


    ERBIL, Kurdistan Region – As Iraq’s autonomous Kurds speak more openly about independence following an Islamist insurgency that threatens to splinter the country, the London-based and highly-respected Economist Intelligence Unit (EIU) has released a report comparing the northern Kurdistan Region to full-fledged countries around the world.



    The region ranks higher than its parent country, Iraq, in all six categories analyzed in the report, with the largest gaps between the two in “quality of life” and “political stability and security.” The narrowest difference is in “human development.”



    The Global Peace Index, which ranks countries and regions in terms of their peacefulness, places the Kurdistan Region higher than Turkey or Iran, while Iraq finds itself at the bottom of the list, ahead only of South Sudan, Syria, and Afghanistan.



    Since the report was conducted before the present turmoil, with Sunni insurgents in control of several cities and vowing to march on Baghdad, Iraq may rank even lower now.



    In terms of political stability and security the Kurdistan Region, a three-province enclave of some five million people in northern Iraq, is closest to China and Brazil. Iraq is closest to Nigeria and Syria, where a civil war has been raging for more than three years.

    The report found that crime rates in Kurdistan are incredibly low. Theft is a bigger problem in Singapore than in Kurdistan. Homicides are rare; Iraq has one of the highest murder rates in the world.



    On average, Kurdistan has only half as many prisoners as the rest of the world, and organized crime is not a major issue. Social unrest is significantly lower than the rest of the Middle East and North Africa (MENA) region, even considering the 2011 protests in Sulaimani and elsewhere.



    The report does list a few criticisms regarding security.



    Attacks by the jihadi Islamic State of Iraq and Syria (ISIS) in the disputed territories surrounding the Kurdistan Region, and against the Ministry of Interior last September, keep the enclave near the middle of global rankings. High gun ownership rates and violence against women are also factors.



    The EIU report states that the size of Kurdistan’s military, relative to population, is a cause for concern.     Sunni Muslim insurgents in Iraq captured their fourth town in a little more than 24 hours late Saturday, hours before U.S. Secretary of State John Kerry arrived in the Middle East to try to shore up Prime Minister Nouri al-Maliki's faltering government.

    Iraqi officials told the Associated Press that the Islamic State in Iraq and the Levant (ISIS) captured the town of Rutba in the western province of Anbar, about 90 miles east of Iraq's border with Jordan. However, AP reported that residents were trying to negotiate with the militants to leave due to the presence of an army unit that threatened to begin shelling.

    Al-Maliki's Shiite-dominated government has struggled to push back against Islamic extremists and allied Sunni militants who have seized large swaths of the country's north since taking control of the second-largest city of Mosul on June 10 as Iraqi government forces melted away.

    The prime minister, who has led the country since 2006 and has not yet secured a third term after recent parliamentary elections, also has increasingly turned to Iranian-backed Shiite militias and Shiite volunteers to bolster his beleaguered security forces.

    Al-Maliki has come under growing pressure to reach out to disaffected Kurds and Sunnis, with many blaming his failure to promote reconciliation led to the country's worst crisis since the U.S. military withdrew its forces nearly three years ago.
