Iraqis do not believe their voices strong case for change after April 30

    Tue Apr 08 2014 04:25 | (Voice of Iraq)

Baghdad just a luxury - the world

Amid went Iraqis by the end of this month to the polls to cast their ballots in the first parliamentary elections after the departure of U.S. forces in December of 2011, feels Iraqi Many of frustration and disappointment of the performance of the current parliament, who worked 134 days just over 4 years, as reflected by the weakness of important a change in the general situation in their country.

People do not forget the many promises made by politicians for them and all the currents and trends over the past four years.

As the Iraqis say that there is not a law passed by the House of Representatives was possible to ease the economic needs, and what the security situation is still as bad as it always, and corruption remains widespread in the general aspects of the state.

Said Ali Mohsen, 33, a resident of Baghdad, said that "the Iraqi parliament creation in recent years countries die when people cheap, and Atnscher poverty in it, and descended to the bottom, until he became so weak that the neighboring countries are all able to intervene in Iraqi affairs."

The political observer Mohammad Al-Kaabi, do not see "Parliament in the world can be compared to the Iraqi parliament in terms of the laziness and the struggle for self-interest."

A report recently issued by the Observatory of the Iraqi parliament said that the Iraqi parliament has only worked 134 days over the past four years, and 100 deputy did not attend any sessions at all.

Al-Kaabi said that Iraqi politicians are mired in their rivalries and no place to the interests of the country in their agenda.

Kaabi said that "political conflicts overshadow the parliament," he said, adding that "these conflicts, which we call a line with (political) are just about the ramifications of external conflicts, free of any post-national".

The Observatory says the Iraqi parliament, who is monitoring the activities of the Parliament in the recent period was proposed more than 100 bill in Parliament, but did not exceed any law, including the first reading.

Among the bills that oil and gas law, which led from the beginning to serious conflicts and political fallout between the central government and the Kurdistan Regional Government.

It is believed that Al-Kaabi, members of parliament are tools, however, their political parties, and that perhaps they have accomplished anything in parliament, then it is to ensure their future.

He says that "the House of Representatives are giving priority to their personal interests before thinking about anything else."

Kaabi and adds that "the pension law is a living example of this talk."

He explains that "the pension law that passed in the House of Representatives quickly and aims to ensure the pension rights of parliamentarians, and as a result of this wheel has contained a lot of imbalance and injustice."

According to what he sees al-Kaabi, the current members of the House of Representatives leave behind a legacy of political wrangling, and conflicts within their parties, and the insults and shouting matches that do not necessarily help the next parliament nor the people as a whole.

Ali Mohsen and suffer from the possibility that people can not change anything ballots. He believes that political parties and members of parliament can not create a system in which elections can make a difference and make a difference.

He says that "citizens do not have the option to change the geopolitical map, because the absence of laws regulating the activities of political parties, they operate according to their agendas and ethnic sectarianism, which qualifies them to run for election again and again in spite of its failure."

And saw the current parliament, and still, all conflicts between the political blocs. All positions are based on a purely partisan interests. The proof is not to pass the budget.

The school says Sri Abbas, 25, from Baghdad, said that "there is no solution to the political process in Iraq, and the only answer to this dilemma is to resort to the political majority in the next government."

The Observatory Iraqi parliament said in its latest report that the House of Representatives in March last held four sessions, which included a 14 paragraph, have not been implemented, including 4 paragraphs, and read the 5 laws of a first reading, and read 4 Rules second reading, and did not vote on any law of which, and achieved Hosting one, and read a statement by one, and held only two sessions of the vote, and did not read the word in the state parliament, the parliament did not take place in March of any interrogation session, and did not submit any report.

Kurdistan Tightens Security Ahead of Elections
    By Judit Neurink

ERBIL, Kurdistan Region - Security is a major concern before and during this month’s parliamentary elections in Iraq, not only in the south where bombings happen almost daily, but also in the peaceful northern Kurdistan Region. The attack in broad daylight on the headquarters of the Kurdish security forces (Asayish) in the capital Erbil last September, shortly after the results of the elections were announced, is still on many people’s minds. “Since then, we are always prepared for any attack,” says Director General Tariq Gardy of the Interior Ministry in Erbil. “We hope nothing similar will happen. But I can confirm it is very safe here.” Strengthening checkpoints at the main entrances of all Kurdish towns is one of the measures taken, with some 300 new surveillance cameras already installed at those facilities. During the election campaigns controls would be even stricter, Gardy predicts. On election day, police and security forces will be out in strength, freed up for the task by casting their own votes a few days in advance. On that day, says Gardy, all traffic between the cities is prohibited, except for the media, NGOs and those with special permits.

“Past elections have shown that Kurdistan is different from the rest of Iraq. Here, we have no conflicts and I do not expect any,” he says. “Foreign NGOs, the UN and other foreigners have come here to monitor and we have not heard any complaints.” According to the Iraqi election commission, almost 700 foreign observers will monitor the April 30 polls. Abdelhamid Abdullah, of the electoral committee of the Patriotic Union of Kurdistan (PUK), says that his party has suggested to the Independent High Electoral Commission (IHEC) to have police guarding the polling stations, while Asayish forces could also keep an eye “from a distance.” Abdullah claims that during the September elections the Asayish had picked up around 60 members of the PUK, without giving any explanations.

Meanwhile, in a shooting incident at a polling station in Erbil, the head of the PUK team for the station was injured and his son killed. “He was filming after the closing of the polling station, when people were climbing over the walls to still cast their votes,” Abdullah explains. “Police and Asayish gathered, shots were fired and that was the result.” To prevent such incidents, Abdullah urges all parties to respect a new law adopted by the Kurdish parliament last year, stipulating that protecting the polling stations is the task of the police, and that Asayish can only be involved if asked by the head of IHEC. “Police have a stronger relation to the people, and a more soft way of communicating, while the Asayish belongs to the political parties and has a tougher way of dealing with people,” says Abdullah. Mazin Abdelkader, IHEC general manager for the Kurdistan Region, promises the commission will make sure the new law is applied by placing police officers in the first and second lines around polling stations. “What the Asayish does elsewhere in the city is not related. But if the planning of the council does not reflect the law, we will interfere,” warns Abdelkader. Director General of the Kurdish Ministry of Interior, Gardy, sees no cause for concern. He says that provinces and towns are responsible for details of their security policies. In general, the police will be protecting the polling stations and the Asayish the streets, he maintains.

During the parliamentary election campaigns in September there were media reports of street confrontations between party supporters, particularly in Sulaimani. This year however, the Change Movement (Gorran) has asked its activists to stay off the streets after dark. Gorran won 24 seats in the Kurdistan parliament and is currently negotiating its terms to join the new cabinet. The movement has imposed a 9 PM end to its street rallies. Other parties do not appear to have such plans and their supporters can be seen out past midnight.

    08/04/2014 09:33:00

BAGHDAD / NINA / The independent, of the coalition of Kurdish blocs, Mahmoud Othman said, "The calls of some politicians to form a government of political majority in the next session is a premature because the shape of the next government will depend on the results of the election."
