    NOTE: that the countdown notice has been amended to qualify the Election as ”Scheduled ” to give emphasis to the tenuous state of political / constitutional affairs in Iraq in recent days and specifically the mention in the news of a possible delay in the election due to the Anbar diaspora. Add to the foregoing the ” threat” of the election occurring under martial law with Maliki as the chief executive officer.

    Kurdistan Minister: ‘We have not been treated as full-time Iraqis’

    “Federalism needs both sides,” said Falah Mustafa. “We need to be seen as partners, not as second-class citizens.”.

    LONDON – Iraq must become a confederation of equal partners if it is to survive within its present borders, Falah Mustafa, the foreign relations minister of the autonomous Kurdistan Regional Government (KRG), said on Wednesday.

    “We call for a confederal state within the current state of Iraq, which would be the only way of Iraq remaining as it is,” Mustafa told an audience during a visit to London.

    Underlining the frustration of the Kurdish leadership with Iraqi Prime Minister Nouri Al-Maliki, he accused Baghdad of failing to respect the federal nature of the constitution and of attempting to concentrate all power in its own hands.

    “Federalism needs both sides,” he said. “We need to be seen as partners, not as second-class citizens.”

    Mustafa was in London this week to attend a commemoration of the anniversary of the Baathist regime’s genocidal Anfal Campaign. He was speaking on Wednesday in the British parliament building to an audience that included politicians from the All-Party Parliamentary Group on Kurdistan.

    The minister told them that, more than a decade after the fall of the Saddam Hussein regime, the faces in Baghdad might have changed but the mentality remained the same. “We don’t have a proper government in Baghdad. It’s a failed state that doesn’t let us be part of the country,” he said.

    He said forthcoming national parliamentary elections would be crucial in determining the future political direction in Baghdad after a period of deteriorating relations between the KRG and the central government over economic, budgetary and security issues.

    The KRG leadership had not been calling for political independence, he said, but for economic independence. Ahead of this month’s elections, “we don’t want to give anyone any alibi or excuse to call us separatists.”

    Mustafa expressed disappointment at the attitude of the international community which had urged the KRG to reach a settlement in its dispute with Baghdad. “They should put pressure on Baghdad for once,” he said.

    “We have not been treated as full-time Iraqis,” he said. “They exclude the Kurdistan Region in all their calculations.”

    Noting that Iraq was an artificial state from its creation, he said Kurds had reached the stage where they were being forced to reconsider their relations with Baghdad.

    He acknowledged that Kurds served in senior positions in the Iraqi state, including as government ministers. However, he added: “Having a cabinet minister or two is one thing, but we want a part in the decision-making process.”

    The Kurdistan Region had come too far to make a U-turn, he said, insisting on the need to abide by a genuine federal system. However, he accused Baghdad of pursuing “the logic of the majority and the minority, not the logic of partnership.”

    “Those in Baghdad are not happy with what they see in Kurdistan,” he said. “They want to stop the progress in Kurdistan.”

    Ultimately it was for the Kurds to decide their own future, Mustafa said. “We don’t believe we need another Anfal in order to decide.”

    Sulaimani Security Chief: Many Kurds Who Went for Syria Jihad Have Returned

    Wasta Hassan, chief of the Sulaimani Security Department (Asayish), says that the number of Jihadist recruits going to fight in Syria from the Kurdistan Region has fallen, and that many who went have repented and returned. Hassan denied the existence of a recruitment network in Kurdistan, saying that those who went did so individually, or were recruited by other individuals at mosques. Asked if the al-Qaeda splinter, the Islamic State of Iraq and Syria (ISIS) had made inroads into the Kurdistan Region, Hassan said: “They do have plans to destabilize the region and gradually encroach on the Kurdistan Region. But with the assistance of the Peshmarga force, we will not allow them to do so.” He also said that, despite differences between the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK), the security departments (Asayish) from both groups were working well and cooperating. Here is an edited transcript of his interview:

    Rudaw: The head of the anti-terror squad in Sulaimani, Lahur Sheikh Jangi, said a few months ago that hundreds of young Kurds have gone to Syria for Jihad. Is this still continuing?

    Wasta Hassan: That’s true. It was like that in the past, but now it has decreased, because the youth have discovered the misleading reality over there.

    Rudaw: Do the security forces know the number of people who have gone to Syria for Jihad?

    Wasta Hassan: The data varies from region to region. Around 150 individuals have gone to Syria, but many of them have returned. Unfortunately, most of them are from the region of Sharazoor, and from Sulaimani as well. Around 30 of them have returned.

    Rudaw: Have you interrogated them? Do they regret what they did?

