    At the outset of Iraq’s elections, Nuri al-Maliki, the Prime Minister of Iraq, took a new step towards autocracy and dictatorship and in his weekly address audaciously said: “The parliament’s life has come to an end or its leadership has declared its termination.” This is the very parliament that Maliki got his mandate from.

    In his speech, he took a step further and said: “Yesterday, at the cabinet, we decided by a majority, to carry this budget and spend it whether it is ratified by the parliament or not.”

    He (MALIKI)explicitly stated that the parliament must not refuse his demands and clearly said that when the government sends a new law to the parliament “the law gets changed and other things are added to it that move it away from its original goal and it goes the other way, which imposes a hefty cost on the government.” Like all dictators, he considers himself as the criterion for law, and considers opposing him as violating the law. He said the parliament “by a collection of violations of laws… loses its special legislative and legal character…”

    CLEARLY MALIKI DOES NOT UNDERSTAND THE TERM "DEMOCRACY".     Maliki’s statements are nothing but a coup against the parliament and a deathblow to the country’s political process, and prove a reality that we have repeatedly stated: Iraq’s main problem is Maliki himself and his monopoly of power and despotism. By trampling upon all democratic rules and eliminating his opponents one after another, he has dragged the political process into destruction, started a sectarian war and suppressed the Shiites ruthlessly. There seems to be no formal judicial process for many captured prisoners that are being herded to the gallows.

    IN ALL THE DOCUMENTS I HAVE STUDIED FROM THE IMF, WORLD BANK, AND WTO, THEY HAVE STATED THAT THEY WANT IRAQ TO SUCCEED AS A DEMOCRATIC STATE. WELL..... NOT HAPPENING!! ~ RL ~

    I organised a major conference in the European Parliament last month on human rights in Iraq involving some of the most prominent political and religious leaders. Then on 27 February we adopted a strong resolution in the parliament on Iraq which clearly stated that "Nuri al-Maliki has not addressed the concerns of the Sunni minority;....the demolition of the year-long Sunni protest camp in Ramadi by the government on 30 December 2013 precipitated the violent confrontation in Anbar province,....." and Parliament " Is deeply concerned about the high rate of executions in Iraq; calls on the Iraqi authorities to introduce a moratorium on the implementation of all death sentences; believes that a reform of the justice system is of primary importance in order to re-establish a sense of security among the citizens of Iraq".

    I AM TELLING YOU IF THEY DO NOT DO SOMETHING "NOW" WE WILL HAVE ANOTHER SADDAM ON OUR HANDS. HE IS SLOWLY BUT "SURELY" INCH BY INCH, LITTLE BY LITTLE, FILLING SADDAMS DESPICABLE SHOES... ~ RL

    Since Maliki—with the Iranian regime’s guidance and support and through dictatorship and violence—has brought Iraq to the brink of civil war, we call on the United Nations, the U.S. government, and the European Union to take immediate action in this regard and emphasize the following:

    First: All military assistance to Maliki and his government must be stopped. These weapons are only used for killing the Iraqi people and advancing the Iranian regime’s power in the region, and for further spreading the sectarian war in the entire Middle East.

    Second: The economic assistance to Iraq by the U.S. and the EU is, on one hand, disappeared into Maliki government’s corruption quagmire, and, on the other hand, used for the suppression and killing of the Iraqi people; this assistance must be reduced through a specific timetable, or completely halted.

    WOW!!! NOW THAT'S SAYING SOMETHING!! ~ RL

    Third: An election which is held by Maliki's government will never be a free and fair election, especially since the Ministry of Interior, Ministry of Defence, and Ministry of Security, as well as all other security agencies are under control of Maliki himself and he would use them to advance his personal agenda. A fair election is only possible by a provisional administrative government under the auspices of the United Nations.

    BAGHDAD / Nina /---A statement by Kurdistan regional Government Sven Dzia confirmed that " the provincial government rejects all statements and information referred to by al-Maliki during the past few days , especially those which regarding Kurdistan province , noting that the KRG considered such a statements as baseless and designed to mislead the public opinion.

