    " .......... reports indicate that Iran wants to keep Maliki in his post, based on the logic that it is more important to keep your old friends than it is to make new friends that you have not yet tested. Iran is certainly not interested in Maliki as a person, but rather in its own interests in Iraq as a country and as a safe crossing to support Syria. This means that it will not oppose a reliable replacement of Maliki to the post of prime minister, in case Iran's other allies insist on it. There is more than one person who can be accepted by Iran among the candidates of the two main lists of the Shiite alliance, namely the State of Law Coalition and the Citizen Coalition.

    On the other hand, a desire to revive the Shiite alliance immediately after the elections has emerged, after the failure of a plan to form a majority government that Maliki advocated, and after his rivals could not win the number of seats that would have enabled them to take the State of Law Coalition out of the equation. Based on that, there seems no other way to reach an agreement among Shiites; new alliances could be made with the Kurds and Sunnis, seeing how difficult it will be to secure the majority required to form the next government without any of Maliki’s supporters and rivals.

    In addition, the Shiite authority and Iran insist on preserving the unity of the Shiite front in order to guarantee the political interests of the largest Iraqi component. At the same time, the parties concerned have started to unofficially suggest figures to succeed Maliki in private political corridors in order to check the reactions of the other parties.

    Under such a contradictory atmosphere, it seems most likely that the main Shiite parties will agree on a consensus candidate who meets Iranian standards and who is not rejected by the Kurds in any way.     Iraq faces challenge to find solution for growing slums

    The housing crisis has been a curse on successive Iraqi governments, and the problem lasts despite attempts by some governments to find patch-up solutions. For example, the solution of the government of Saddam Hussein was to distribute land to the needy, thus leading to Baghdad expanding without appropriate urban planning. As Harith Hasan reported for Al-Monitor last month, Prime Minister Nouri al-Maliki has made acceleration of public housing development and distribution of land a bedrock of his campaign promises, blaming others for the current crisis. Maliki's government distributed 150-square-meter (1,614-square-foot) plots of land to those who had trouble finding housing, however this has been done with no urban planning or in-depth study of the crisis — which is getting worse as Iraq’s population increases.

    After the US forces occupied Baghdad in 2003, there has been an increased need for housing. Amid an absence of the state, families started building slum housing on agricultural land or land owned by the state, and this kind of housing now has its own market in Iraq.

    On the eastern edge of Baghdad, in the industrial area, Abu Ahmed built a small house for his seven-member family because he could not continue paying rent. He bought a plot of land with $10,000 and built a structure on it for about the same amount, but the area has no sewage system and no potable water. Thus, residents of this area are compelled to buy water from mobile tankers. There are many insects in the area and sewage collects in a pond close to the house and does not get drained by the municipalities. Al-Monitor met Abu Ahmed, who said that he is happy since he does not have to pay rent.

    There are many other citizens like Abu Ahmed. The slums of Baghdad constitute about 33% of all the slums in Iraq, and Baghdad’s slums house about 2.5 million people.

    Fiyan Dakhil, the chairwoman of the Iraqi parliament's Services and Construction Commission, said to Al-Monitor: “The money allocated from the annual budget to the concerned government departments is not enough to solve the housing crisis in Iraq for a hundred years to come.” She added, “The government must change its strategy for the housing crisis, especially in light of the growing population. … The best solution to solve the housing crisis is to open the door to investment, as happened in the Kurdistan Region [of Iraq].”

    Although there are no clear reports about the possibility of armed groups exploiting the slums, the exploitation of slums has occurred in most of the region’s countries, especially since the slums’ residents are poor. However, Dakhil does not think this will happen in Iraq. “It is wrong to think that slum dwellers will turn into criminals because they are poor citizens. … The responsibility lies with the government regarding the slums' crisis. The [government] should reclassify the land on which slums were built and build [on that land] low-cost dwellings, or find an alternative and evacuate these areas,” she added.

    Abdul Zahra al-Hindawi, the spokesman for the Ministry of Planning, said, “The problem of the slums is new to Iraq because it emerged after 2003.” He told Al-Monitor, “Most slums were built on state-owned land, and it is difficult to solve [the problem] overnight.”

    Hindawi explained: “The Ministry of Planning has surveyed the slums to give the state a true picture of the problem to develop effective solutions. When we talk about 2.5 million slum residents, this reveals that the problem is getting worse and that it requires urgent action to find radical solutions. The national strategy for poverty alleviation includes building low-cost housing as an alternative to the slums, and the building of various housing complexes has started in a number of provinces. When the construction is finished, the [housing units] will be distributed to the poor, most of whom are slum dwellers.”

    About the housing initiative launched by Maliki, Hindawi asserted, “Every step to build housing complexes solves part of the crisis.”

It is possible that the PUK wing may "make a deal with the devil " to bolster it's lagging political fortunes, but not Gorran or Barzani. Never say never and the Kurds have said that there is no " red line " for their support related to personalities, BUT ............................. Also, the Kurds speak out almost daily against the notion of any government contrary to a national partnership so the political majority notions of the SLC are antithetical to the Kurds public position on the " form " of the new government. ***

    The Iraqi Sunnis also have indicated their interest in the Iraqi presidency. Last week, former parliament speaker Mahmoud Mashadani reportedly said that Iraq’s Sunnis have the right to the post this time.