    Wasta Hassan: They are very regretful. Some of them had acted on emotion, or had been influenced by friends they had been in touch with through the Internet and some websites. Some of them did not reach Syria and returned from Turkey, after being sought by their relatives.

    Rudaw: Have your investigations led to any groups in Kurdistan that might have helped in recruiting and sending those young people?

    Wasta Hassan: No group in Kurdistan was involved. This was not planned by a certain group, but rather by individual conviction, which led them to contact some websites and certain individuals and fall into the trap. Some young people did not believe in those groups initially, but they gradually fell under their influence. These groups teach how to fight and kill and control the minds of the young people.

    Rudaw: You have raided some mosques and seized computers of some students of religion. Did the evidence prove the involvement of the mosques in sending young people to Syria?

    Wasta Hassan: Unfortunately, some individuals use the mosques as hunting ground for young people, to influence them when they come for worship at the mosques. They either do that though preaching or talking to them in person. They make them believe that Jihad is a religious duty and that they must go to Syria.

    Rudaw: So the mosques were involved?

    Wasta Hassan: Certainly, I can say that they had a role.

    Rudaw: In the past few months, sticky bombs were attached to the vehicles of some officers in Sulaimani. Where have the investigations reached in this regard?

    Wasta Hassan: There were seven such incidents. We luckily arrested three of them after conducting investigations. The only missing link was the mastermind who carried out the operations. We arrested them along with their devices in their houses. One of them had 17 mobile phones in his house. We thank the Asayish of Kirkuk for arresting a group, which our investigations linked to the explosions. A member of this group was involved in the two explosions of Sarchnar, the Bazar of Sarchnar, and of the brigadier-general of the 70 Forces. They have all been arrested except one, who is still at large.

    Rudaw: It is said that there is no good communication between the security departments, especially between the Asayish of Sulaimani and Erbil.

    Wasta Hassan: On the contrary, cooperation between us and the Asayish of Erbil, Kirkuk and other groups such as the anti-terror squad in Sulaimani and Erbil is very good. There is collaboration, and we have an operation room where we exchange intelligence with Erbil. We recently gave very good intelligence to Erbil with which they arrested a number of dangerous terrorists. They also give us good intelligence, and we cooperate with the police as well.

    Rudaw: Can we say that the Asayish of Erbil and Sulaimani, or more correctly the Asayish of the Patriotic Union of Kurdistan (PUK) and of the Kurdistan Democratic Party (KDP), have become united?

    Wasta Hassan: I cannot say that they have become completely united or not, but we do our work well together and exchange intelligence and information.

    Rudaw: Do ordinary people help the Asayish?

    Wasta Hassan: Certainly. Asayish and the people are like fish and water. I would like to convey my gratitude to all the citizens for helping the security apparatuses and acting responsibly.

    Rudaw: The Islamic State of Iraq and Syria (ISIS) have not made the Kurdistan Region their major target, but do you think they will pose a serious threat to the Kurdistan Region in the future?

    Wasta Hassan: They do have plans to destabilize the region and gradually encroach on the Kurdistan Region. But with the assistance of the Peshmarga force, we will not allow them to do so.

    Rudaw: An official from the Islamic Movement of Kurdistan (IMK) said not long ago that some former members of Ansar al-Islam and Jund al-Islam want to come back to Kurdistan from Iran, but that they need an amnesty from the Asayish.

    Wasta Hassan: Those who are innocent, were not involved in bombings, and did not commit murders, can come back to their homes and relatives. We have allowed them to come back and some of them did come back. They have come back with their families and children and are currently busy making a living in the city. Those who are involved in murder and violence cases will be sent to the courts to face justice.

    IHEC fines 14 political entities for violating rules of electoral propaganda

    Baghdad (AIN) – The spokesperson of the Independent High Electoral Commission, Safaa al-Mousawi, announced fining 14 political entities due to violating the rules of the electoral propaganda.

    Mousawi stated in a press statement received by AIN "The IHEC is still observing the electoral propagandas and the violations that accompany them where it fined 14 political entities due to violating the rules of electoral propagandas."

    From "Musings on Iraq": Maliki’s State of Law Fires A Shot Across The Bow Of The Islamic Supreme Council Of Iraq Before April Elections

    Prime Minister Nouri al-Maliki’s State of Law (SOL) party began challenging some provincial governments in 2014. The last one was Basra the economic hub of the country. Even though SOL won the most votes there in 2013 and gained the head of council it decided that it preferred the governorship, held by the Islamic Supreme Council of Iraq (ISC), and initiated a lawsuit in March 2014 in the premier friendly courts to obtain it. Iran brokered a truce between the two parties, but then State of Law brought it up again in April. This time it appeared that Maliki was just using it to warn the Supreme Council before this year’s election that if it decided to challenge him they could lose their positions in the provincial governments.