    The source pointed out , " that Kurdistan region has a characteristic constitutional notion , that concept which cannot be compared to a province , noting that at time Maliki named his coalition State of Law " , he deals against the foundations and principles of the constitutional concept of partnership and political pluralism .

    Re spokesman for the Kurdistan Regional Government's comments on Nuri al-Maliki, including the following:

    The Government of the Kurdistan Region rejection of all statements, Iraqi Prime Minister Nuri al-Maliki and the Fed made during the past few days, especially those that his remarks in the context of his meeting with the channel (NRT) yesterday Wednesday, 03/05/2014 and was part of it comes province of Kurdistan.

    Iraqi parliament speaker threatens to withdraw confidence from al-Maliki

    BAGHDAD – Parliament Speaker Osama al-Nujaifi on Thursday threatened to withdraw confidence from Prime Minister Nouri al-Maliki`s government shortly after al-Maliki criticized parliament for failing to pass a proposed budget for the new fiscal year.

    "Parliament has been the source of the al-Maliki government`s legitimacy," al-Nujaifi said at a press conference at parliament headquarters. "And it can also withdraw this legitimacy."

    In a televised address on Wednesday, al-Maliki blasted parliament`s failure to pass his proposed general budget, accusing the assembly of working to undermine his government.

    Al-Maliki personally accused al-Nujaifi of defying the will of more than 100 MPs by hampering the passage of the proposed budget.

    The prime minister went on to say he would adopt the draft budget – even without parliamentary approval.

    Iraq`s proposed budget for the 2014/15 fiscal year has become a contentious issue amid ongoing disputes between Baghdad and the Kurdistan administration over the latter`s share of budget allocations.

    The Iraqi cabinet endorsed the draft budget in mid-January, referring it to parliament for approval. The Kurdistan administration rejected it, however, because it did not include certain expected allocations.

    BECAUSE MALIKI IS TRYING TO STEAL WHAT IS DUE THE KRG ~RL

    On Thursday, al-Nujaifi dismissed al-Maliki`s allegations as "desperate electoral propaganda."

    He (NAJAIFI) accused the premier of manufacturing crises to distract attention from his government`s failure to resolve armed conflicts in the western Anbar province and in other parts of Iraq.

    According to al-Nujaifi, parliament decided to postpone a Thursday session – which had been scheduled to discuss the situation in Anbar – because government and security officials had failed to show up.

    Since last December, Anbar has been the scene of violent clashes in which government forces have fought both local tribesmen and militants affiliated with the Islamic State of Iraq and Levant (ISIL) group.

    Sunni tribes in the province accuse Baghdad of neglecting their demands for better living conditions, while the ISIL says it wants to establish an Islamic state in the region.

    President Barzani calls on the Government of the region to take administrative action to convert to the province of Halabja

    In a formal letter addressed to the Presidency of the Council of Ministers of the Kurdistan Region, called on President Massoud Barzani of the Kurdistan Regional Government of the Territory that do not wait for Baghdad and start taking administrative action expeditiously to convert to the province of Halabja.

    According to the official book, which was signed on Wednesday, March 4, 2014 and received by the Presidency of the Council of Ministers of the Kurdistan Region on Thursday, says President Barzani:

    Kurdistan President Warns Baghdad: ‘We Cannot Compromise’




    Barzani told the audience and relatives of the dead that the situation with Baghdad cannot continue.


    ERBIL, Kurdistan Region – In his strongest words over an escalating budget and oil row, Kurdistan Region President Massoud Barzani said Thursday that leaders in Baghdad were after “breaking the pride and dignity of the Kurds” and warned that Erbil would respond in a way “that they have never imagined.”

    He said that Iraq is at risk.

    “With so many sacrifices, the people of Kurdistan will never step backwards but will always go forward,” Barzani vowed, speaking at a burial ceremony for the remains of 93 victims of Saddam Hussein’s murderous 1980s Anfal Campaign against Iraq’s large Kurdish minority.

