    NOTE: that the countdown notice has been amended to qualify the Election as ”Scheduled ” to give emphasis to the tenuous state of political / constitutional affairs in Iraq in recent days and specifically the mention in the news of a possible delay in the election due to the Anbar diaspora. Add to the foregoing the ” threat” of the election occurring under martial law with Maliki as the chief executive officer.

    Zamili: alliances will result in a coalition between the Liberals and the citizen

    Twilight News - Revealed the leadership of the Liberal bloc represented by the Sadrist movement of quitting Sunday that the upcoming elections will result in a coalition bloc with a mass citizen, led by Chairman of the Supreme Council, Ammar al-Hakim, in addition to members of the dissident coalition of state law for the formation of the next government.

    So, the " defectors " from the SCL are not now fit to stand for election as members of Maliki's bloc. Election propaganda, balderdash and poppycock. If re-elected to Parliament then they will have a vote and that vote will not be for Maliki. If Maliki was the kid who owned the ball in the neighborhood pick-up game, he would take his ball and go home just to spite everyone else who didn't want to play with him anymore. Disturbingly enough is the fact that a declaration of emergency power by the executive branch without the approval of Parliament is just such a possible ploy on the part of Maliki. He would be declaring that it is my ball, the game is over, so he can't lose.

    Othman confirms the continuing of differences between Baghdad and Arbil on oil and Budget

    Chattels ~ This is the most recent article on the status of budget negotiations maintaining that there is no agreement on the budget and the probability is that no meeting as to same will be held before the election. The possibility of a meeting(s) is hardly indicative of an agreement if there should be a meeting. Where is the " ink " supporting the view that there is an agreement on the budget and or that there must be an agreement in the next day or so, or before the election on the 30th ? I don't get it. Will someone " splain it to me Lucy " ?

    Urgent...A meeting between Nujaifi and Sadrist Movement to discuss a new alliance to form the next government

    BAGHDAD / NINA / The MP, of the Muttahidoon coalition, Talal al-Zobaie revealed that a meeting was held between Muttahidoon coalition, headed by Osama al-Nujaifi, head of the coalition, and the Sadrist movement, headed by Dhia al-Asadi, head of the list of elites to discuss forming a new alliance between a number of political forces in order to form the next government .

    Ahrar bloc chooses its candidates for the presidency of the next government tomorrow

    Jabouri said : "Ahrar bloc is eager that its candidate to head the next government should be an efficient and enjoys the admissibility of the people and the political forces ," adding : " The question of putting forward the name of Dawwai or another, to head the government is not obligatory , but according to other qualifications. "

    It is mentioned that sources pointed out that the Ahrar bloc put the current governor of Maysan, Ali Dawwai as the candidate to head the next government.

    A Sadrist Governor Is a Folk Hero to Iraqis

    AMARA, Iraq

    CLAD in his trademark blue auto mechanic’s outfit, the governor was mobbed by his constituents as he walked the dust-choked streets of the old city here, where the poor sell textiles and pet birds.

    One man poked his head in the scrum and said, simply, “I just wanted to give you a kiss.”

    Another man, sweat pouring from his brow, explained the commotion: “He’s gold. He takes care of everyone. He doesn’t make any difference between a Muslim or a Christian. You won’t find one person here who doesn’t love him.”

    For Iraqis around the country, most of whom are fed up with poor services, sectarian politics, and violence, the governor, Ali Dwai of Maysan Province, provides a rare example of democracy’s potential.

    On one popular Facebook page where Iraqis gather, a man wrote, “If it was in my hands I would make a coup and hand him the state.” Another wrote, “If we had one of him in each province, Iraq would be better than Dubai.”

    Everyone, it seems, loves Mr. Dwai, a follower of the anti-American Shiite cleric Moktada al-Sadr and perhaps Iraq’s most popular politician. In a country where leaders are separated from the people by bodyguards and blast walls, and where the space between politicking and bribery is thin, Mr. Dwai has become something of a folk hero.

    And not just here. Through social media, Iraqis everywhere can see for themselves his intimate interactions with citizens, or his delivering on promises to improve services and fostering investments in everything from bridges to sewage systems to amusement parks.