    At the beginning of April 2014 the case against the Basra government returned to the news. April 3 a court said that it was moving ahead with the lawsuit filed against Basra by State of Law. This was after the same court said it was holding off hearing the case at the end of March. Then on April 7 the judges said they were postponing the case due to a lack of evidence. Beforehand the Islamic Supreme Council of Iraq (ISCI) was complaining that the judges reviewing the suit had been changed due to interference by SOL. The Supreme Council was obviously on the defensive with the threat of losing the Basra governorship hanging over its head. State of Law on the other hand was playing it cool saying that it was committed to working with ISCI. The courts in Iraq are under the influence of the prime minister so the threat of a lawsuit held a lot of weight.

    State of Law initiated the lawsuit because it wanted the governorship of Basra. The provincial government was put together in June 2013. The first session was attended by judges and 28 of the 35 council members, including 9 of 16 the SOL councilmen. State of Law got the head of council, while ISCI obtained the governorship. The other seven SOL members called for a postponement, which was the basis for the court case. That was a precarious lawsuit since SOL got the most votes in the election, participated in the government formation process, and ended up with the council chairmanship. That didn’t matter since the courts would rule whatever way Maliki wanted showing that this was a pure power grab by the prime minister.

    In the aftermath of the lawsuit ISCI and SOL started a war of words between each other, which brought Iran in to mediate. Maliki and Ammar Hakim the head of ISCI both met with Iranian officials. The two then met face to face, which led to a heated exchange between them, but ended with a peace agreement that included freezing the Basra case until after the 2014 elections. Publicly Tehran’s role was not mentioned. Instead the Supreme Council claimed that its threats against SOL led to the peace.

    The real goal of this confrontation between State of Law and the Supreme Council was not about the Basra governorship, but the 2014 elections. It was obvious that Maliki was manipulating the courts to threaten ISCI, hence the on and off again court hearing. The goal of the prime minister was to warn Hakim that if he opposed him after this year’s vote he could not only lose Basra, but any other provincial positions the Supreme Council held. This was shown by the fact that SOL successfully removed the Diyala government earlier this year due to a lawsuit, and got another favorable ruling against the Wasit administration as well. ISCI made a strong comeback in last year’s election and losing any of those governorates would be a severe loss for the party, especially in important provinces such as Basra. That will put Ammar Hakim in a difficult position when negotiations start to put together the next government. Will he be swayed to back Maliki for another term so that he can hold onto his local assets or will he challenge the premier in the hopes of removing him and thus assuring that nothing will happen to the governorates that his party controls? Only time will tell.

    Baghdad Confident on Imminent Oil Deal With Kurdistan

    Iraq's Oil Minister has raised expectations that the long dispute between Baghdad and Arbil could be coming to an end.

    Abdul Kareem Luaibi said that he thinks a deal over Kurdistan's oil exports could be reached within days.

    Baghdad has been locked in a spat with the autonomous region over the Kurds' right to export the oil without going through Baghdad.

    Kurdistan has been autonomous since 1991 but it relies on good relations with Baghdad in order to receive its share of the national budget.

    The bitter dispute led to the central government refusing to pay Kurdish Regional Government (KRG) workers earlier this year and has delayed the passing of the annual budget.

    So far, Iraqi Kurdistan has exported more than a million barrels of oil to Turkey via a pipeline to Ceyhan. However the trade is on hold, as Turkey would prefer to win Baghdad's approval before resuming the supply of oil. Luaibi said the oil flow stopped in March due to militant attacks and technical difficulties in Turkey.

    "We are trying to resolve these problems. I believe flow will resume within one week," he said.

    Although the Kurds have offered to pump 100,000 barrels more oil through pipelines controlled by the central government, a breakthrough had been elusive.

    Luaibi's comments suggest that the parties could be edging towards an agreement.

    "The task of this delegation is to secure agreement between the two sides, and I believe they will secure this agreement," he told reporters at an oil and gas conference in the Turkish capital, Ankara.

    "The parliamentary council will hold talks on this subject within hours, and even if there is no agreement today, I expect an agreement within a couple of days," he said.

    Baghdad wants to boost its exports to Ceyhan in Turkey to more than a million barrels a day by building a second pipeline.

    "We are building a pipeline in Iraq," Luaibi told Reuters on the sidelines of the conference. "I believe the daily oil flow will exceed 1 million barrels a day when that line is completed. I hope it happens this year."
