    58866 UK Government policy on the Kurdistan Region

    British parliamentarians have picked a good time to examine UK Government policy on the Kurdistan Region given dramatic internal change, imminent and historic oil sales to Turkey possibly without Baghdad's permission, and recent Iraqi elections which may make or break Nouri al-Maliki.

    The Foreign Affairs Committee inquiry began with a brisk trot around the key issues through evidence from two foreign policy specialists and one energy expert: Professors Charles Tripp and Gareth Stansfield, who has been visiting Kurdistan since 1997; and John Roberts. My broad survey of this question and answer session gallops through the richness of their evidence which deserves to be read in full.

    The questioning started with internal change and reform in Kurdistan following last year's elections. The big issue was whether Kurdistan is democratic to which the answer was a cautiously optimistic yes.

    True, some leaders shy away from scrutiny but some of its "aspirational population" speak critically and openly about their leaders.

    The negotiations on forming a new coalition government in Erbil are complex and delicate but should be seen as a sign of strength in catching up with the new realities of the end of the KDP-PUK duopoly. Yes, there are what Ann Clwyd called "great gaps between the rich and the poor" but Kurdish leaders are taking this seriously. And the position of religious and ethnic minorities is good, despite inaccurate claims from some vocal opponents based abroad. In all, Kurdistan has the makings of accountable government while the security and political position in Arab Iraq is truly bleak.

    As for the Erbil-Baghdad axis, Stansfield said that "Iraq is, in effect, two countries" and the "billion dollar question" is how Erbil and Baghdad can find a political solution to various disputes that would allow the Kurds to be "happy participants" in Iraq.

    Maliki, "the great political survivor" of Iraq politics, might have to square the Kurds to stay in power but will it be another temporary fix or a lasting deal? Maliki may not get a third term and other possible Prime Ministers have been more historically sympathetic to federalism. Others in Basra and northern Sunni provinces are also seeking to decentralise power throughout the country and see Kurdistan as an asset rather than a liability.

    MPs examined the danger of military confrontation. Maliki may have more men under arms than Saddam but it is mostly a major job creation scheme and these armed forces are weaker in reality. An Iraqi battalion defected in 2012 to the Peshmerga, which are more cohesive and effective. But more capable and destructive Iraqi air power, thanks to planned sales of American F16s, is stoking real fears in Kurdistan, which can be summed up in one word - Anfal.

    Mike Gapes MP asked about the UK Government's refusal so far to follow the example of the UK Parliament and formally recognise the genocide. Stansfield strongly argued that denying the genocide is insulting and deeply upsetting to the Kurds.

    MPs wondered if the KRG had put too many eggs in the Turkish basket and if Ankara could be trusted. PM Erdogan once joked that he would oppose a Kurdistan even if it were in Argentina but Turkey's need for Kurdish energy supplies was changing things. The Committee Chair quipped that "pipelines can be a nice little earner."

    One MP asked what Britain's status as "partner of choice" means in practice. Some think Britain has not capitalised on its good standing.

    Others argue that a dilemma for the UK is reconciling support for the integrity of Iraq and relations with the Kurds. That tension may become more acute.

    Where now? This column has avoided advocating particular outcomes. I can certainly see the attractions of independence for Iraqi Kurdistan as we near the centenary of the fateful decision to force the Kurds into Iraq. But that isn't easy for a landlocked country whose southern boundary is not settled and where the burning question in any divorce would be "what about the children," meaning the status of people in the disputed territories.

    I can also see the attractions, not least for Arab Iraq, of the Kurdistan Region staying in what could become a binational confederation, with Kurdish autonomy and links to a "virtual Kurdistan" and more widely. I know there is a debate about whether it is better to live in a 2 million or an 8 million barrels a day economy. Iraq could yet move from being centralised and dictatorial to being a diverse and democratic country that therefore values the Kurds.

    The official inquiry has made a good start to an informed appraisal of these and other questions from a British perspective. That there is even an inquiry illustrates that understanding of the Kurdistan Region has moved from the margins to the mainstream of policy-making.

    ERBIL, Kurdistan Region – Iraqi Prime Minister Nouri al-Maliki has expressed his intention to remain in the premiership for a third term and has reached out to all political groups, including the Kurds, for negotiations, sources told Rudaw.

    A source in the Kurdistan Democratic Party (KDP), the Kurdish party shown to have won the largest number of votes in last month’s parliamentary elections in early counts, said that his group leaders had received a letter signed by Maliki as the head of his State of Law party.

    "We have received Maliki's letter and have reviewed it, but we will not respond to the letter now," said the KDP source, speaking to Rudaw on condition of anonymity.

    The six-page letter is composed of two parts, covering the basis for the formation of the next Iraqi government and outlining strategic duties, with the most important centered on maintaining the territorial integrity of Iraq.

    Khalid Assadi, a leader of State of Law, confirmed that the same letters had been sent to all Iraqi parties, including the Kurds, for early talks about forming the next Iraqi government.

    It is widely believed it will take months before the various political groups can strike a deal and form the next government.


    Maliki has especially estranged the country’s two largest minorities, the autonomous Kurds in the north and the Sunnis. Maliki’s last term was possible only after the Kurds threw their backing behind him. However, over the past year relations between Maliki and the Kurdistan Regional Government (KRG) have gone from bad to worse over energy rights and the budget.

    The letter is said to include details of programs and views of the State of Law about the next government.

    "The letter asks all the parties to start negotiations with State of Law to form the next cabinet based on the constitution and the parliamentary elections results," said Assadi. “Maliki has outlined the program and views of State of Law about the next government, saying it should be based on national principles and not repeat past errors."


    Maliki’s letter comes at a time when the results of the April 30 elections have not been officially announced. However, Maliki’s State of Law has made self-proclaimed victories in several southern provinces, saying it has outdone the other political parties.