    “A leader must be close to the people,” Mr. Dwai said in an interview in his cavernous office after a morning touring public works projects where at each stop he was accosted by citizens offering thanks or asking for favors.

    Mr. Dwai’s popularity, though, reflects something more than excitement for a hard-working politician. As the only provincial governor of Mr. Sadr’s political party, he represents the maturation of a grass-roots political movement that has sought to mimic Lebanon’s Hezbollah by fusing Shiite faith, military strength and a concern for the common citizen to build political power.

    Mr. Sadr, who inherited his authority from his father, a revered cleric who was murdered by Saddam Hussein’s henchmen, once directed a militia, the Mahdi Army, that fought the Americans and, during the country’s sectarian war, Iraq’s Sunnis. Now, he is seeking power through peaceful means, in part through politicians like Mr. Dwai, who was installed in 2011 after a deal in which Mr. Sadr agreed to back Prime Minister Nuri Kamal al-Maliki for a second term.

    “What they are trying to do is demonstrate that they can deliver services in the south,” said Marisa Cochrane Sullivan, a fellow at the Washington-based Institute for the Study of War who has written about the Sadrist movement. “This is part of their transformation. They can no longer make the case that they have to be there to protect the Shiites from Al Qaeda or other Sunni groups.”

    She added, “The Sadrist strategy is to find areas where they can win the art of political argument.”

    MR. SADR emerged from the national elections in 2010 as a kingmaker whose support allowed Prime Minister Nuri Kamal al-Maliki to secure a second term. With the majority of results in from the recent local elections, it appears Mr. Sadr’s support has diminished in much of the south — where leaders have not had the same success as Mr. Dwai — with the exception of Maysan Province.

    The results underscored two things: that Mr. Sadr has more work to do in expanding his constituency through governing in much of the south, and that Mr. Dwai is the movement’s brightest star.

    Amara, the capital of Maysan Province, lies in Iraq’s Shiite heartland not far from the Iranian border. The area was once a bloody arena for Hussein’s 1991 crackdown on his rebellious Shiite population and later, under the American occupation, a battleground for militias backed by Iran.

    When American troops were preparing to leave Iraq at the end of 2011, the area was still considered so dangerous that American commanders paid local sheiks to clear the roadways of homemade bombs and Iraqi security forces carried out a wide-ranging military operation to drive out the armed groups.

    Threatening tone of the Kurdistan region to separate is no longer acceptable to the Iraqi street

    BAGHDAD / NINA / The MP, of the State of Law coalition, Shaker Darraji asserted that: "The threatening tone used by the Kurdistan region to separate from the state, has become unacceptable in the Iraqi street."

    Darraji said in a statement to the National Iraqi News Agency / NINA / "if the Kurdistan region separates from Iraq and establishes a Kurdish state, this state will fall in big and many problems, which will not be able to absorb them, because the region contains many components and various parties that have disputes among them " , noting : "The Arab and international worlds will not allow to set up such a state, which means that the provincial government could not take such a step ."

    He added, "The central government do not wish the Kurdistan region goes to such a step, because it harms the national interest of the country," adding: "The remarks threatened to separate , which launches from the region , were not the first of its kind. "

    The head of the Kurdistan region, Massoud Barzani said during an interview with one of the satellite channels, that "an independent Kurdish state is coming," adding that " the declaration of independence is a natural right for the Kurds ,"saying : "The unity of Iraq has become a default matter"

    The Coalition presented its electoral program under the slogan of / civil state - national reconciliation - a real development / where the electoral program includes, promote the national unity and achieve comprehensive national reconciliation with exception to the killers, and the establishment of a democratic state and the state of citizenship that respects intellectual pluralism and the rule of law.


    The program includes achieve security , stability, development of the security services and the abolition of the irregular armed entities, as well as building the security services and the armed forces on the basis of loyalty to the homeland and exclude the militias and the adoption of the principle of experience and competence in the selection of security leaders and get the military away from politics and respect the Constitution .

    The program also includes the fight against corruption and the corrupt at all levels and activate the supervisory role of the Council of Representatives and the independence of the judiciary.
