    BAGHDAD / NINA / Head of the Islamic Supreme Council of Iraq, Ammar al-Hakim discussed with Deputy Prime Minister Saleh al-Mutlaq developments in the political process in Iraq.

    A statement for the Supreme Islamic Council cited that: "The two sides discussed the developments of the political process in Iraq, region and the upcoming elections."

    The statement added: "Hakim stressed the need to hold elections on schedule, and the importance of granting governorates the constitutional powers."

    MP stresses the need to reach compromises on the budget between Baghdad and Arbil

    BAGHDAD / NINA / A member of the parliamentary Commission on oil and energy, Furat al-Shara confirmed the need to reach compromises on the budget between the Governments of the center and the region as soon as possible.

    Shara said in a statement to the National Iraqi News Agency / NINA / : "It is necessary to adopt a serious and civilized dialogue among all the political parties in the interest of the political process, as the country on the verge of national electoral process," noting : "The adoption of the dialogue , and the way to end the current budget crisis , would certainly lead to reach satisfactory solutions to all parties, thus solve this crisis , which is renewed annually . "

    SO REMINISCENT OF LAST YEAR ~ RL

    He added: "The experience of the past years on budget emphasizes the necessity to enact legislation for the oil and gas law, but unexplained political differences prevent the enactment of this law , which affects the process of approving projects and other laws , including the federal budget ."

    The House of Representatives has failed to include the budget on the agenda in previous sessions due to continuing disagreements between the governments of the center and the region around it.

    *** This MP has been saying similar things for years now and for him to say that, " ... but unexplained political differences prevent the enactment of this law , ........ ", can only be explained by his affiliation with the National Alliance, or he is a monumental dumb-ass and either way a part of the problem and not the solution. ***

    BAGHDAD / NINA / A delegation from Motahedoon coalition, headed by Osama al-Nujaifi headed to Kurdistan to discuss a number of important issues at the forefront, the political alliances and a number of other political issues.

    Sources told the National Iraqi News Agency / NINA / on Thursday 27, Feb that "the delegation consists of Iyad al-Samarrai, Salman al-Jumaili, Jaber al-Jabri and Talal Zobaie as well as other MPs."

    The sources added: "The delegation will meet with a number of Kurdish leaders to discuss a number of political issues and future alliances."

    ANSWER: DOESNT MATTER. MALIKI PUT THEM ALL IN THE POSITIONS THEY ARE IN THEREBY MANAGING THE COUNTRY'S MILITARY BY PROXY. THE PORTION OF THE ERBIL AGREEMENT SAYS THESE MINISTRIES MUST BE SHARED AMONG THE FACTIONS. THEY MUST REPRESENT THE PEOPLE. "POWER SHARING" APPLIES HERE AS WELL. THIS IS ANOTHER THORN IN THE SIDE OF THE KURDISH PEOPLE. ITS A SYSTEM OF CHECKS AND BALANCES TO MAKE DEGGUM SURE DICTATORSHIPS ARE NO LONGER A PART OF IRAQS FUTURE. ~ RL

    Barzani added, during a meeting with the Director General of the Department of Middle East and North Africa in the French Foreign Ministry, Francois Giroux, according to a statement to the presidency of the Kurdistan region, " getting Iraq away from all the meanings of the state and non- delivery of services and the failure to provide security is the result of breaching the Constitution and the monopoly of power."

    Barzani expressed his hope that "the political parties' commitment by the constitution and hold elections for the House of Representatives opens avenues towards resolving the problems in Iraq."

    For his part, the representative of the French Foreign Ministry expressed concern over the lack of activation of the foundations of federalism and parliamentary work and the weakness of the Iraqi judicial organs and deepen the differences between the components of Iraq , noting that he hopes that the next house election will open doors to solve the problems in Iraq .

    He described the evolution witnessed in the region amid the complex situation in Iraq, as "an important and eye-catching."

    The meeting witnessed discussion on the political and security situation in Iraq, and the political situation in the region and the latest developments in the Syrian crisis.

    Sulaymaniyah on the verge of the biggest tourism project at a cost of 1.6 billion dollars

    Association said importers and exporters in the province of Kurdistan Wednesday that British companies and local tourism project will be implemented in the largest province of Sulaymaniyah at a cost of 1.6 billion dollars.

