    MP Abbas al-Bayati revealed in the Iraqi parliament for the State of Law coalition led by Prime Minister Nuri al-Maliki Thursday to provide U.S. proposals to contain the crisis, the export of oil and the financial budget for the year 2014 between the federal government and the Kurdistan Region.

    ERBIL, Kurdistan Region – Amid soaring tensions between the autonomous Kurdistan Regional Government (KRG) and Baghdad over Kurdish oil exports and the budget, the United States appears to be playing an unannounced mediation role to bring the two sides closer.

    “Fruitful discussion this evening with KRG PM Nechirvan Barzani in Erbil,” wrote Brett McGurk, the deputy assistant secretary of state for near eastern affairs on his personal Twitter account.

    McGurk has been involved in a shuttle diplomacy between Erbil and Baghdad, hoping to make a breakthrough in the stalemated negotiations between the two sides.

    McGurk's Tweets show that the US diplomat has met Shiite, Sunni and Kurdish leaders over budget issues and Kurdish oil exports to Turkey.

    He has met with Iraqi Prime Minister Nuri al-Maliki, his deputy Rowsch Nuri Shaways and Parliament Speaker Osama Nujaifi. In Kurdistan, he met with President Massoud Barzani, as well as the Kurdish prime minister and leaders of political parties.

    “Conferred with PM Maliki, Speaker Nujaifi, and DPM Shaways, on urgent political, economic, and security issues,” the US diplomat Tweeted on March 17.

    Iraq’s Shiite-led government is locked in a serious quarrel with the autonomous Kurdistan Region, which wants to begin large oil exports to Turkey and backs its intention by citing its constitutional rights.

    Baghdad insists that oil revenues from exports should be handled by its State Oil Marketing Organization; the Kurds want to handle export and revenues, with SOMO as an observer.

    In order pressure the Kurds, Iraqi Prime Minister Nuri al-Maliki has cut the northern enclave from the national budget, and an article in this year’s as yet unratified budget bill imposes penalties on the Kurds unless they export 400,000 oil barrels per day (bpd).

    Kurdish Prime Minister Barzani has made three unreciprocated visits to Baghdad since Dec 2013, in hopes of resolving the rows.

    Sources say that the US is seeking to amend the language of the budget bill committing the KRG to export 400,000 bpd, or face the consequences.

    “Cutting the budget is absolutely unacceptable,” said KRG Prime Minister Barzani earlier this month.

    The Kurds and many Sunni MPs have joined forces to prevent the budget from being debated in the parliament so far. However, on Monday, the Shiite blocs were able to bring in 164 MPs to ensure the first reading of the budget bill, a move that undermined a Kurdish-Sunni alliance in the legislature, at least temporarily.

    According to unconfirmed reports, under US pressure Baghdad agreed to send KRG’s budget allocation for February, but the March payment has yet to be made.

    The Iraqi deputy prime minister has also warned that the budget can be passed without the agreement of the Kurds and Sunnis.

    Passing the budget law in its current form could bring more political divisions and instability, just over a month before the Iraqi legislative polls.
