Kurdish Government to be Formed Before End of Month

“If our counterparts persist in their policies, then we too will pursue our own policy,” Barzani warned. “They should find out what it is.”

ERBIL, Kurdistan Region – Kurdistan Region President Massoud Barzani said on Wednesday that the new Kurdish cabinet will be formed before elections at the end of this month, adding that all political groups are keen on being a part of the incoming government.

“Like every other citizen I have my complaints too,” said Barzani in a speech to members of his Kurdistan Democratic Party (KDP), a day after campaigning kicked off for the polls, which are due on April 30.

Barzani said the final steps to forming a new government have been taken and that all political groups are keen on being part of the new cabinet.

“It doesn’t matter if forming the government is delayed a few months; what is important is that we all join this government together,” he said.

Barzani’s KDP was the winner of last September’s parliamentary elections in the Kurdistan Region. It has been negotiating with other groups for the past six months to form a broad-based government.

“The government will be announced before the elections,” said Barzani.

Referring to recent disputes with the federal government, Barzani said the Kurds will do their best to solve the disputes with Baghdad, but on condition that the Iraqi side respects the partnership.

Barzani chastized Baghdad for blocking Kurdistan’s share of the budget in February, saying: “If someone thinks he can bring us to our knees by using the budget card, then he is dumb and has no idea who the Kurds are and what they are about.”

Barzani said that disagreements with the central government could be easily solved if they were only about oil and gas or a particular constitutional clause. But, he said, the real issue is that the Iraqi side does not believe in partnership.

“If our counterparts persist in their policies, then we too will pursue our own policy,” he warned. “They should find out what it is.”

State law: our refusal to vote on the budget and granting immunity to the Commission in one session

Alsumaria News / Baghdad Confirmed the parliamentary bloc of state law, on Wednesday, she refused to vote on the condition of the budget law and grant immunity to members of the election commission in one session, while suggesting it's made up to now, six requests to the presidency of the parliament for the inclusion of the budget law on the agenda of the House of Representatives.

The leader of the Bloc, Kamal Saadi during a press conference held today, the parliament building, and attended "Alsumaria News", that "there are stipulated attending meeting of the Council of Representatives voting on a law Aloizna, to include the vote on granting immunity to members of the election commission," noting that " Vice-coalition "rejected the link between the two issues."

Saadi added that "the rule of law is determined to pass the budget and be included on the agenda," he said, adding "we have given up on six requests to the Presidency of the Parliament for the inclusion of the budget law on the agenda of the House of Representatives."

He said that al-Saadi "deputies of state law will not attend any meeting without the inclusion of the budget law on its agenda," calling on all parliamentary blocs to "attend the meeting of the budget and not to punish the Iraqi people."

The coalition refused to state law, on Wednesday (April 2, 2014), access to the hall of the parliament in protest against the non-inclusion of the budget on the agenda of today's meeting, as expressed surprise at the lack of inclusion despite the agreement with Parliament Speaker Osama Najafi on this so.

And decided Presidency of the Council of Representatives to postpone the hearing of the 16-to-day on Thursday, attributing the cause to a lack of quorum for the session, but the MP for the coalition of state law Hassan Yassiri announced, earlier in the day Wednesday, the response of the Presidency of the Council of Representatives at the request of the National Alliance the inclusion of the budget law on the agenda of the Council scheduled for tomorrow, Thursday.

Red Lily ~ Still we see the budget has yet to be passed. The SLC refuses to attend further parliamentary sessions UNLESS the budget will be included. BUT it is the head of this coalition, "Maliki", and the central government that refuses to change the wording of the punitive paragraphs within the budget to appease Kurdistan. They are still demanding that Kurdistan submit 400,000 barrels of oil PER DAY right off the top to the central government. Barzani has made goodwill gestures to try to compromise with the central government to no avail. This is the reason they are wanting their independence, in my opinion, as there is NO COMPROMISING with the central government on any issue..