    A spokesman for the Union Yassin Mahmoud Rashid told a news conference attended by "Twilight News" that the project will be held in the tourist resort of Dokan Dokan dam on the outskirts of the city of Sulaymaniyah.

    He added that the project, at a cost of 1.6 billion dollars and will start three British companies and two Mhalitan implemented in March.

    Rashid said, who spoke after a meeting with a delegation of British economist in the Office of the Union of Importers and Exporters in Sulaimaniya that Britain will open the largest bank in the province of Kurdistan in the next month.

    The officials were the British Standard Chartered Bank has expressed its intention to open its first branch in Kurdistan Iraq early next month to take advantage of opportunities to finance the projects of huge government infrastructure planned in the region.

    Jobouri: Judicial Commission rejects decision over excluding me from participation in next elections

    Baghdad (AIN) –The nominee of the Iraqiya Slate, Mashaan al-Joubouri, announced the rejection of the decision to exclude him form the participation in the next elections.

    In his Facebook account, he said "The Judicial Commission of the elections rejected the decision to exclude me from the participation in the next elections and assured that there is no criminal record against me."

    *** Jobouri was arrested not long ago so one has to wonder what became of the arrest record even if the charge(s) have been resolved favorably as to him, perhaps " expunged " in the parlance of American jurisprudence, but some candidates are being disqualified for no ostensible " record " other than criticism / alleged criminal slander of the government ***

    It quoted "Reuters" Iraqi official did not give his name saying that "the Iraqi government agreed, today, the two presidents at about one billion dollars for the Zubair oil field, which is run by Italian oil company Eni to accelerate the process of development of the field."


    The official added, "We respect Eni and take their views seriously and we want them to stay in Iraq," adding that "Iraq is doing everything in his power to approve contracts for high-cost as soon as possible, and if postponed will affect productivity and profitability."


    The Italian company said, earlier on Tuesday, she was ready to leave Iraq in the event of failure to sign specific contracts during the next few weeks, which portends a very complex procedures in the country to deport investors.


    He asked the company's CEO Paolo Scaroni whether "This work was worth it and stay in Iraq, with all these problems and profitability of small and huge bureaucracy."

    Baghdad Suspends Some Flights to Kurdistan, as Oil Feud Simmers

    ERBIL, Kurdistan Region – The Iraqi government has suspended the flights of two small airlines that operate between Europe and the Kurdistan Region, an airport official in Erbil said, the latest in an oil feud between Baghdad and the autonomous Kurds.

    Iraqi transportation minister Hadi Amri said the action against Germania and Hormuz airlines was because of failure to comply with unidentified regulations, but Kurdish officials saw it as the latest move in a dispute between Baghdad and Erbil over oil exports and revenues.

    "The Baghdad government does not allow Germania and Hormuz airlines to fly to Kurdistan and flights have been suspended since Saturday," said Talar Faiaq, the director of Erbil International Airport.

    The airspace over all of Iraq, including the Kurdistan Region in the north, is controlled by the Iraq Civil Aviation Authority (ICAA).

    In December 2012, Baghdad denied permission to a plane carrying Turkish Energy Minister Taner Yildiz from landing Erbil, preventing him from attending an important oil and gas conference.

    An aviation expert told Rudaw that the decision affects only those two carriers, which have been suspended not only from Kurdistan but also from Baghdad.

    Amri, the Iraqi transportation minister, said the reason for the suspension was the alleged failure of the airlines to comply with regulations.

    "We have special instructions, and they have not committed to them. We will suspend any airline that is uncommitted," he warned.

    Amri also denied that the decision was related to the Erbil-Baghdad oil row. “This has no relation to the Kurdistan Region. Don't link everything to the Kurdistan Region.”

    Baghdad and Erbil are locked in a complex political feud. The Kurds insist that their autonomy gives them constitutional rights to exploit and export their own vast oil and gas resources, and have signed a comprehensive oil and gas deal with energy-hungry Turkey next door.

    Baghdad has opposed the deal. To force Erbil to concede control over revenues to the federal government, it has frozen the KRG’s monthly deposits from the national budget, which go to pay for things like government salaries.

    Kurdish officials see the move against the airlines as another pressure tactic by Baghdad.

    Faiaq, the director of Erbil airport, said that Baghdad continues to create problems for flights to Kurdistan, which remains the only stable and prosperous portion of violence-torn Iraq. Major Gulf airlines and some European and regional carriers operate regular flights to Erbil

    "They (Baghdad) are always trying to make hindrances for us. For example, Lufthansa had four flight per week; they made us reduce that to two," she said.