    “If Iraq’s rulers think they can use the pressure card against us, then I tell them frankly that we will take such a stance that they have never imagined. Let them wait and see whether or not we can do so,” Barzani challenged.

    Iraq’s Shiite-led government is locked in a serious dispute with the Kurdistan Region. Iraqi Prime Minister Nuri al-Maliki insists that oil revenues from oil exports that Erbil wants to begin to Turkey through a new pipeline should be handled by its State Oil Marketing Organization.

    The Kurds want to handle export and revenues themselves, invoking the constitution to underpin their full rights.

    But in order to put pressure on the Kurds, Maliki and his close advisors have cut the KRG from the national budget.

    In earlier comments, Barzani called that tantamount to “a declaration of war.” He has said that the only thing keeping the Kurds attached to Iraq is the constitution, otherwise they could announce a referendum and seek independence.

    “We are not used to living under tyranny,” Barzani declared at Thursday’s ceremony, attended by top government officials, MPs and foreign diplomats.

    The Kurdish president said that Iraq’s Kurds had suffered and sacrificed in order to be masters of their own fate and that they “will not let others decide for them.”

    In his speech, Barzani said that the threats from Baghdad are not over, and echoed growing comments by Kurdish officials that Iraq is at risk of breaking up over the disputes.

    “Iraq is at risk,” Barzani said. “Democracy, federalism, and coexistence are in recession and at grave risk. Partnership has lost its meaning.” He added that Baghdad is deliberately causing troubles for the Kurds under different pretexts.

    “It has nothing to do with oil or the budget,” Barzani said, referring to the reasons for the deterioration of relations between Baghdad and Erbil. “The issue is much bigger than that: It is about breaking the pride and dignity of the Kurds and Kurdistan.”

    The Kurdish president said Iraqi leaders are intent on marginalizing the Kurds and treating the autonomous region as a mere province “without any authority.”

    Referring to past negotiations between Baghdad and Erbil, Barzani said: “Kurdish delegations have visited Baghdad many times in the past, but instead of solving the problems Baghdad has only cut the budget. This is a hostile act and we cannot compromise.”

    Before the remains of the Anfal victims, kept in a coffin, were wrapped in the Kurdish flag and transported for burial, Barzani told the audience and relatives of the dead that the situation with Baghdad cannot continue.

    “We have to reassess our relations with Baghdad,” he said. “We cannot live under threat all the time.”

    “We don’t want trouble for Erbil or Baghdad,” he concluded. “We do not trade our freedom for anything.”

    Meanwhile, Aram Muhammad, the Minister of Anfal and Martyrs Affairs, said that locating and retrieving the remains of victims has not been easy, due to the security situation in Iraq.

    “After years of the Anfal genocide by the Baath regime, the job of finding the mass graves has still remained a challenge due to the geography of the area and the security situation,” he said.

    Muhammad said that the latest remains were found in December last year, near the border of Saudi Arabia in Iraq’s southern desert.

    “Most of the victims had been shot by firing squad; all of them are male and over the age of 20,” he said.

    The remains belonged to 8,000 members of the Barzani tribe, who were taken by the Iraqi army in the early 1980s.

    According to Muhammad, so far the remains of several hundred victims have been returned to Kurdistan, 503 of them in 2005.

    Genel Energy Expects ‘Sustainable’ Oil Exports from Kurdistan

    BARCELONA, Spain – Genel Energy, the Anglo-Turkish exploration and production company, announced Thursday it expected a 50 percent increase in oil output this year in the Kurdistan Region of Iraq (KRI), saying it was optimistic that an oil row between Baghdad and Erbil would be resolved.

    A “positive political momentum in the Kurdistan Region of Iraq has continued to build, and as we move into 2014 we do so with the prospect of sustainable pipeline exports to international markets bringing in predictable revenues at international prices,” the company said in comments attributed to its chairman.

