Theory about CBI issuing 6 month BONDS for 500 billion dinars

What is the significance of the treasurey notes, being offered short term, 6 months, expiring in November, for 500,000,000,
(500 Billion Dinar), which was announced on the Arabic side of the CBI website yesterday? Why is this such great
news? Do we know if these are being offered "out of country" (internationally), or just in country? here is the link to this announcement... https://translate.googleusercontent.com/translate_c?depth=1&hl=en&rurl=translate.google.com&sandbox=0&sl=ar&tl=en&u=https://www.faceiraq.com/inews.php%3Fid%3D2755762&usg=ALkJrhgRDo9ZlctBvhE50fUP0haneMc6eA

if it is international offering, then of course we know what that means.. world tradeable, and we must see RV immediately....if not sooner assuming it is in country offering, then we must look further...

remember the UN saying projects must begin by June?

remember the articles from yesterday, and there were many more versions of the same, and NOW more today on the same regarding the allocation of a certain amount of dinar for projects..it was a large sum.500 billion dinar... also released same day as the 6 month notes announcement..
here is link to one of the articles.. https://translate.googleusercontent.com/translate_c?depth=1&hl=en&rurl=translate.google.com&sandbox=0&sl=ar&tl=en&u=https://www.faceiraq.com/inews.php%3Fid%3D2755403&usg=ALkJrhgea99cuqkUMlaNHS-bYFdkhT7Wow

we know bonds are issued all the time to raise capital that is needed for expenses relating to projects, equipment, salaries, etc..

we know the longer the maturity date, the longer the length of the contract that the proceeds of the sale of the bonds is for... and of course the reverse be true as well..the shorter the bonds maturity, the shorter the need for the capital that results from the offering of the bonds..

we know that Iraq is wealthy, BUT, they are short of cash at the moment..we have seen the powerhouse they are, and where they stand in the world rankings.. we have seen JPMorgan promoting investing in Iraq- we have seen many many countries rushing to establish "bilateral relations" to get in on ground floor, in the building of the NEW IRAQ... we have seen SO MUCH ER/MR progress.....

are they offering short term notes, to raise capital to complete the "8" projects, (we don't know which 8), that the UN said must be started by June1, knowing full well, they will pay them off and have all their wealth , in the short term vs the long term? Remember the CBI statement stated for the benefit of 8 beneficiaries...that means 8 projects?

Interview: Subhi Khudairi, EVP of Khudairi Group - JOHN DEERE DIST

Posted on 29 May 2014. Tags: John Deere, Khudairi, Sany

The market for construction equipment is booming in Iraq, and Khudairi Group has grown to become one of the leading players. Iraq Business News spoke with the company’s Executive Vice President, Subhi Khudairi (pictured), to get his perspective on this key sector.
Iraq Business News: Our readers are very familiar with the general Iraqi growth story, but what annual growth rates are you seeing specifically in the heavy equipment sector?
Subhi Khudairi: Exact data is hard to come by in Iraq, but growth is certainly in double-digit percentages, coming from both construction and energy.
IBN: What current market share do you have?
SK: We operate throughout the whole of Iraq, and calculate that we have about five percent of that market, but if we can provide the level of service our customers require we believe we can grow that to ten percent in the next two years.
IBN: And what sort of services are your customers now looking for — what trends are you seeing?
SK: The main trend that we are seeing is a shift towards focussing on the total cost of ownership, regardless of whether a customer is buying or renting. They don’t just want the machine, they want the services, the warranties, the genuine spare parts. Time is money, and downtime will not be excused. Our continued success depends on providing solutions that meet and exceed those requirements.
IBN: So what can you do to satisfy those customers?
SK: It starts with having the right product. We supply construction equipment from John Deere and cranes and excavators from Sany, all of which are built to the highest quality. We then provide a “cradle-to-grave” service throughout the life of a project, supporting the customer in all aspects of maintenance and equipment management. Our family reputation depends on getting that right and keeping the customer happy.
IBN: Where can people find out more?
SK: Come join us for our Customer Day at our John Deere showroom in Erbil on June 12th at 11 am to see heavy machinery demonstrations, talk to Khudairi Group’s owners and management about your needs, and eat some great food. It promises to be an exciting day with lots of people attending, including the US Consul General.