    “I dont know what my fate is now, whether we will fly or not,” said a passenger waiting to board a flight to Kurdistan at the German city of Munich.

    “I am a business owner and I dont know what to do or say."

    Blaming Baghdad, he complained that “it does not let the Kurds go on with their own business."

    Mr. Obama’s Retreat from the Middle East

    I remember when the Obama administration first came into office in 2008, the Iraqi Kurds expressed their hope that the administration’s desire to withdraw from Iraq did not indicate a desire to turn their back on the country.

    Although no one quite realized it at the time, Mr. Obama apparently wished to turn away from not just from Iraq, but the entire region. Whatever his mistakes and faults, George Bush Jr. at least cared about Iraq and the region – in 2006 when everyone in Washington had just about given up on Iraq and viewed the insurgency there as a “lost cause,” Mr. Bush ordered an unpopular troop surge and a change in strategy.

    Despite the strong objections of Mr. Maliki’s government in Baghdad, the Americans did what was necessary – which revolved around additional troops and supporting new sahwa awakening councils to coopt Sunni Arabs into the system.

    Bush administration officials did not ask Mr. Maliki to accept security and power sharing with the Sunnis – they forced him. The result was a tamed insurgency, so that by the time American troops withdrew in late 2011, the country they left behind was relatively stable and the government secure.

    Perhaps the rough and tumble business of foreign policy was never Mr. Obama’s forte. Before he took office, he had no foreign policy experience to speak of. Since taking office, he seems to think that when it comes to securing American interests, a few good speeches should do the trick. In the process, he failed to secure a status of forces agreement for Iraq, meaning that no U.S. combat troops at all could remain there, and he seems likely to repeat the same thing in Afghanistan by the end of this year.

    The United States likewise failed to capitalize on the 2009 democracy protests in Iran. The Arab Spring left America looking like a conflicted deer caught in the headlights, long after other states adopted a discernable policy on the phenomena.

    The Obama administration missed the opportunity to make a difference in Syria and saw its red lines crossed repeatedly, deals on chemical weapons cynically made and broken, and the largest humanitarian crisis on earth still unfolding.

    The Israeli-Palestinian peace process choked as Mr. Obama and Mr. Kerry failed to convince Israel to even pause in its settlement building. While a nuclear deal with Iran still has some hope, just the way the interim deal was done and its advantages for Iran saw long-term American allies in the region become more than a little alarmed. The Saudis are now reportedly exploring closer ties, as well as big business deals, with the French and the Chinese.

    To be fair, several of these problems had no good policy answer that Mr. Obama could deploy. Two years ago, rebels in Syria looked like they might succeed without American help – so why risk U.S. planes to shoot down Assad’s Russian hardware, especially when it was hard to tell if the rebels would be much better than Assad?

    Supporting Iranian protestors in 2009 would have amounted to a kiss of death for their legitimacy within Iran. Nuclear talks with Iran were always fiendishly difficult.

    The American public is also deathly tired of entanglements in the Middle East, so leaving troops in Iraq – or Afghanistan after next year – or sending them to Syria, Iran or anywhere else, is not a viable political option either.

    By abdicating American responsibility and constructive, forceful engagement on all these issues at once, however, the net effect is a clear message to the region and the world: the Americans are withdrawing, at the same time that the Russians (and Iranians) remain engaged and willing to back their friends to the end.

    Perhaps such disengagement from the Middle East was a necessary price to pay for Mr. Obama’s so-called “pivot towards Asia.” Pivoting towards Asia only seems to have raised tensions with China, unfortunately, with no discernable American gains in that region either.

    American diplomats will disagree with this assessment, of course, insisting that they remain very engaged in Iraq and other parts of the region. Diplomacy without a willingness to credibly brandish power in the region makes the United States look like Canada, however – a nice enough country that some people admire, but not very relevant to the Middle East. Even the American diplomatic engagement that still exists seems to be of questionable value.

    I’m not sure how else to describe an American policy that supports Baghdad in the current hydrocarbons dispute with Erbil, for instance.

    If Mr. Obama and his administration truly think it’s a good idea for the current government in Baghdad to monopolize even more power and all the country’s finances, perhaps their disengagement from the Middle East can not come soon enough.