    Meanwhile, company CEO Tony Hayward said that, “The completion of the KRI oil pipeline has helped to create the platform for a 50 percent increase in production in 2014, with greater access to international pricing, while the signature of a gas sales agreement between the Kurdistan Regional Government (KRG) and the Turkish government provides the route to market for our very large KRI gas resource.”

    The Kurdistan Regional Government (KRG) has said it hopes to increase crude shipments to 1 million barrels a day by the end of 2015 and 2 million barrels a day by 2020. In addition, it plans to export some 10 billion cubic meters of gas per year to Turkey by the end of 2016.

    But Iraq’s Shiite-led government is locked in a serious quarrel with the Kurdistan Region, which backs its intention to begin large exports to Turkey by citing the constitution.

    Baghdad insists that oil revenues from exports should be handled by its State Oil Marketing Organization; the Kurds want to handle export and revenues, with SOMO as an observer. In order to put pressure on the Kurds, Iraqi Prime Minister Nuri al-Maliki has cut the enclave from the national budget. Kurdistan Region President Massoud Barzani has called that tantamount to “a declaration of war.”

    On Thursday, Barzani said the Kurds “cannot compromise” on their rights.

    Hayward said that proven and contingent hydrocarbon reserves in Kurdistan were reappraised after new finds, yielding a further 1.5 billion barrels of oil equivalent (bnboe).

    “We had success with all three exploration wells in the KRI and this, combined with positive appraisal results, increased proven, probable and contingent resources by 20 percent to 1.5 bnboe,” he said.

    Genel Energy, the largest independent oil producer in Iraqi Kurdistan, said it expected “sustainable” Kurdish exports, through pipelines to Turkey, to international markets.

    “The landmark Turkey-KRG Energy Agreement confirms that natural resources from Kurdistan will help provide energy hungry Turkey with the significant resources required to meet its energy needs,” Hayward said.

    “The growth of our business reflects the KRI’s rapid emergence as not just a major oil producing region, but also as a very significant gas province,” he added.

    A " Primer " on Forms of Government ( Federal vs. Confederal ) : Pertinent to the Possibility of a Iraqi Confederacy

    Confederal, federal, and unitary governments are the three labels used to describe the relationship between a countrywide (national) government and more numerous regional (or state) governments.

    In a confederal system, power is extremely diffuse -- there is little central political control. Regional governments (such as states) can set fiscal and trade policy (e.g., set tariffs and taxes) and the like. The states might adopt a common currency in a confederation to ease interstate trade. The states also levy their own militias, although they cannot wage war independently. In a confederacy (or confederation), the role of a national government is primarily one of foreign policy, providing a collective front to increase the bargaining power of the states. For example, Rhode Island by itself might not be able to get a beneficial trade agreement with France, but working in concert with the other states, it can get a better deal, since the confederation as a whole is a larger player.

    Confederal governments can affect some aspects of internal policy as it relates to trade between the states, and other areas of interstate interaction, but the bulk of power is devolved -- that is, the legislature of any one state can set its own laws independently of any other state. Also, the states collectively decide national policy (in the USA's confederal era, each state had one member in the confederal legislature who voted on behalf of the state's interest). Confederal systems are rare. The USA was a confederation until the adoption of the Constitution. The CSA (the South) was a confederation in the Civil War, although its confederal government consistently sought increased control over policies). Germany was a confederation before it adopted a federal system (many nations undergo this transformation). The Commonwealth of Independent States (11 members of the former Soviet Union) is sometimes judged to be a weak confederation.

    The second option, more centralized than the first, is the federal system. In a federal system, the central (or federal) government has much more authority than in a confederal system. The central government controls more trade policy, and makes decisions about policy areas that involve interactions between states (such as highway systems). It usually has the power to tax independently of the states and to control the money supply. A federal government also usually has its own mechanisms for enforcement. For example, in the USA, the FBI is the primary agency for investigating federal crimes and crimes that occur between or among multiple states. The Royal Canadian Mounted Police have a similar function in Canada.