    In the last election Kurdish political parties, with the exception of the Change Movement (Gorran), agreed to form a Kurdish bloc to strengthen the Kurdish position against Baghdad. All Kurdish parties remained united on sensitive national issues with Baghdad, chiefly over disputed territories, Peshmarga forces and oil issues.

    In total, Kurdish parties won 57 parliamentary seats in the 2010 polls. Preliminary unofficial results from Wednesday’s polls show that the Kurds may win the same number of seats again.

    "We had one voice over the national issues, but if Kurds formed a Kurdish bloc that would be better," said Saadi Ahmad Pira, a senior leader of the PUK. "Kurds have to agree on the general guidelines and should move to Baghdad based on these lines that would include the views of all the parties," he said.

    Meanwhile Muthana Amin, a senior official of the Islamic Union of Kurdistan (Yekgrtu), which for the past four years was part of a Kurdish bloc dominated by the KDP and PUK, believes there is no harm in not having a single bloc this time, as long as the parties agree on a single front on important national issues.     SULAIMANI, Kurdistan Region – After a week of tensions and mutual accusations immediately following last week’s provincial elections, the Change Movement (Gorran) and Patriotic Union of Kurdistan (PUK) have reached a preliminary agreement on finding a mechanism to work together in the city of Sulaimani.

    The announcement came after Salahaddin Bahaddin, former leader of the Islamic Union (Yekgirtu), stepped in as mediator between the two rival groups, both of which claim Sulaimani as a stronghold.

    Meanwhile, it was reported Tuesday that Gorran head Nawshirwan Mustafa and Hero Ibrahim Ahmed, a senior leader of the PUK, had instructed their parties to avoid inflammatory reports and tone down rhetoric against each other.

    "Nawshirwan Mustafa has said that they would negotiate on the posts once the official results would come out to form provincial council and other administrative posts with everyone, including PUK," Hama Saeed Hama Ali, former Kurdistan Region MP, quoted Gorran's leader as saying in the meeting with Bahaddin.

    The former Yekgirtu leader mediated between the rivals over the last two days, meeting senior leaders of Gorran and the PUK, who reportedly have decided to open a new page to keep the security of Sulaimani intact.

    Rudaw sources said that ending the media war was one of the outcomes of the mediation, aimed at lowering tensions in Sulaimani city.

    In the meantime, a well-placed source told Rudaw that, in Bahaddin’s meetings, “emphasis was placed on the peace of Sulaimani, and ways of transferring power peacefully."

    According to Ali, the PUK has demonstrated it is prepared to start a dialogue and cooperation to end tensions with Gorran.

    Fahmi Hama Tofiq, the chief of staff of the former Yekgrtu leader, also reaffirmed that Bahaddin had met first with Mustafa and then with Ahmed.

    "Gorran and PUK agree that the tensions should not get out of control and the situation should be resolved through understanding," Tofiq said.

    According to the preliminary results of last Wednesday’s provincial polls, Gorran has won over 350,000 votes, while the PUK trails with more than 253,000 votes in Sulaimani.

    The PUK, which has controlled the local administration of Sulaimani since 1991, has already warned it would not accept Gorran's candidate, Haval Abu Bakir, as Sulaimani governor, because of alleged ties with the former Baath regime.

    “There is no way that we agree to have a Baathist occupy the post of governor of Sulaimani. We have evidence that he and his father were members of the Baath party," said Mala Bakhtyar, a senior leader of the PUK.

    Tensions between the two rival parties have been high since the PUK lost its standing as Kurdistan’s second-largest party in Kurdish legislative elections last September. Gorran, which was born after breaking away from PUK in 2009, took second place in the September polls.

    Over the weekend, tensions between the two rose after Sulaimani security forces controlled by the PUK arrested six Gorran election observers, accusing them of attempting to tamper with ballots at a polling center in Sulaimani at gunpoint. Gorran dismissed the charges as "unfounded."

    The Gorran observers were released on bail, after being shown “confessing” on the PUK television station. After being freed, they said their television statements had been made under severe threats and torture.

    BAGHDAD / NINA / The MP, of the united for reform coalition (Muttahidoon), Khalid al-Alwani denied any meeting held today between representatives of the coalition and tribes and the central government in Arbil to resolve the crisis in Anbar .

    He told the National Iraqi News Agency / NINA / that "what some sources reported about a special meeting to resolve the crisis Anbar is untrue and Sheikh Ali Hatem al-Sulaiman does not exist in Erbil currently."

    Alwani added that " our bloc's existence in Arbil is to discuss with Kurdish leaders about the future alliances ."

    It is mentioned that sources indicated that a meeting between Al-Sulaiman and representatives of the Bloc as well as the central government are in Arbil to reach a solution to the crisis of Anbar .