    States (or provinces or regions) still set a great deal of policy and law on their own in federal systems, but these policy areas are somewhat more restricted, and the federal government has its own areas of policy in which states cannot intrude. In a federal system, federal laws usually trump state laws when the two are in conflict. For example, a number of states had laws against homosexual acts, but once the United State Supreme Court (a part of the federal government) ruled that such laws violated an assumed right to privacy in the US (federal) Constitution, the state laws became invalid, because they ran afoul of federal protections of citizens. The same thing occurred when civil rights legislation was passed by the Congress, which overruled "Jim Crow" laws in the South. So, some areas of policy are under the sole control of the federal government, some areas are under the control of state governments (state transportation, health/welfare services, criminal law), and some areas overlap. In the US federal system, a state can give its citizens more rights than are guaranteed by the US Constitution, but it never give fewer rights than the that document promises.

    Federal systems (or federations) are more common than confederal governments today. The USA is federal, as is Canada. Germany is federal, and Russia is a rather centralized federation. Federal systems differ in how much power they give to the federal, as opposed to the regional, governments, but they are all alike in that some powers are reserved to each level of government in a balancing act.

    The third system is unitary. In a unitary government, power is almost entirely centralized in a national government. Power devolves to local governments only for the sake of convenience (such as garbage collection times or issuing parking tickets). Any local governments that exist hold power only with permission from the national government, and they cannot ever conflict with national policy.

    Thus, in the UK, the counties into which England is divided have their own bureaucracies and regulations, but only in areas where the national Parliament has given them permission to set up those systems.

    In smaller countries, there may be no regional governments at all; instead, there would a national government, and the next level would be local councils, who could set city policies, but only if those policies never conflicted with existing national law.

    Unlike a federal system, there are no reserved powers for states or provinces: local power may be granted by the national legislature, but it can be modified or revoked. Unitary nation-states might set up regional governments, but only to handle regulations that might be too burdensome to control entirely from a nationwide bureaucracy.

    Unitary governments are relatively common. Most European countries are unitary, including the United Kingdom (although that country has devolved some specific powers to local goverments in Scotland and Wales). Unitary government is especially common in smaller states, but the most populous country in the world, China, is also a unitary government.

    So, a quick summary. A confederation sets up the minimum limits of a nation-state: it defines a border, it sets rules for passage through the territory within that border, and it sets foreign policy of treaties, war, and peace. A federal system expands on this, giving the national goverment more power to regulate internal affairs that cross state boundaries, and setting minimum guidelines for how government operates within and among the states. A unitary government takes the principle of centralization even further, and either eliminates regional governments completely, or restricts them to an administrative role that is subject to control from the national government at any time.

    *** The constitutional problems in Iraq arguably arise from a document that was drafted in the " infancy " of Iraq and , IMO, formalizes / institutionalizes elements of both a federal and confederal system. Thus the many constitutional and political crises being experienced by the " nation ". Iraq must decide whether it will be " fish or fowl ", federal or confederal. My belief is that given the present political environment, the historical experience of the Kurds and the longer term nationalistic inclinations of the Kurds that the form of government will not be federal and my hope is that a confederal system will include a common currency.     Parliament Speaker Osama Najafi, Prime Minister Nuri al-Maliki instigated the House of Representatives not to attend the meetings of the Parliament and this is dangerous.

    Turkmen Front calls for a meeting of the three presidencies

    Called on the Turkmen Front, the Presidency to hold a meeting between the three presidencies to discuss the political crisis in the country.

    The President of the Front MP Arshad Salhi told a news conference in Baghdad on Thursday, the need to hold the meeting in the presence of heads of parliamentary blocs to resolve the political crisis before it turns into a disaster, as he put it.

    MP Al-Salhi that the presidency garrison of the Constitution and the holding of this meeting before conditions worsen more, stressing the need to hold the meeting during the next 72 hours.

    On the other hand called Salhi united coalition of state law, and to refrain from mudslinging, especially between Prime Minister Nuri al-Maliki and Parliament Speaker Osama Najafi, warning that the bickering must accept before being used by terrorists.
